PUBLIC NOTICE - - - PUBLIC NOTICE The City of Scott proposes to construct a new WWTP with a larger treatment capacity on the existing property. The proposed facilities will include the headworks, activated sludge system, and sludge handling facilities. The existing headworks, activated sludge system, UV treatment building and drying beds will be abandoned in place and later demolished. The previously abandoned oxidation pond will not be used by the proposed treatment plant. The details of the project are described further in the recommended Alternative 3 – New 2 MGD WWTP with Traditional Activated Sludge System. The proposed expansion will increase the capacity of the treatment facility and ensure that the WWTP can accommodate average daily flows and peak flows during a storm event. The proposed expansion will prevent unpermitted discharges due to storm events that have occurred at the existing facility. The project will be financed through a combination of funds from the City of Scott’s residential and commercial sewer user revenue and the LDEQ’s CWSRF program which is a low interest loan program that provides financing for wastewater system projects at below market interest rates. The loan will be financed for 20 years. The total loan amount made available by LDEQ is $20,000,000 with an annual debt service of approximately $1,102,800. Before the loan is awarded, analysis of the city’s financial status will be performed to ensure that the city has the ability to retire the loan. In accordance with the LDEQ's rules and regulations for the CWSRF program as authorized by Public Law 100-4 and administered according to Act 349 of the 1986 Regular Session of the Louisiana Legislature, as amended by Act 296 of the 2010 Regular Session of the Louisiana Legislature, LDEQ has issued a Finding of No Significant Impact (FONSI).
