PUBLIC NOTICE - - - Section 2-13(B) of the Lafayette City-Parish Consolidated Government Home Rule Charter requires publication of the veto statement of an ordinance in full in the official journal by the Clerk as soon as practical after receipt from the Lafayette Mayor-President. Also, in accordance with Section 2-13(B) of the Home Rule Charter, all ordinances vetoed by the Mayor-President shall be vetoed in full, except that the Mayor-President shall have authority to veto individual appropriation items in the ordinances adopting the operating and capital improvement budgets and amendments thereto. Section 2-13(C) provides that ordinances vetoed by the Mayor-President shall be submitted to the Council by the Clerk no later than the next regular meeting held after publication of the veto statement. Accordingly, the following veto statement for City Ordinance No. CO-025-2026 An ordinance of the Lafayette City Council authorizing the Lafayette Mayor-President to execute a Cooperative Endeavor Agreement by and between Lafayette City-Parish Consolidated Government and Lafayette Centre Development District D/B/A Downtown Development Authority for a Downtown-Urban Core Redevelopment Plan; authorizing the disbursement of $100,000 in City Council Downtown Comprehensive Plan Reserve Funds; and further authorizing the use of $400,000 of the FY 2025-2026 Downtown Capital budget allocation for said purpose., is provided: April 17, 2026 Lafayette City Council By and Through Mr. Joseph Gordon-Wiltz Lafayette Clerk of the Council RE: Disposition of Ordinance No. CO-025-2026 Veto Message of Mayor-President Monique B. Boulet Dear Council Members, On April 7, 2026, the Lafayette City Council voted 4-1 to adopt City Ordinance No. CO-025-2026, which authorized the Lafayette Mayor-President to execute a Cooperative Endeavor Agreement by and between the Lafayette City-Parish Consolidated Government and the Downtown Development Authority for a Downtown Urban Core Redevelopment Plan. This veto is issued with serious concern regarding the lack of thorough and competent legal review by the Lafayette City-Parish Consolidated Government’s legal counsel. Let this record reflect that ordinance CO-025-2026 advanced without sufficient legal analysis by the City-Parish Attorney, Robbie Mahtook. A proper legal review is not a procedural formality—it is an essential duty to ensure that enacted laws are sound, defensible, and consistent with existing legal frameworks. When that duty is neglected, the resulting ordinance cannot be responsibly approved. Additionally, the Cooperative Endeavor Agreement as written provides for unfettered authority to administer projects, programming, funding, and redevelopment work without the proper oversight of the Administration and Department’s responsible for the City of Lafayette’s infrastructure. Ultimately, the City of Lafayette is the governing authority of Downtown’s infrastructure and should maintain continued oversight. Furthermore, this agreement authorizes the Downtown Development Authority to broaden its scope of work beyond the boundaries that are typically recognized as the downtown area.
