PUBLIC NOTICE - - - PROCEEDINGS OF THE LAFAYETTE CITY COUNCIL AND THE LAFAYETTE PARISH COUNCIL MEETING OF THE CITY OF LAFAYETTE AND THE PARISH OF LAFAYETTE, STATE OF LOUISIANA, TAKEN AT A SPECIAL JOINT MEETING OF JUNE 16, 2026 HELD AT 705 W. UNIVERSITY AVENUE, LAFAYETTE, LA. ATTENDANCE CITY COUNCIL: Kenneth P. Boudreaux (Chair, District 5), Liz W. Hebert (Vice-Chair, District 3), Elroy Broussard (District 1), Andy Naquin (District 2) and Thomas Hooks (District 4) ABSENT: None PARISH COUNCIL: Donald Richard (Chair, District 2), Ken Stansbury (Vice-Chair, District 3), Bryan Tabor (District 1), John Guilbeau (District 4) ABSENT: AB Rubin (District 5) COUNCIL STAFF: Joseph Gordon-Wiltz (Clerk of the Council), Jeremy Richardson (Associate Clerk for Operations & Citizen Advocacy), Cindy M. Semien (Associate Clerk for Legislative Affairs) and Kelly Comeaux (Assistant Clerk for Legislative Affairs) ADMINISTRATIVE STAFF: Monique B. Boulet (Mayor-President), Rachel Godeaux (Chief Administrative Officer), Karen Fontenot (Chief Financial Officer), Robert A. Mahtook, Jr. (City-Parish Attorney) and Paul Escott (Assistant City-Parish Attorney) (5:17:00) COMMENCEMENT AGENDA ITEM NO. 1: Call to order City Chair Boudreaux opened the Special Joint Council Meeting and called the City Council Meeting to order. Parish Chair Richard called the Parish Council Meeting to order. INVOCATION AND PLEDGE OF ALLEGIANCE The Chair called upon Councilmember Naquin to cite an invocation and upon Councilmember Tabor to lead the Pledge of Allegiance. WELCOME AND CHAIR ANNOUNCEMENTS Boudreaux made the following announcement: - AB Rubin, Parish District 5 was absent due to being away on LCG business - The agenda is revised to account for scheduling considerations and extended deliberations on other agenda items as follows: o Item #3 was discussed first; o Item #1 was discussed second; o Item #2 was discussed third. - Recognition of Alex Lazard, Executive Director of Lafayette Public Trust Financing Authority, who offered updates on LPTFA’s decision to demolish the old Coburn’s building and provided a timeline on demolition and Second Street re-opening. REPORT AND/OR DISCUSSION ITEMS AGENDA ITEM NO. 3: Louisiana Fortify Homes Program – Commissioner Tim Temple, Louisiana Department of Insurance Commissioner Temple gave a nine (9) page PowerPoint presentation highlighting: Louisiana Fortify Homes Program (LFHP) Gap Funding for LFHP Jefferson Parish Pilot Program Fortify NOLA Grant Program He announced that Lafayette Parish has been added to the list of eligible parishes. The randomized, computer drawing, lottery-based initiative is to help homeowners upgrade their roofs to the FORTIFIED roof standard. To date, 5,095 grants have been awarded statewide. The Louisiana Fortify Homes Programs (LFHP) has officially expanded into Lafayette Parish. Temple announced that the registration for the LFHP grant lottery opened on June 1st and will remain open until 5 PM on June 19th. He explained that the program offers grants of up to $10,000 to help homeowners strengthen their roofs to FORTIFIED standards, which are designed to better withstand hurricane-force winds. Boulet and Hebert thanked Temple and stated that the roof is the most vulnerable part of the home. They noted their appreciation of the effort to get Lafayette Parish included. Guilbeau announced the concern with flooding issues and the need to dredge the Vermilion River. AGENDA ITEM NO. 1: 2025 Annual Comprehensive Financial Report (Audit) of Lafayette Consolidated Government by Burton Kolder and Bryan Joubert with Kolder, Slaven & Company, LLC Burton Kolder and Bryan Joubert provided the Councils with ten (10) exhibits and reviewed the audit with the Councils. Kolder noted that out of nine (9) findings, eight (8) were corrected. He reported that there were three (3) new findings. Kolder thanked the Councils and the Administration for being helpful. AGENDA ITEM NO. 2: Discussion of HB 211 and Potential Unfunded Mandates Boudreaux requested an understanding of the legislation, how it will be implemented and its potential implications on local governments. Judge Valerie Garrett of 15th Judicial Court, explained that House Bill 211 establishes a statewide ban on unauthorized camping on public property. The bill applies to homeless individuals sleeping on public streets and authorizes fines, imprisonment and court-mandated treatment programs. The bill will go take effect on January 1, 2027. Kim Boudreaux, CEO of Catholic Charities of Acadiana stated 200 people per day are cared for.She clarified that there is a need for transitional shelter in Lafayette Parish and that $3 million per year is spent on the homeless program. Elsa Dimitradis, Executive Director of Acadiana Regional Coalition on Homelessness & Housing (ARCH) urged all to report any concerns of those experiencing homelessness at the archacadiana.org/outreach-request website portal to make an “Outreach Request” or call 911 in emergency situations. Brad Farmer, Acadiana Area Human Services District Executive Director, noted that there are levels of care that is not defined in the House Bill. Guilbeau stressed that this bill is a statewide mandate with zero (0) funding. He declared that there are at least $60-$65 million of unfunded mandates in Lafayette Parish. (7:15:00) ADJOURN There being no further business to come before the Councils, Parish Chair Richard declared the Parish Council Meeting adjourned.
