Mahtook, Jr. (City-Parish Attorney) and Paul Escott (Assistant City-Parish Attorney) (4:30:00) COMMENCEMENT Call to order Chair Richard called the Regular Parish Council Meeting of June 16, 2026 to order. AGENDA ITEM NO. 1: Invocation and Pledge of Allegiance The Chair called upon Councilmember Guilbeau to cite the invocation and called upon Councilmember Stansbury, to lead the Pledge of Allegiance. WELCOME AND CHAIR ANNOUNCEMENTS - AB Rubin, District 5, was absent due to being away on LCG business; - Intro Item #9 – An amendment to P-024-2026 was requested to remove “Dr.” from the proposed name of the Northeast Regional Library within the title and the body of the ordinance, which would result in the new proposed name being the “Norman C. Francis Library.” AGENDA ITEM NO. 2: COUNCIL ANNOUNCEMENTS No Council Announcements were made. AGENDA ITEM NO. 3: EXECUTIVE/MAYOR-PRESIDENT’S REPORT Boulet’s announcements: - Urged all to use caution and stay weather aware when traveling and to stay informed as conditions develop regarding the widespread storms. Announced that Acadiana is expected to receive six (6) to eight (8) inches of rainfall; - Sandbags are available to Lafayette Parish residents at the LCG Compost Facility and Picard Park. Residents should bring their own shovel as it is self-bagging, 20 bags are allotted per person, call 311 for assistance; - Lafayette Stars & Stripes July 4th celebration will be at Parc International from 5 PM – 10 PM and is a free family event. Food will be available for purchase and there will be a Fat Pat’s Hot Dog Eating Contest. Live music from DJ Digital, Rusty Metoyer and Zydeco Crush. RESOLUTION AGENDA ITEM NO. 4: PR-008-2026 A resolution of the Lafayette Parish Council providing for canvassing the returns and declaring the results of the special election held in the Parish of Lafayette, State of Louisiana, on Saturday, May 16, 2026, to authorize the continuation of a special tax therein, motion to adopt by Stansbury, seconded by Tabor, and the vote was as follows: YEAS: Tabor, Richard, Stansbury, Guilbeau NAYS: None ABSENT: Rubin ABSTAIN: None Motion to adopt was approved. ORDINANCES FOR FINAL ADOPTION AGENDA ITEM NO. 5: PO-021-2026 An ordinance of the Lafayette Parish Council amending the FY 25/26 operating and capital budget of the Lafayette City-Parish Consolidated Government by increasing the use of prior year fund balance in Library Fund 2630 by $875,000 and appropriating in the capital budget of Library Fund 2630 in the amount of $875,000 for the purchase of a library warehouse, motion to adopt by Tabor, seconded by Stansbury, and the vote was as follows: YEAS: Tabor, Richard, Stansbury, Guilbeau NAYS: None ABSENT: Rubin ABSTAIN: None Motion to adopt was approved. Godeaux announced that the library millage was not renewed and the plan is to place it back on the ballot for the December election; Danny Gillane, Library Director stated that the millage is 65% of the library budget. He noted that the warehouse houses the bookmobile and furniture. Guilbeau questioned if there is a backup plan for a worse case scenario. Guillane stated that they would have to reduce services and hours if the millage does not pass. He noted that there is no scenario where they do not use the warehouse. Stansbury reminded all that the warehouse is an asset that can be sold and also enhances the financial decision. Tabor agreed that money will be saved with a warehouse as the library would not have to budget for renting one. Richard affirmed that the library warehouse purchase would eliminate the expense to Second Harvest and that there is no reason to not move forward with the ordinance. AGENDA ITEM NO. 6: PO-022-2026 An ordinance of the Lafayette Parish Council amending the FY 25/26 operating budget of the Lafayette City-Parish Consolidated Government by adjusting the manning tables and increasing the hourly pay rate of one (1) Library Associate I and one (1) Electrical, Mechanical & Refrigeration Technician position within the Library Department, motion to adopt by Guilbeau, seconded by Stansbury, and the vote was as follows: YEAS: Tabor, Richard, Stansbury, Guilbeau NAYS: None ABSENT: Rubin ABSTAIN: None Motion to adopt was approved. JOINT ORDINANCE FOR FINAL ADOPTION AGENDA ITEM NO. 7: JO-019-2026 A joint ordinance of the Lafayette City Council and the Lafayette Parish Council amending the FY 25/26 operating budget and adjusting the manning tables of the Lafayette City-Parish Consolidated Government to provide funding for salary adjustments within the Office of the Chief Administrative Officer, Human Resources Division, motion to adopt by Tabor, seconded by Stansbury, and the vote was as follows: YEAS: Tabor, Richard, Stansbury, Guilbeau NAYS: None ABSENT: Rubin ABSTAIN: None Motion to adopt was approved. Tabor questioned the need for salary adjustments. Godeaux explained that there is significant turnover. Guilbeau sought clarification on whether the equity was internal or external. Rick Zeno, Human Resources Manager announced that it was external. INTRODUCTORY ORDINANCES Richard reminded all that Item #9 was pulled from in globo vote for separate vote and discussion. AGENDA ITEM NO. 8: PO-023-2026 An ordinance of the Lafayette Parish Council amending the FY 25/26 operating budget of the Lafayette City-Parish Consolidated Government by increasing revenues in the amount of $92,395.32 of State Homeland Security Program (SHSP) funds received from the Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) and appropriating funds within the Lafayette Parish Office of Homeland Security and Emergency Preparedness, motion to introduce by Guilbeau, seconded by Stansbury, and the vote was as follows: YEAS: Tabor, Richard, Stansbury, Guilbeau NAYS: None ABSENT: Rubin ABSTAIN: None Motion to introduce was approved.
