PUBLIC NOTICE - - - PROCEEDINGS OF THE MAYOR AND CITY COUNCIL OF THE CITY OF YOUNGSVILLE, LOUISIANA TAKEN AT THE CITY COUNCIL REGULAR MEETING HELD ON THURSDAY, JUNE 11, 2026 AT 6:00 PM AT YOUNGSVILLE CITY HALL COUNCIL CHAMBERS 1. OPENING 1.1 Invocation was led by Councilman Lindy Bolgiano. 1.2 Pledge of Allegiance was led by Shannon D. Bares. 2. ROLL CALL PRESENT: Mayor Ken Ritter, Shannon D. Bares (Division A), Mayor Pro Tem Lindy Bolgiano (Division B), Matt Romero (Division C), Nicholas Niland (Division D). ABSENT: Simone B. Champagne (Division E). STAFF: Nicole Guidry (City Clerk), Terry Bourque (COO), Cathryn Greig (CFO), Jean Paul Broussard (Police Chief), Wade Trahan (City Attorney). 3. MINUTES 3.1 Approval of May 14, 2026 meeting minutes. Motion made by Shannon Bares, seconded by Lindy Bolgiano, approving May 14, 2026 meeting minutes. YEAS: Shannon D. Bares, Lindy Bolgiano, Matt Romero. NAYS: None. ABSTAINED: Nicholas Niland. ABSENT: Simone B. Champagne. Motion Approved. 4. FINANCE REPORT 4.1 Approval of April 2026 finance report. Motion made by Matt Romero, seconded by Lindy Bolgiano, approving the April 2026 finance report. YEAS: Shannon D. Bares, Lindy Bolgiano, Matt Romero, Nicholas Niland. NAYS: None. ABSTAINED: None. ABSENT: Simone B. Champagne. Motion Approved. 5. OTHER BUSINESS 5.1 Designate the Official Journal for the City of Youngsville for Fiscal Year 2026-2027 as required by R.S.43:141(A). (Quotes received from: a) The Acadiana Advocate and b) The Daily Advertiser.) Motion made by Matt Romero, seconded by Lindy Bolgiano, designating The Acadiana Advocate as the Official Journal for the City of Youngsville for Fiscal Year 2026-2027 as required by R.S.43:141(A). YEAS: Shannon D. Bares, Lindy Bolgiano, Matt Romero, Nicholas Niland. NAYS: None. ABSTAINED: None. ABSENT: Simone B. Champagne. Motion Approved. 5.2 Brian McClain to request a variance to Section 130-5 (l) of the Code of Ordinances to waive the requirement of a minimum depth of 400' for commercial development along major arterial districts for parcel #'s 6020737 (Guillot Rd.) and 6020723 & 6020728 (Detente Rd.), in exchange for fire protection improvements as negotiated by the Mayor. Mayor Ritter and the Council held discussion, whereas the Mayor explained that the recent 400’ modification was to encourage future commercial development. He further explained that in conversation with the developer he advised of the imminent need for increased fire protection, south of Chemin Metairie. In conclusion, Mayor Ritter offered a solution for a betterment fee towards fire protection in lieu of saving the 400’ space that may never become commercial development in the future. Motion made by Lindy Bolgiano, seconded by Matt Romero, granting a variance to Section 130-5 (l) of the Code of Ordinances to waive the requirement of a minimum depth of 400' for commercial development along major arterial districts for parcel #'s 6020737 (Guillot Rd.) and 6020723 & 6020728 (Detente Rd.), in exchange for fire protection improvements as negotiated by the Mayor. RESOLUTIONS 6.1 Resolution No. 2026-15 - A Resolution to adopt the 2025-2026 Municipal Water Pollution Prevention Plan for the Youngsville Wastewater Treatment Facility LPDES Permit Number LA0055328. Motion made by Shannon D. Bares, seconded by Lindy Bolgiano, adopting Resolution No. 2026-15. YEAS: Shannon D. Bares, Lindy Bolgiano, Matt Romero, Nicholas Niland. NAYS: None. ABSTAINED: None. ABSENT: Simone B. Champagne. Resolution Adopted. 6.2 Resolution No. 2026-16 - A Resolution of the City of Youngsville declaring movable property as surplus and further authorizing disposal in accordance with state law. Motion made by Matt Romero, seconded by Shannon D. Bares, adopting Resolution No. 2026-16. YEAS: Shannon D. Bares, Lindy Bolgiano, Matt Romero, Nicholas Niland. NAYS: None. ABSTAINED: None. ABSENT: Simone B. Champagne. Resolution Adopted. 6.3 Resolution No. 2026-17 - A Resolution authorizing the Mayor of the City of Youngsville to execute a Commission of Accreditation for Law Enforcement Agencies (CALEA) Agency Support Program Application. Chief Broussard stated that he has been working with CALEA to start the accreditation for the Police Department and that the form being presented is for a grant to pay for the initial CALEA accreditation. Discussion was then held between the members of the Council and Chief Broussard regarding the application and the details of the program. A motion was made by Matt Romero to adopt Resolution No. 2026-17 with the suggestion to amend the budget for the next fiscal year to capture costs associated with this application/program. A substitute motion was made by Nicholas Niland, seconded by Shannon D. Bares, to table Resolution No. 2026-17 until an actual cost is determined for this application as well as on an annual/bi-annual basis and for the full accreditation process. Public comment received from Cher Holland and Art LeBreton. The substitute motion to table having been submitted to a vote, the vote thereon as follows: YEAS: Shannon D. Bares, Lindy Bolgiano, Nicholas Niland. NAYS: Matt Romero. ABSTAINED: None. ABSENT: Simone B. Champagne. Motion to Table Approved. 7. ORDINANCES FOR PUBLIC HEARING AND FINAL ADOPTION 7.1 Ordinance No. 512-2026 - An Ordinance of the City of Youngsville, Louisiana, declaring intent to acquire full ownership of immovable property designated as 504 Avenue A, was read aloud and opened for Public Hearing by Mayor Ritter. Hearing no comments, motion made by Lindy Bolgiano, seconded by Shannon D. Bares, adopting Ordinance No. 512-2026. YEAS: Shannon D. Bares, Lindy Bolgiano, Matt Romero, Nicholas Niland. NAYS: None. ABSTAINED: None. ABSENT: Simone B. Champagne. Ordinance Adopted. 7.2 Ordinance No. 513-2026 - An Ordinance of the City of Youngsville, Louisiana, amending the Code of Ordinances Chapter 12 "Nuisances" as it relates to operations and fines for construction or repairs, was read aloud and opened for Public Hearing by Mayor Ritter. Hearing no comments, motion made by Matt Romero, seconded by Lindy Bolgiano, adopting Ordinance No. 513-2026. YEAS: Shannon D. Bares, Lindy Bolgiano, Matt Romero. NAYS: Nicholas Niland. ABSTAINED: None. ABSENT: Simone B. Champagne. Ordinance Adopted. 8. ORDINANCES FOR INTRODUCTION 8.1 Ordinance No. 514-2026 - An Ordinance of the City of Youngsville, Louisiana authorizing the City of Youngsville to sell certain immovable surplus property located at 225 Tall Oaks Ln., Youngsville, Louisiana, which is not needed for public purposes. Motion made by Matt Romero, seconded by Shannon Bares, introducing Ordinance No. 514-2026. YEAS: Shannon D. Bares, Lindy Bolgiano, Matt Romero, Nicholas Niland. NAYS: None. ABSTAINED: None. ABSENT: Simone B. Champagne. Motion Approved. 8.2 Budget Amendment Ordinance No. 515-2026 - An Ordinance amending the Annual Operating Budget of Revenues and Expenditures for the City of Youngsville, Louisiana for Fiscal Year 2025-2026. Motion made by Matt Romero, seconded by Lindy Bolgiano, introducing Budget Amendment Ordinance No. 515-2026. YEAS: Shannon D. Bares, Lindy Bolgiano, Matt Romero, Nicholas Niland. NAYS: None. Motion Approved. 8.3 Budget Ordinance No. 516-2026 - An Ordinance adopting the Annual Operating Budget of Revenues and Expenditures for the City of Youngsville, Louisiana for Fiscal Year 2026-2027. Mayor Ritter informed the public that a public hearing for the adoption of the budget ordinances will be held at a Special Council meeting on June 25, 2026 at 6:00 pm. The budget is available for public inspection at City Hall. 9. MAYOR & COUNCIL ANNOUNCEMENTS 9.1 Mayor/Staff Announcements. Roads/Drainage : Hwy 89 Phase 1A - work with Entergy for lights in the median, additional striping and painting, Phase 1B – working on drainage, Phase 2 – working with utility companies for 60% GMP. Fortune Rd Ext – punch list items to be complete tomorrow. Chemin Agreable - started on asphalt on east side as well as mill and overlay on west side. Left Turn Lanes Phase 1 - dressing up and striping, Phase 2 - working with utilities. Larriviere Improvements - more than 50% complete with drainage on west side, box culverts for Coulee Lassalle installed and anticipate a Sept./Oct. completion. Prescott Roundabout - in review & working with MPO for funding. Looking at improvements along Chemin Metairie Pkwy and finishing up last paperwork for sidewalk grant along Hwy. 89. Water/Sewer : WWTP - reinforcing delivered to site, forming headworks walls to pour next week, SBR excavation to be finished Saturday weather permitting. Water Filter 4 – setting preconstruction meeting in next 2 weeks. Sugar Mill Pond and Pump Station 5 - pending funding. Pump Station 1 - changing impeller on the pump tomorrow & the other impeller in early July. Pumps Stations 8 & 17 - bid opening on July 14. Farmers Market this Saturday. Independence Day celebration on Friday, July 3 at the Amphitheater Powered by Slemco. Dancing with the Stars - July 18. Little Big Town on Saturday, Sept. 12 at the Amphitheater Powered by Slemco.
