PUBLIC NOTICE - - - SPECIAL PUBLIC NOTICE The U.S. Army Corps of Engineers, New Orleans District (CEMVN) is holding a public hearing regarding Air Products Blue Energy LLC’s (applicant) request for a Department of Army (DA) permit and permission to construct and operate the proposed Louisiana Clean Energy Complex (project). The project would include a low carbon hydrogen and ammonia facility in Ascension Parish with project supporting carbon capture pipelines, Class VI sequestration wells, and other appurtenant structures in Saint James Parish, Saint John the Baptist Parish, Livingston Parish, and Tangipahoa Parish, Louisiana. CEMVN is requesting your comments and/or public hearing attendance to help inform the DA permit decision. This will be a joint public hearing held in coordination with Louisiana’s Department of Energy and Natural Resources (DENR) to inform their Coastal Use Permit (CUP) decision. The public hearing will be held at the New Wine Christian Fellowship in Laplace, Louisiana on Tuesday, November 4, 2025 beginning at 5:00pm. Following the public hearing, CEMVN will accept written comments from November 4, 2025 to November 14, 2025.
