PUBLIC NOTICE - - - ORDINANCE NO. 2026-4 AN ORDINANCE OF THE TOWN OF ADDIS, LOUISIANA, AUTHORIZING AND REGULATING THE OPERATION OF GOLF CARTS AND UTILITY TERRAIN VEHICLES ON MUNICIPAL ROADWAYS AND PROVIDING FOR RELATED MATTERS WHEREAS, the Town of Addis has enacted ordinances to promote public safety through regulating the use of roadways within its corporate limits; and WHEREAS, the Town Council of the Town of Addis desires to amend the Addis Code of Ordinances, Chapter 28 “Traffic and Vehicles,” to authorize the use of golf carts and utility terrain vehicles (“UTVs”) on municipal roadways within the Town in accordance with its authority vested by La. R.S. 32:41, NOW, THEREFORE, BE IT ORDAINED by the Town Council of the Town of Addis, Louisiana, acting as the governing authority thereof, that the Town of Addis Code of Ordinances, Chapter 28, “Traffic and Vehicles,” is hereby amended to enact Section 28-8 as follows: Sec. 28-8. – Golf Carts and Utility Terrain Vehicles Authorized. (a) Definitions. The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning: Golf cart means a vehicle as defined in La. R.S. 32:299.4. Municipal roadway means any street owned and maintained by the Town, excluding state-maintained highways. Utility terrain vehicle or UTV means a vehicle as defined in La. R.S. 32:299.3. (b) Pursuant to, and in accordance with, the authority provided in state law, golf carts and utility terrain vehicles (“UTVs”) may be operated upon any municipal roadway within the Town. (c) Golf carts and UTVs shall meet all minimum equipment requirements provided in state law, and operation of said vehicles shall be conducted in strict accordance with all other requirements of state law. (d) Nothing herein shall authorize operation of a golf cart or UTV on any state-maintained highway, as such operation is governed exclusively by state law, including La. R.S. 32:299.3 and 299.4 . (e) Nothing herein shall authorize operation of all-terrain vehicles or off-road motorcycles within the Town, as such operation is governed exclusively by state law, including La. R.S. 32:299. (f) Violations of this section shall constitute a misdemeanor offense punishable by a fine of up to $500.00. Any vehicle operated in violation of this Section may be subject to towing and impoundment in accordance with applicable law. NOW, THEREFORE, BE IT FURTHER ORDAINED by the Town Council of the Town of Addis, Louisiana, acting as the governing authority thereof, this Ordinance shall be designated as Ordinance 2026-4. BE IT FURTHER ORDAINED by the Town Council of the Town of Addis, Louisiana that any provisions or items of this Ordinance or the application thereof if held invalid, such invalidity shall not affect other provisions, items, or applications, and to this end, the provisions of this Ordinance are hereby declared severable. THIS ORDINANCE HAVING BEEN introduced at a Regular Meeting on the 14th day of April, 2026, and later having been read paragraph by paragraph at a Regular Meeting of the Mayor and Town Council of the Town of Addis, Louisiana, duly convened on the 12th day of May, 2026, said Ordinance was, APPROVED AND ADOPTED on the 12th day of May, 2026, by the following yea and nay votes on the roll call: YEAS: Council Member Bernard, LeBlanc, Parrish, Hebert, Kelley NAYS: None ABSTAINING: None ABSENT: None /s/ David H.
