PUBLIC NOTICE - - - PUBLIC NOTICE LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY (LDEQ) WESTLAKE VINYLS COMPANY, LP DRAFT HAZARDOUS WASTE OPERATING PERMIT The LDEQ, Office of Environmental Services, is accepting written comments on the draft Hazardous Waste Operating Permit for Westlake Vinyls Company, LP, P.O. Box 228, Geismar, Louisiana 70734 for the hydrochloric acid production furnaces (HAPFs) and hazardous waste storage tanks. The facility is located at 36045 Highway 30 in Geismar, Ascension Parish. Westlake Vinyls Company, LP proposes to install and operate two hydrochloric acid production furnaces (HAPFs) and store hazardous waste in two tanks. A working draft of the draft permit was provided to Westlake Vinyls Company, LP and the remarks submitted on behalf of Westlake Vinyls Company, LP, and the department’s responses hereto, are included in the permit record that is available for public review. Westlake Vinyls Company, LP (Westlake) owns and operates a chemical manufacturing facility that produces polyvinyl chloride (PVC), ethylene dichloride (EDC), and vinyl chloride monomer (VCM). A distillation bottoms (Heavy Ends) stream is produced as a byproduct in the VCM Unit. Westlake is proposing to manage the Heavy Ends stream onsite as a hazardous waste. Westlake intends to install two hydrochloric acid production furnaces (HAPFs) to provide acid recovery and waste heat recovery as steam utilizing the Heavy Ends stream as a feedstock. In addition, Westlake is proposing to store the Heavy Ends in two tanks. Westlake intends to also receive Heavy Ends from other Westlake facilities. This material will be managed in the same tanks and fed into the HAPFs. This permit was processed as an expedited permit in accordance with LAC 33:I.Chapter 18. Comments and requests for a public hearing or notification of the final decision can be submitted via personal delivery, U.S. mail, or email. Comments and requests for public hearings must be received by 4:30 pm CST, Monday, December 22, 2025. Delivery may be made to the drop-box at 602 N. 5th St., Baton Rouge, LA 70802.
