PUBLIC NOTICE -- - NOTICE The Lafayette Parish Council met in Regular Session on February 24, 2026 and adopted the following ordinances: PARISH ORDINANCE NO. PO-009-2026 AN ORDINANCE OF THE LAFAYETTE PARISH COUNCIL AMENDING THE FY 25/26 OPERATING AND CAPITAL BUDGETS OF THE LAFAYETTE CITY-PARISH CONSOLIDATED GOVERNMENT BY INCREASING REVENUES IN THE AMOUNT OF $22,000 RECEIVED FROM THE ASPCA AND APPROPRIATING WITHIN THE ELECTED OFFICIALS CAO DEPARTMENT, ANIMAL SHELTER AND CARE DIVISION, FOR THE PURPOSE OF HELPING TO OFFSET COSTS AT THE ANNUAL RABIES CLINIC AT THE CAJUNDOME BE IT ORDAINED by the Lafayette Parish Council, that: WHEREAS, the Lafayette Animal Shelter and Care Center was made aware of an ASPCA Grant to help offset the costs at the Annual Rabies Clinic at the Cajundome; and WHEREAS, Lafayette City-Parish Consolidated Government has received notification that ASPCA has awarded Lafayette Animal Shelter and Care Center $22,000 for this purpose. NOW, THEREFORE, BE IT FURTHER ORDAINED by the Lafayette Parish Council, that: SECTION 1: All of the aforedescribed “Whereas” clauses are adopted as part of this ordinance. SECTION 2: The FY 25/26 operating and capital budgets of the Lafayette City-Parish Consolidated Government are hereby amended by increasing revenues in the amount of $22,000 received from the ASPCA and appropriating within the Elected Officials CAO Department, Lafayette Animal Shelter and Care Center Division Budget. SECTION 3: The purpose of this grant is to help offset the costs at the Annual Rabies Clinic at the Cajundome. SECTION 4: The Lafayette Parish Council hereby authorizes the Lafayette Mayor-President, or her designee, to conduct all negotiations, execute and submit all documents, including, but not limited to, applications, agreements, amendments, contracts, payment requests, requisitions, reimbursements, etc., which may be necessary for the completion of the aforementioned project and to take any and all other action necessary in connection therewith for said project. SECTION 5: This increase in revenues shall be as reflected in any pertinent documents which are attached hereto and made a part hereof and filed in the Office of the Clerk of the Council. SECTION 6: All ordinances or resolutions, or parts thereof, in conflict herewith are hereby repealed. SECTION 7: This ordinance shall become effective upon signature of the Lafayette Mayor-President, the elapse of ten (10) days after receipt by the Lafayette Mayor-President without signature or veto, or upon an override of a veto, whichever occurs first. * * * * * PARISH ORDINANCE NO. PO-010-2026 AN ORDINANCE OF THE LAFAYETTE PARISH COUNCIL AMENDING THE FY 25/26 OPERATING BUDGET OF THE LAFAYETTE CITY-PARISH CONSOLIDATED GOVERNMENT THROUGH THE USE OF $381,100 IN NET INCOME RESERVE AND $1,078,265 IN NET LOSS-USE OF FUND BALANCE IN NATIONAL OPIOID SETTLEMENT FUNDS RECEIVED FROM THE STATE OF LOUISIANA OPIOID ABATEMENT TASK FORCE AND APPROPRIATING WITHIN THE COMMUNITY DEVELOPMENT AND PLANNING DEPARTMENT FOR ALLOCATION TO VARIOUS OPIOID ABATEMENT PROJECTS; INCLUDING ALLOCATIONS TO THE PARISH-WIDE MUNICIPAL POLICE DEPARTMENTS AND LAFAYETTE CITY MARSHAL’S OFFICE, PUBLIC EDUCATION AND OUTREACH, AND IMPROVEMENTS TO THE WAR MEMORIAL BUILDING TO FACILITATE DRUG-RELATED PROGRAMS BE IT ORDAINED by the Lafayette Parish Council, that: WHEREAS, there exists a national health crisis caused by the prevalence and misuse of opioid-based drugs across the United States; and WHEREAS, the State of Louisiana has entered settlement agreements with various pharmaceutical producers and distributors as part of the National Opioid Settlement (NOS); and WHEREAS, the State of Louisiana has created the Opioid Abatement Task Force, which is charged with disbursing NOS funds to participating parishes and tracking the proper use of funds by parish governments; and WHEREAS, Lafayette Parish is the recipient of NOS funds through the Opioid Abatement Task Force and is charged with expending NOS funds on allowable opioid abatement activities as defined by the Opioid Abatement Task Force and reporting such use to the State of Louisiana. NOW, THEREFORE, BE IT FURTHER ORDAINED by the Lafayette Parish Council, that: SECTION 1: All of the aforedescribed “Whereas” clauses are adopted as part of this ordinance. SECTION 2: The FY 25/26 operating budget of the Lafayette City-Parish Consolidated Government is hereby amended by allocating a total of $250,000 received from the State of Louisiana Opioid Abatement Task Force and appropriating within the Community Development and Planning Department for public education and outreach expenses as it relates to opioids and other drug use. SECTION 3: The FY 25/26 operating budget of the Lafayette City-Parish Consolidated Government is hereby further amended by allocating $855,365 NOS funds within the Community Development and Planning Department for renovations of the War Memorial Building to help facilitate operations of drug-related programs that are housed within the building, including Juvenile Specialty Drug Court, Louisiana Multi-Agency Resources Center (LaMARC), and Veterans Services. SECTION 4: The FY 25/26 operating budget of the Lafayette City-Parish Consolidated Government is hereby further amended by allocating $350,000 NOS funds within the Community Development and Planning Department for disbursal to the six (6) municipal Police Departments of Lafayette Parish and the Lafayette City Marshal’s Office in the amount of $50,000 each for the purpose of covering drug prevention and related expenses. SECTION 5: The FY 25/26 operating budget of the Lafayette City-Parish Consolidated Government is hereby further amended by allocating $4,000 NOS funds within the Community Development and Planning Department for Opioids Grant Management software services. SECTION 6: The Lafayette Parish Council hereby authorizes the Lafayette Mayor-President, or her designee, to conduct all negotiations, execute and submit all documents, including but not limited to applications, agreements, amendments, payment requests, memoranda of understanding and so on, which may be necessary for the completion of the aforementioned project. SECTION 7: This transfer of funds shall be as reflected in any pertinent documents which are attached hereto and made a part hereof and filed in the Office of the Clerk of the Council. The Lafayette Mayor-President, or her designee, is hereby authorized to amend the operating budget within the grant period by de-obligating any unused funds deemed unnecessary for the completion of the referenced project. SECTION 8: All ordinances or resolutions, or parts thereof, in conflict herewith are hereby repealed.
