PUBLIC NOTICE - - - PROCEEDINGS OF THE LAFAYETTE PARISH COUNCIL MEETING OF THE PARISH OF LAFAYETTE, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING OF JUNE 2, 2026 HELD AT 705 W. UNIVERSITY AVENUE, LAFAYETTE, LA. ATTENDANCE COUNCIL: Donald Richard (Chair, District 2), Ken Stansbury (Vice-Chair, District 3), Bryan Tabor (District 1), John Guilbeau (District 4) and AB Rubin (District 5) ABSENT: None COUNCIL STAFF: Joseph Gordon-Wiltz (Clerk of the Council), Cindy M. Semien (Associate Clerk for Legislative Affairs) and Kelly Comeaux (Assistant Clerk for Legislative Affairs) ADMINISTRATIVE STAFF: Monique B. Boulet (Mayor-President), Karen Fontenot (Chief Financial Officer), Robbie Mahtook (City-Parish Attorney) and Paul Escott (Assistant City-Parish Attorney) (4:32:00) COMMENCEMENT Call to order Chair Richard called the Regular Parish Council Meeting of June 2, 2026 to order. AGENDA ITEM NO. 1: Invocation and Pledge of Allegiance The Chair called upon Councilmember Rubin to cite an invocation and upon Councilmember Tabor to lead the Pledge of Allegiance. WELCOME AND CHAIR ANNOUNCEMENTS Chair Richard made the following announcements: • Item #10- Emergency Medical Services Advisory Board- Direct appointment by Lafayette Parish Medical Society of Dr. Philippe Prouet. Due to term clarification, an amendment is being requested to correct the effective length from one (1) year term to the remaining three (3) year, one (1) – month term. • AGENDA ITEM NO. 2: COUNCIL ANNOUNCEMENTS There were no Council announcements. AGENDA ITEM NO. 3: EXECUTIVE/MAYOR-PRESIDENT’S REPORT a. Budget-to-Actual Comparison of Major Parish Funds – April Preliminary Boulet noted that the monthly Budget-to-Actual Comparisons are to comply with statewide auditing procedures. b. Audit Findings Update – May 2026 Boulet noted that they are required monthly to give an update to the Louisiana Legislative Auditor on the report findings. Boulet’s announcements: • She acknowledged and introduced The Bloomberg Leadership group that was in attendance and explained that the Bloomberg Leadership is a group of 46 Mayors from around the world. • The Juneteenth flag raising was held that morning. Thanks were given to community leaders for their participation. • EOC held a successful hurricane evacuation practice. Vidalia is working with our parish as a center to send evacuees as needed. • The Lafayette Parish Growth Plan public meeting will be held Tuesday, June 9th at 6:30pm at the Milton Civic Center. JOINT RESOLUTION AGENDA ITEM NO. 4: JR-014-2026 A joint resolution of the Lafayette City Council and the Lafayette Parish Council designating The Acadiana Advocate as the Official Journal for the Lafayette City-Parish Consolidated Government for one (1) year commencing July 1, 2026, motion to adopt by Guilbeau, seconded by Rubin, and the vote was as follows: YEAS: Tabor, Richard, Stansbury, Guilbeau, Rubin NAYS: None ABSENT: None ABSTAIN: None Motion to adopt was approved. ORDINANCE FOR FINAL ADOPTION AGENDA ITEM NO. 5: PO-020-2026 An ordinance of the Lafayette Parish Council amending the FY 25/26 operating budget of the Lafayette City-Parish Consolidated Government by adjusting the manning tables and increasing the hourly pay rate of one (1) Secretary I position within the Capital Improvements Department Environmental Quality Division, motion to adopt by Stansbury, seconded by Rubin, and the vote was as follows: YEAS: Tabor, Richard, Stansbury, Guilbeau, Rubin NAYS: None ABSENT: None ABSTAIN: None Motion to adopt was approved. JOINT ORDINANCE FOR FINAL ADOPTION AGENDA ITEM NO. 6: JO-018-2026 A joint ordinance of the Lafayette City Council and the Lafayette Parish Council amending Chapter 26, “Development Regulations”, Article III, “Building Code” Section 26-93, “Fees”, of the Lafayette City-Parish Consolidated Government Code of Ordinances amending Ordinance O-221-2014, Schedule of Fees charged by the Permit Division of the Community Development and Planning Department, motion to adopt by Tabor, seconded by Stansbury, and the vote was as follows: YEAS: Richard, Tabor, Stansbury, Guilbeau, Rubin NAYS: None ABSENT: None ABSTAIN: None Motion to adopt was approved. ANNOUNCEMENT OF VACANCIES ON BOARDS/COMMISSIONS AGENDA ITEM NO. 7: A vacancy exists on the Industrial Development Board for the remainder of a six-year term which expires January 31, 2028 Individuals wishing to submit a resume for the above volunteer vacancy must be a registered voter and a resident of Lafayette Parish. Yearly ethics training for all appointees is required as is financial disclosure under certain circumstances. Resumes are to be forwarded to Joseph Gordon-Wiltz, Clerk of the Council, P.O. Box 4017 C, Lafayette, LA 70502 or emailed to BCLafayette@LafayetteLA.gov no later than noon, Tuesday, June 16, 2026 with appointment(s) to be made at the Tuesday, July 7, 2026 Regular Meeting of the Lafayette Parish Council. CONSIDER APPOINTMENT(S) BY THE COUNCIL, AS A WHOLE, TO BOARDS/COMMISSIONS AGENDA ITEM NO. 8: Appointment of Charles Cornay to the Industrial Development Board for the remainder of a six-year term which expires March 31, 2030. Guilbeau nominated Charles Cornay, and the vote was as follows: CORNAY: Tabor, Richard, Stansbury, Guilbeau, Rubin NAYS: None ABSENT: None ABSTAIN: None Charles Cornay was appointed. AGENDA ITEM NO. 9: Appointment of Lore Linton to the Keep Lafayette Beautiful Committee for the remainder of a two-year term which expires March 1, 2028. Rubin nominated Lore Linton, and the vote was as follows: LINTON: Tabor, Richard, Stansbury, Guilbeau, Rubin NAYS: None ABSENT: None ABSTAIN: None Lore Linton was appointed. APPOINTMENT BY COUNCIL MEMBERS, MAYOR PRESIDENT AND/OR ANY OTHER DIRECT APPOINTING AUTHORITY AGENDA ITEM NO. 10: Lafayette Parish Medical Society appointed Dr. Philippe Prouet to the Emergency Medical Services Advisory Board for a 1-year term effective January 1, 2026. A motion to amend to correct the effective length from one (1) year term to the remaining three (3) year, one (1) month term by Rubin, seconded by Guilbeau and the vote was as follows: YEAS: Richard, Tabor, Stansbury, Guilbeau, Rubin NAYS: None ABSENT: None ABSTAIN: None Motion to amend was approved. INTRODUCTORY ORDINANCES A motion to introduce agenda items 11 and 12, in globo, was offered by Stansbury, seconded by Tabor. 11. PO-021-2026 An ordinance of the Lafayette Parish Council amending the FY 25/26 operating and capital budget of the Lafayette City-Parish Consolidated Government by increasing the use of prior year fund balance in Library Fund 2630 by $875,000 and appropriating in the capital budget of Library Fund 2630 in the amount of $875,000 for the purchase of a library warehouse. 12. PO-022-2026 An ordinance of the Lafayette Parish Council amending the FY 25/26 operating budget of the Lafayette City-Parish Consolidated Government by adjusting the manning tables and increasing the hourly pay rate of one (1) Library Associate I and one (1) Electrical, Mechanical & Refrigeration Technician position within the Library Department. The Chair then called for a vote to introduce the ordinances (items 11 and 12), in globo, and the vote was as follows: YEAS: Tabor, Richard, Stansbury, Guilbeau, Rubin NAYS: None ABSENT: None ABSTAIN: None Motion to introduce, in globo, was approved. JOINT INTRODUCTORY ORDINANCE AGENDA ITEM NO. 13: JO-019-2026 A joint ordinance of the Lafayette City Council and the Lafayette Parish Council amending the FY 25/26 operating budget and adjusting the manning tables of the Lafayette City-Parish Consolidated Government to provide funding for salary adjustments within the Office of the Chief Administrative Officer, Human Resources Division, motion to introduce by Tabor, seconded by Rubin, and the vote was as follows: YEAS: Richard, Tabor, Stansbury, Guilbeau, Rubin NAYS: None ABSENT: None ABSTAIN: None Motion to introduce was approved. Claire Delcambre signed in to speak, but was not in attendance. COMMENT(S) FROM THE PUBLIC AGENDA ITEM NO. 14: Comments from the public on any other matter(s) not on an agenda and are within the legislative power of the Lafayette Parish Council. Ellen Hahn is a retired lawyer and spoke about outlawing racial profiling after a group of Sheriff’s agents conducted a road block outside a known Hispanic establishment. Jim Hayes shared a presentation highlighting the health concerns of sugarcane burning. He is concerned about the number of farmers that are not following set guidelines. Dr. Sally Donlon spoke of concerns about I.C.E. and the Sheriff. She thanked the Council for not making changes to the amount of time for public comment and asked that they pass a Resolution to protect citizens. Claire Delcambre addressed the detainment of a woman without her proper documentation and reminded all to act as professionals.
