PUBLIC NOTICE - - - WEST FELICIANA PARISH SCHOOLS May 2026 - Regular School Board Meeting 05/19/2026 05:00 PM West Feliciana High School Library 8604 US Highway 61 MEETING MINUTES Attendance Voting Members Milton Coats, Board Member - President Kelly O'Brien, Board Member - Vice President Amanda McKinney, Board Member Angie Norwood, Board Member Scotty Owens, Board Member Helen Whitfield, Board Member Sara Wilson-Rogers, Board Member I. Call to Order The meeting was called to order by President Milton Coats at 5:01 p.m. A. Prayer Dr. Tim Lindsey B. Pledge of Allegiance Ms. Sara Wilson-Rogers C. Roll Call Ms. Angie Norwood entered at 5:12 p.m. II. Approval of Agenda Mr. Hollis Milton asked that the Board add agenda item IV G: Workers' Compensation Renewal Presentation. Motion made by: Kelly O'Brien Motion seconded by: Amanda McKinney Sara Wilson-Rogers abstained from item V A. Motion carried. III. Approval of Minutes Mr. Coats called for a motion to approve the minutes for the Strategic Planning Update and Regular Board Meeting on April 21, 2026, and the Building Committee Meeting on May 7, 2026. Motion made by: Scotty Owens Motion seconded by: Helen Whitfield Motion carried. IV. Recognitions and Presentations A. Honoring Retirees Mr. Milton honored the following retirees with an accumulation of 364 years: Hal Ware, Margaret Burns, Connie Smith, Karen Harris, Sharon Kendrick, Melvin Young, William Clark, Donna Gibbon, Kim Holliday, Christi Sykes, Karen Jackson, Kellie Hodges, Cheryl Causey, Sarah Fudge, and Walter Dixon, Jr. B. Students of the Year Mr. Milton recognized the following students of the year: Briggs McKnight — Elementary Student of the Year, Betsi Kate David — Middle School Student of the Year, and Jared Lane — High School Student of the Year. C. Principal of the Year Mr. Milton recognized Elizabeth Bristow, Bains Lower Elementary principal, as Principal of the Year. D. Teachers of the Year Mr. Milton recognized the following teachers of the year: Corey Gilfoil - Elementary Teacher of the Year, Jennifer Christman - Middle School Teacher of the Year, Wallace Ferguson - High School Teacher of the Year, Mallory Barbe - Elementary School New Teacher of the Year, Sarah Freeman - Middle School New Teacher of the Year, Cheyenne Dillon - High School New Teacher of the Year. E. Support Staff of the Year Mr. Milton also honored the following school support employees of the year: Brittney Johnson — Outstanding Elementary School Support Employee of the Year, Liza Haile — Outstanding Middle School Support Employee of the Year, Cesar de Leon Mazariegos — Outstanding High School Support Employee of the Year. F. Outstanding Substitutes - Kelly Services Representatives from Kelly Services recognized Loy Ann McCune as an outstanding substitute with 3 years of service. G. Workers' Compensation Renewal Presentation Mr. John Caro of Alliant Insurance Services, Inc. stated that there was 6.2% increase in premium because of an 11.1% payroll increase; The new premium is $84,885.00. It is a two-year policy that will expire July 1, 2028. V. Other School Board Business A. Discuss and Approve Job Description Revisions Ms. Georgia Dudley requested the replacement of the "Switchboard Operator" job description with an updated "District Support Clerk" description, citing the upcoming retirement of the current employee and the need for an accurate, modern title. Ms. Dudley further requested approval for a revised, more comprehensive job description for the vacant Mechanic position to aid in recruitment. Mr. Coats asked for a motion to approve the updated job descriptions. Motion made by: Scotty Owens Motion seconded by: Amanda McKinney Abstain: Sara Wilson-Rogers Motion carried. B. Discuss and Approve Change Order #2 for the Julius Freyhan Ground Floor Renovations Project Mr. Milton explained that Change Order #2 involves modifications to the ground floor conference room, specifically a small expansion and the addition of storage space. The cost is $16,907.83, with 10 additional days added to the contract period. Mr. Coats asked for a motion to approve the change order. Motion made by: Kelly O'Brien Motion seconded by: Helen Whitfield Abstain: Sara Wilson-Rogers Motion carried. C. Permission to Award Food Service Bids (2026-2027) Ms. Pat Gilmore recommended a list of bid winners to the Board for approval. Mr. Coats asked for a motion to approve the bids. Motion made by: Scotty Owens Motion seconded by: Sara Wilson-Rogers Motion carried. D. Approve 3rd Quarter Lunch Fund Financial Report Ms. Pat Gilmore presented the Lunch Fund 3rd quarter financial report dated July 1, 2025-March 31, 2026. Mr. Coats called for a motion to approve the report. Motion made by: Amanda McKinney Motion seconded by: Scotty Owens Motion carried. E. Approve 3rd Quarter General Fund Financial Report Ms. Cook presented the General Fund 3rd quarter financial report dated July 1, 2025-March 31, 2026. Mr. Coats called for a motion to approve the report. Motion made by: Kelly O'Brien Motion seconded by: Helen Whitfield Motion carried. F. New Budgets Ms. Cook presented the following new budget: PDG Literacy Initiative $10,500.00 Mr. Coats asked for a motion to approve the new budget. Motion made by: Amanda McKinney Motion seconded by: Scotty Owens Motion carried. G. Budget Revisions Ms. Cook presented the following budget revisions: Title I Budget Revision #3 - $242.00 Title II Budget Revision #3 - $55.00 Title IVA SSAE Budget Revision #3 - $245.00 Head Start 159 Budget Revision #1 - $0 change in amount; fund allocations changed Mr. Coats asked for a motion to approve the budget revision. Motion made by: Scotty Owens Motion seconded by: Helen Whitfield Motion carried. VI. Use of Facilities Requests Mr. Milton asked that the facilities requests be approved. Mr. Coats called for a motion to approve the requests. Motion made by: Scotty Owens Motion seconded by: Kelly O'Brien Motion carried. A. West Feliciana 4-H. Talent & Fashion Show. Insurance Pending. VII. Personnel for Board Approval There were none. VIII. Superintendent's Report Mr. Milton presented his report, personnel report, and sales tax report. He mentioned that the District will be receiving an additional $125,000.00 from the recoverable depreciation factor in the insurance claim from the tornado damage at Student Services Center on April 10, 2024. He thanked the Board for their continued support and another successful school year. IX. Adjourn Mr. Coats asked for a motion to adjourn the meeting.
