PUBLIC NOTICE - - - PROCEEDINGS OF THE MAYOR AND CITY COUNCIL OF THE CITY OF YOUNGSVILLE, LOUISIANA TAKEN AT THE CITY COUNCIL REGULAR MEETING HELD ON THURSDAY, MAY 14, 2026 AT 6:00 PM AT YOUNGSVILLE CITY HALL COUNCIL CHAMBERS 1. OPENING 1.1 Invocation was led by Pastor Chris Williams, The Pentecostals of Youngsville. 1.2 Pledge of Allegiance was led by Simone B. Champagne. 2. ROLL CALL PRESENT: Mayor Ken Ritter, Shannon D. Bares (Division A), Mayor Pro Tem Lindy Bolgiano (Division B), Matt Romero (Division C), Simone B. Champagne (Division E). ABSENT: Nicholas Niland (Division D). STAFF: Nicole Guidry (City Clerk), Terry Bourque (COO), Cathryn Greig (CFO), Jean Paul Broussard (Police Chief), Wade Trahan (City Attorney). 3. MINUTES 3.1 Approval of April 9, 2026 minutes. Motion made by Simone B. Champagne, seconded by Matt Romero, approving the March 12, 2026 meeting minutes. YEAS: Shannon D. Bares, Lindy Bolgiano, Matt Romero, Simone B. Champagne. NAYS: None. ABSTAINED: None. ABSENT: Nicholas Niland. Motion Approved. 4. FINANCE REPORT 4.1 Approval of March 2026 finance report. Motion made by Matt Romero, seconded by Shannon Bares, approving the March 2026 finance report. YEAS: Shannon D. Bares, Lindy Bolgiano, Matt Romero, Simone B. Champagne. NAYS: None. ABSTAINED: None. ABSENT: Nicholas Niland. Motion Approved. 5. PRELIMINARY PLATS (PUBLIC HEARING AND ADOPTION) 5.1 Request for Preliminary Plat approval of Sugar Mill Pond, Phase 30, located in Section 7, T11S, R5E, was read aloud and opened for Public Hearing by Mayor Ritter. Ms. Pamela Granger reviewed the conditions provided in her letter and advised that an additional comment was received from Lafayette Consolidated Government post ADRC report. The comment stated that Boardwalk Pipeline found no conflict but asked that the developer be informed that SMP Phase 30 will impact an existing pipeline system operated by Gulf South Pipeline Company. Furthermore, permanent structures and/or trees are not permitted within Gulf South’s easement limits. The developer should notify Gulf South prior to any work scheduled to be performed on or near its easement. Hearing no further comments, motion made by Simone B. Champagne, seconded by Lindy Bolgiano, granting Preliminary Plat approval of Sugar Mill Pond, Phase 30, located in Section 7, T11S, R5E, as recommended by McBade Engineers in a revised letter dated April 29, 2026. YEAS: Shannon D. Bares, Lindy Bolgiano, Matt Romero, Simone B. Champagne. NAYS: None. ABSTAINED: None. ABSENT: Nicholas Niland. Motion Approved. 6. OTHER BUSINESS 6.1 Bid Review - Youngsville Water Plant Filter Addition. Motion made by Matt Romero, seconded by Simone B. Champagne, awarding the base bid in the amount of $397,000 to NCMC, LLC for the Youngsville Water Plant Filter Addition. YEAS: Shannon D. Bares, Lindy Bolgiano, Matt Romero, Simone B. Champagne. NAYS: None. ABSTAINED: None. ABSENT: Nicholas Niland. Motion Approved. 6.2 Moe Alghubari to request a variance to allow a pool in the 30' rear setback, located at 204 & 206 Ivy Cottage Dr., Le Jardin D'Abel Subdivision. Mayor Ritter stated that this item is removed from the agenda. 6.3 Appointment of Scott Clostio to the Youngsville Civil Service Board, representing the Police Department Board Member for a three-year term, elected by the Youngsville Police Department on February 20, 2026. RESOLUTIONS 7.1 Resolution No. 2026-13 - A Resolution authorizing and directing the Mayor to execute for an on behalf of the City of Youngsville of the Parish of Lafayette, Louisiana, an Act of Substantial Completion form Glenn Lege Construction, LLC, contractor, pertaining to the completion of a contract for the Fortune Road Extension and Roundabout Project. Motion made by Simone B. Champagne, seconded by Shannon Bares, adopting Resolution No. 2026-13. YEAS: Shannon D. Bares, Lindy Bolgiano, Matt Romero, Simone B. Champagne. NAYS: None. ABSTAINED: None. ABSENT: Nicholas Niland. Resolution Approved. 7.2 Resolution No. 2026-14 - A Resolution of the City of Youngsville in support of the Hwy. 89 Pavement Preservation Project: Chemin Metairie Pkwy. to Church St.; authorizing the Mayor to execute any and all documents; and assume responsibility for local match funding. Motion made by Lindy Bolgiano, seconded by Simone B. Champagne, adopting Resolution No. 2026-14. YEAS: Shannon D. Bares, Lindy Bolgiano, Matt Romero, Simone B. Champagne. NAYS: None. ABSTAINED: None. ORDINANCES FOR PUBLIC HEARING AND FINAL ADOPTION 8.1 Ordinance No. 511-2026 - An Ordinance of the City of Youngsville, Louisiana amending the Code of Ordinances, Chapter 130 "Land Use Regulations" to establish procedures for commercial development variances, was read aloud and opened for Public Hearing by Mayor Ritter. Hearing no comments, motion made by Simone B. Champagne, seconded by Lindy Bolgiano, adopting Ordinance No. 511-2026. YEAS: Shannon D. Bares, Lindy Bolgiano, Matt Romero, Simone B. Champagne. NAYS: None. ABSTAINED: None. ABSENT: Nicholas Niland. Ordinance Approved. 9. ORDINANCES FOR INTRODUCTION 9.1 Ordinance No. 512-2026 - An Ordinance of the City of Youngsville, Louisiana, declaring intent to acquire full ownership of immovable property designated as 504 Avenue A. Motion made by Lindy Bolgiano, seconded by Matt Romero, introducing Ordinance No. 512-2026. YEAS: Shannon D. Bares, Lindy Bolgiano, Matt Romero, Simone B. Champagne. NAYS: None. ABSTAINED: None. Motion Approved. 9.2 Ordinance No. 513-2026 - An Ordinance of the City of Youngsville, Louisiana, amending the Code of Ordinances Chapter 12 "Nuisances" as it relates to operations and fines for construction or repairs. Motion made by Matt Romero, seconded by Shannon Bares, introducing Ordinance No. 513-2026. YEAS: Shannon D. Bares, Lindy Bolgiano, Matt Romero, Simone B. Champagne. NAYS: None. ABSTAINED: None. ABSENT: Nicholas Niland. Motion Approved. Prior to the vote, the Council and administration held discussions on procedures for residents to notify the City after regular business hours. Public comment was received from Jennifer Dendy. 10. MAYOR & COUNCIL ANNOUNCEMENTS 10.1 Mayor/Staff Announcements. Water/Sewer: Wastewater Treatment Plant - pouring slab and first level of walls & back filling SBR area. Pump Station Upgrades for SMP and #5- finishing plans and waiting on funding. Pump Stations #8 & #17 finishing plans to bid out. Pump Station #1 - waiting on impellers to be delivered. Roads/Drainage: Hwy 89 – Ph 1A is 90% complete, working on concrete island and street lighting in center. Hwy 89 Ph 1B - waiting on Cox to move line. Hwy 89 Ph 2 - 60% set of plans to submit to Capital Outlay. Larriviere Improvements - 60% complete & working on drainage. Hwy. 92 turning lanes - working on additional drainage, milling to be done in evenings after Memorial Day & overlay to take place the first week of June. Left turn lane on School St. - working with utility companies. Chemin Ageable - putting out signs today for the project to start on Monday. Striping Project - one final review with mayor prior to advertising for bids. Anslem Coulee Regional Detention Pond – Environmental complete, funds can be released to start land acquisition process. July 3 - Red white and Boom at Youngsville Sports Complex. Guns n Hoses on May 25. Dancing with the Stars on July 18. 10.2 Council Announcements – thanked the civic organizations for participating in National Day of Prayer & wished everyone a belated Happy Mother’s Day. 11.
