PUBLIC NOTICE - - - PROCEEDINGS OF THE LAFAYETTE PARISH COUNCIL MEETING OF THE PARISH OF LAFAYETTE, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING OF APRIL 21, 2026 HELD AT 705 W. UNIVERSITY AVENUE, LAFAYETTE, LA. ATTENDANCE COUNCIL: Donald Richard (Chair, District 2), Ken Stansbury (Vice-Chair, District 3), Bryan Tabor (District 1), John Guilbeau (District 4) ABSENT: AB Rubin (District 5) COUNCIL STAFF: Joseph Gordon-Wiltz (Clerk of the Council), Cindy M. Semien (Associate Clerk for Legislative Affairs) and Kelly Comeaux (Assistant Clerk for Legislative Affairs) ADMINISTRATIVE STAFF: Monique B. Boulet (Mayor-President), Rachel Godeaux (Chief Administrative Officer), Karen Fontenot (Chief Financial Officer), Robert A. Mahtook, Jr. (City-Parish Attorney) and Paul Escott (Assistant City-Parish Attorney) (4:33:00) COMMENCEMENT Call to order Chair Richard called the Regular Parish Council Meeting of April 21, 2026 to order. AGENDA ITEM NO. 1: Invocation and Pledge of Allegiance The Chair called upon Councilmember Tabor to cite the invocation and called upon Councilmember Stansbury, to lead the Pledge of Allegiance. WELCOME AND CHAIR ANNOUNCEMENTS Chair Richard made the following announcements: • Wished a happy birthday to Mayor-President Monique Boulet who celebrates on April 24th. • Wished a happy birthday to Jeremy Richardson, Associate Clerk for Operations & Citizen Advocacy who celebrates on April 27th. • Acknowledged his own birthday which he celebrates on April 22nd. AGENDA ITEM NO. 2: COUNCIL ANNOUNCEMENTS Stansbury wished a happy birthday to Chair Donald Richard, District 2, who celebrates on April 22nd. AGENDA ITEM NO. 3: EXECUTIVE/MAYOR-PRESIDENT’S REPORT Boulet’s announcements: • Announced that she along with leaders from 45 cities across 16 countries convened at Harvard University regarding the Bloomberg Harvard City Leadership Initiative. She explained that she and fellow mayors participated in forums where they exchanged ideas and discussed how they are addressing challenges and solutions for their residents. • There will be a press conference at 11 AM in the Lafayette City Hall Media Room on April 22nd to announce the newly appointed Lafayette Fire Chief. • Festival International is April 22nd-26th. Invited all to enjoy the festival. • Paper Shredding Day is April 25th from 9 AM – noon at the Robicheaux Recreation Center. • The Lajaunie Road Bridge replacement project ribbon cutting will be April 28th at 10 AM. • National Day of Prayer Breakfast will be at St. John’s Cathedral Hall on May 7th at 7:30 AM. The breakfast is sponsored by Our Lady of Lourdes Health and Kishbaugh Construction, Inc. RESOLUTION AGENDA ITEM NO. 4: PR-006-2026 A resolution of the Lafayette Parish Council adopting the Repetitive Loss Area Analysis Report as a mitigation plan for areas that have or are expected to experience repeated losses from flooding within the unincorporated areas of Lafayette Paris, motion to adopt by Guilbeau, seconded by Tabor, and the vote was as follows: YEAS: Tabor, Richard, Stansbury, Guilbeau NAYS: None ABSENT: Rubin ABSTAIN: None Motion to adopt was approved. REPORT AND/OR DISCUSSION ITEM AGENDA ITEM NO. 5: Update by Lafayette Soil and Water Conservation District Lafayette Soil and Water Conservation District Spokesperson Stan Dutile and Chairman Ronous Duhon gave a 12-page PowerPoint presentation on the services they provide which also includes equipment rental and urban farming assistance. They noted their appreciation of the relationship with LCG. INTRODUCTORY ORDINANCES A motion to introduce agenda items 6 thru 8, in globo, was offered by Stansbury, seconded by Tabor. 6. PO-014-2026 An ordinance of the Lafayette Parish Council amending the FY 25/26 operating budget of the Lafayette City-Parish Consolidated Government by adjusting the manning tables and increasing the hourly pay rate of one (1) Equipment Operator III position within the Traffic, Roads, and Bridges Department-Streets Division. 7. PO-015-2026 An ordinance of the Lafayette Parish Council authorizing the Lafayette Mayor-President to enter into an Intergovernmental Agreement between the Lafayette City-Parish Consolidated Government and St. Landry Parish concerning surface improvements to Mendell Road. 8. PO-016-2026 An ordinance of the Lafayette Parish Council amending the FY 25/26 capital budget of the Lafayette City-Parish Consolidated Government by transferring $82,150 from the Gravel Road Conversion account to the IGA-St Landry-Mendell Road account and appropriating within the Capital Improvements Department for additional funding needed. The Chair then called for a vote to introduce the ordinances (items 6 thru 8), in globo, and the vote was as follows: YEAS: Tabor, Richard, Stansbury, Guilbeau NAYS: None ABSENT: Rubin ABSTAIN: None Motion to introduce, in globo, was approved.
