PUBLIC NOTICE - - - TOWN OF ADDIS MINUTES FEBRUARY 10, 2026 – REGULAR MEETING The regular meeting of the Mayor and Town Council for the Town of Addis was called to order by Mayor David Toups at 6:00 p.m. on Tuesday, February 10, 2026, at the Addis Municipal Center. The Pledge to the flag recited. ROLL CALL Present: Mayor Toups; Councilmembers Rusty Parrish, Rhonda Kelley, Dustin Hebert, Kevin LeBlanc, Bliss Bernard. Absent: None MINUTES: The minutes of January 13, 2026, regular meeting were approved on a motion by Councilor Kelley; seconded by Councilor Hebert and adopted unanimously. ADDITIONS TO AGENDA None PUBLIC COMMENTS Jamie Crosbie Daley, a resident of 5331 Eudora Drive, addressed the Mayor and Council regarding a concern about a large tree located at the rear of her property adjacent to the parish drainage canal. Ms. Daley stated that she believes work performed by the parish to clean and widen the canal may have exposed the tree’s root system, causing the tree to lean significantly. She requested that the Town or Parish evaluate the tree and determine whether it should be removed prior to it potentially falling onto a structure located at the rear of the property. CORRESPONDENCE None OLD BUSINESS None NEW BUSINESS ARPA PROJECT PHASE I – TULLIER SERVICES (ADDIS LANE) PAY APP NO.5: A motion was made by Council Member Kelley and seconded by Council Member Bernard to approve Pay Application No. 5 in the amount of $23,377.50 to Tullier Services. The motion was adopted unanimously. ARPA PROJECT PHASE I – TULLIER SERVICES (FIRST STREET) PAY APP NO.5: A motion was made by Council Member Parrish and seconded by Council Member Hebert to approve Pay Application No. 5 in the amount of $20,070.00 to Tullier Services. The motion was adopted unanimously. ARPA PROJECT PHASE II – BARKER BROTHERS (BACKUP PUMPS) FINAL PAY APP NO. 6: A motion was made by Council Member Hebert and seconded by Council Member Parrish to approve Pay Application No. 6 in the amount of 23,850.00 to Barker Brothers. The motion was adopted unanimously. LOCAL GOVERNMENT ASSISTANCE PROGRAM (LGAP) – RESOLUTION OF SUPPORT: Mayor Toups requested authorization from the Council to apply for the Local Government Assistance Program (LGAP) Grant for FY 2025–2026. Under the program guidelines, cities with populations between 5,000 and 35,000 may apply for grants of up to $50,000 for eligible community projects. All applications require a resolution of support from the local government and letters of support from the State Senator and State Representative representing the project area. Projects cannot begin until a signed contract is executed between the awarded local government and the Office of Community Development, and funds are reimbursed only after project-related invoices are submitted and approved by OCD. A motion to approve the resolution of support and authorize Mayor Toups to apply for the 2025-2026 LGAP grant was made by Council Member LeBlanc, seconded by Council Member Bernard, and adopted unanimously. MUNICIPAL WATER POLLUTION PREVENTION (MWPP) – REPORT & RESOLUTION: The 2025 MWPP report was approved by Resolution of Acceptance on a motion by Councilor LeBlanc; seconded by Councilor Kelley and adopted unanimously. PUBLIC HEARING – SUBDIVISION OF PROPERTY (FINAL PLAT) – FIRST BAPTIST CHURCH OF ADDIS: At the January 13th Council meeting, Court Bradford, representing First Baptist Church of Addis, presented the preliminary plat and requested approval to subdivide church property located off Highway 1 South in Addis. The proposal called for the western 13-acre portion to be sold to Raymond Loupe, who owns approximately 200 acres of adjacent land to the north, while the remaining acreage would remain with the church. Mr. Bradford is now requesting Final Plat approval and noted that a 25-foot drainage servitude along the property is included on the Final Plat. Mayor Toups opened a public hearing; after receiving no comments from the public, the hearing was closed and the matter was turned over to the Council for review and discussion. A motion to approve the Final Plat as presented was made by Council Member Hebert, seconded by Council Member LeBlanc, and adopted with Council Member Bernard opposing. MONTHLY REPORTS ENGINEER: Mayor Toups advised that he met with the Town’s drainage engineer, who had intended to attend today’s meeting but was unable to do so due to a family emergency. The matter will be placed on next month’s agenda. PLANNING & ZONING COMMISSION: None PARISH COUNCIL: No report. POLICE: Chief Langlois presented the Police Department activity report for January 2026. During the month, the department issued 124 citations, responded to 185 calls for service, and investigated 12 auto accidents. The department made three misdemeanor arrests, including one for DWI (assisted by Louisiana State Police), one for hit and run, and one for domestic abuse battery. Additionally, the department made three felony arrests, including one for aggravated criminal damage to property, one for a felony warrant, and one for felony domestic abuse battery. PUBLIC WORKS & WASTEWATER: Travis Bourgoyne, Director of Public Works, presented the Public Works and Sewer Department activity report for January 2026. During the month, the department responded to 53 residential and commercial control panel and tank issues, 36 collection system issues, 2 sewer plant issues, 0 new inspections, and 53 Dottie tickets. Significant sewer and infrastructure activities included repairing two leaks at tanks, vacuuming two lift stations, addressing a motor failure at Sugar Mill #6, replacing one residential control panel, clearing 15 jammed 2HP pumps and 8 jams in the collection system, and removing a blocked line on Harvest Court at Sugar Mill. Public Works activities for the month included grass cutting as needed, trash pickup, and addressing drainage issues, including blockages on Harris Street, at the outfall of the Caine Estates retention pond, and on Younger, as well as repairing a sinkhole on Bird Heights. PUBLIC HEARING AND ACTION ON INTRODUCED ORDINANCES None INTRODUCTION OF ORDINANCES ORDINANCE 2026-1 (FIRE PREVENTION & PROTECTION REVISIONS): A motion to introduce Ordinance 2026-1 “AN ORDINANCE OF THE TOWN OF ADDIS, LOUISIANA, AMENDING THE CODE OF ORDINANCES CHAPTER 10, “FIRE PREVENTION AND PROTECTION” was made by Councilor Bernard; seconded by Councilor LeBlanc and adopted unanimously. A Public Hearing will be held on this proposed ordinance at the regular meeting of the Mayor and Town Council to be held at 6:00 p.m. on Tuesday, March 10, 2026. COMMITTEE REPORTS FINANCE: i. Pay Bills Found in Order: A motion to pay bills found in order was made by Council Member Kelley; seconded by Council Member Hebert and adopted unanimously. ii. Monthly Budget to Actual Reports: The monthly budget to actual reports were reviewed with no comments. POLICE: None PERSONNEL: None SEWER: None DRAINAGE: None BUILDINGS: None STREETS AND ROADS: None EXECUTIVE SESSION A motion to temporarily adjourn the Regular Meeting and enter Executive Session to discuss Police personnel was made by Council Member LeBlanc, seconded by Council Member Kelley, and adopted unanimously. A motion to return to Regular Session was then made by Council Member Hebert, seconded by Council Member LeBlanc, and adopted unanimously. As a result of the Executive Session, Chief Langlois recommended the hiring of Kristelle Allen as a full-time patrol officer with a beginning base salary of $47,880.00 ($21.92/hour). The recommendation was approved on a motion by Council Member Hebert, seconded by Council Member LeBlanc, and adopted unanimously. Chief Langlois also recommended the hiring of Braeden Hazlett as a full-time patrol officer with a beginning base salary of $41,496.00 ($19.00/hour). The recommendation was approved on a motion by Council Member Hebert, seconded by Council Member Parrish, and adopted unanimously.
