PUBLIC NOTICE - - - NOTICE The Lafayette City Council met in Regular Session on June 16, 2026 and adopted the following ordinances: CITY ORDINANCE NO. CO-045-2026 AN ORDINANCE OF THE LAFAYETTE CITY COUNCIL AMENDING THE FY 25/26 OPERATING BUDGET AND ADJUSTING THE MANNING TABLES OF THE LAFAYETTE CITY-PARISH CONSOLIDATED GOVERNMENT TO MAKE VARIOUS PERSONNEL ADJUSTMENTS PER CIVIL SERVICE RECOMMENDATION WITHIN THE COMMUNICATIONS DEPARTMENT BE IT ORDAINED by the Lafayette City Council, that: SECTION 1: The FY 25/26 operating budget and manning tables of the Communications Department of the Lafayette City-Parish Consolidated Government are hereby amended to add one (1) Comm Sales/Mktg Analyst I (5409NEW) in the Sales & Marketing Division and delete one (1) Public Information Specialist (5029004) in the Administration & Support Division. SECTION 2: The FY 25/26 operating budget of the Lafayette City-Parish Consolidated Government shall not be affected due to the sufficient unexpended/unencumbered balance in the salary appropriations within the Communications Department – Sales & Marketing Division to cover the additional cost needed for the remainder of the 2025/2026 fiscal year. SECTION 3: These adjustments shall be reflected in any pertinent documents which are attached hereto and made a part hereof and filed in the Office of the Clerk of the Council. SECTION 4: All ordinances or resolutions, or parts thereof, in conflict herewith are hereby repealed. SECTION 5: This ordinance shall become effective upon signature of the Lafayette MayorPresident, the elapse of ten (l0) days after receipt by the Lafayette Mayor-President without signature or veto, or upon an override of a veto, whichever occurs first. * * * * * CITY ORDINANCE NO. CO-046-2026 AN ORDINANCE OF THE LAFAYETTE CITY COUNCIL AUTHORIZING THE LAFAYETTE MAYOR-PRESIDENT TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT BETWEEN THE LAFAYETTE CITY-PARISH CONSOLIDATED GOVERNMENT, THE LOUISIANA DEPARTMENT OF TREASURY AND THE STATE OF LOUISIANA CONCERNING ACT 461 OF 2025 REGULAR LEGISLATIVE SESSION OF THE LOUISIANA LEGISLATURE AND AMENDING THE FY 25/26 CAPITAL BUDGET OF THE LAFAYETTE CITY-PARISH CONSOLIDATED GOVERNMENT BY INCREASING REVENUES IN THE AMOUNT OF $500,000 RECEIVED FROM THE STATE OF LOUISIANA DEPARTMENT OF TREASURY AND APPROPRIATING WITHIN THE CAPITAL IMPROVEMENTS DEPARTMENT FOR KALISTE SALOOM ROAD AND THE I-49 INTERSECTION BE IT ORDAINED by the Lafayette City Council, that; WHEREAS, Act 461 of 2025 Regular Session of the Louisiana Legislature, which was adopted in accordance with Article VII, Section 10, of the Constitution of the State of Louisiana, is the appropriation for the expenditure of State funds and said Act 461 contains a line-item appropriation within the State’s budget for the benefit of Lafayette City-Parish Consolidated Government (LCG) of which the sum of $500,000 has been allocated for this project; and WHEREAS, LCG desires to use these funds for Kaliste Saloom Road and the I-49 intersection; and WHEREAS, Article VII, Section 14(C) of the 1974 Constitution of the State of Louisiana and LSA-R.S. 33:1324, et seq. provide that, for a public purpose, public entities, parishes, municipalities and political subdivisions may engage in and make cooperative endeavor agreements/intergovernmental agreements between themselves for specific purposes. NOW, THEREFORE, BE IT FURTHER ORDAINED by the Lafayette City Council, that: SECTION 1: All of the aforedescribed “Whereas” clauses are adopted as part of this ordinance. SECTION 2: The Lafayette City Council hereby authorizes the Lafayette Mayor-President to enter a Cooperative Endeavor Agreement with the Louisiana Department of Treasury and the State of Louisiana. SECTION 3: The FY 25/26 operating budget of the Lafayette City-Parish Consolidated Government is hereby amended by increasing revenues in the amount of $500,000 received from the State of Louisiana Department of Treasury and appropriating within the Capital Improvements Department for Kaliste Saloom Road and the I-49 intersection. SECTION 4: The Lafayette City Council hereby authorizes the Lafayette Mayor-President, or her designee, to conduct all negotiations, execute and submit all documents, including but not limited to applications, agreements, amendments, payment requests, memoranda of understanding and so on, which may be necessary for the completion of the aforementioned project. SECTION 5: This transfer of funds shall be as reflected in any pertinent documents which are attached hereto and made a part hereof and filed in the Office of the Clerk of the Council. The Lafayette Mayor-President, or her designee, is hereby authorized to amend the operating budget prior to project completion by de-obligating any unused funds deemed unnecessary for the completion of the project, as approved by the Louisiana Department of Treasury. SECTION 6: All ordinances or resolutions, or parts thereof, in conflict herewith are hereby repealed. SECTION 7: This ordinance shall become effective upon signature of the Lafayette Mayor-President, the elapse of ten (10) days after receipt by the Lafayette Mayor-President without signature or veto, or upon an override of a veto, whichever occurs first. * * * * * CITY ORDINANCE NO. CO-047-2026 AN ORDINANCE OF THE LAFAYETTE CITY COUNCIL DECLARING THE CONCRETE LINED COULEE MAINTENANCE – REPAIRS 2025 PROJECT A PUBLIC NECESSITY AND AUTHORIZING THE ACQUISITION OF THE NECESSARY RIGHTS-OF-WAY, IMMOVABLE PROPERTY AND OTHER PROPERTY RIGHTS REQUISITE TO THE CONSTRUCTION OF SAID PROJECT, EITHER ON AN AMICABLE BASIS OR THROUGH THE PROPER USE OF THE EXPROPRIATION PROCESS IF NECESSARY BE IT ORDAINED by the Lafayette City Council, that: WHEREAS, the Lafayette City Council has declared the Concrete Lined Coulee Maintenance – Repairs 2025 (hereinafter referred to as “Project”) a public necessity; and WHEREAS, the public purpose to be served by the construction of said project is to provide for improvement of public drainage at these locations; and WHEREAS, the project limits are shown on the attached Exhibit “A” for the project and is generally but not limited to the placement, repair of, and removal and replacement of the concrete panels; and WHEREAS, engineering work has progressed to a point wherein it is determined that certain tracts of land or portions thereof will be required for construction of the Project. NOW, THEREFORE, BE IT FURTHER ORDAINED by the Lafayette City Council, that: SECTION 1: All of the aforedescribed “Whereas” clauses are adopted as part of this ordinance. SECTION 2: The Lafayette Mayor-President is hereby authorized to acquire such land, immovable property, rights-of-way, servitudes, or other property rights as are determined to be necessary under good engineering standards to provide for the construction of said project; and she is authorized to do so on an amicable basis or by the proper use of the power of expropriation granted to municipalities under applicable State law. In pursuing said land, immovable property, right-of-way acquisitions, she is authorized to acquire said land, immovable property, right-of-way and to settle the matters thus presented, on such terms and conditions as he shall deem proper and in the best interest of the Lafayette City-Parish Consolidated Government. SECTION 3: All ordinances or resolutions, or parts thereof, in conflict herewith are hereby repealed. SECTION 4: This ordinance shall become effective upon signature of the Lafayette Mayor-President, the elapse of ten (10) days after receipt by the Lafayette Mayor-President without signature or veto, or upon an override of a veto, whichever occurs first. * * * * * CITY ORDINANCE NO. CO-048-2026 AN ORDINANCE OF THE LAFAYETTE CITY COUNCIL AMENDING THE FY 25/26 OPERATING AND CAPITAL BUDGET OF THE LAFAYETTE CITY-PARISH CONSOLIDATED GOVERNMENT BY INCREASING THE USE OF RETAINED EARNINGS RESERVE IN THE AMOUNT OF $4,513,220 AND USING PRIOR YEAR FUND BALANCE IN THE AMOUNT OF $2,743,325 WITHIN THE UTILITIES DEPARTMENT BE IT ORDAINED by the Lafayette City Council, that: SECTION 1: The FY 25/26 operating and capital budget of the Utilities Department of the Lafayette City-Parish Consolidated Government are hereby amended by adjusting the appropriations of the Utilities Department. SECTION 2: This transfer of funds shall be reflected in any pertinent documents which are attached and made a part hereof and filed in the Office of the Clerk of the Council. SECTION 3: All ordinances or resolutions, or parts thereof, in conflict herewith are hereby repealed.
