PUBLIC NOTICE - - - NOTICE The Lafayette City Council met in Regular Session on February 24, 2026 and adopted the following ordinances: CITY ORDINANCE NO. CO-010-2026 AN ORDINANCE OF THE LAFAYETTE CITY COUNCIL AMENDING THE FY 25/26 CAPITAL BUDGET OF THE LAFAYETTE CITY-PARISH CONSOLIDATED GOVERNMENT BY TRANSFERRING $9,000 FROM THE CITYWIDE TRAFFIC CALMING PROJECT AND APPROPRIATING WITHIN THE TRAFFIC, ROADS & BRIDGES DEPARTMENT FOR THE WHITCOMB ROAD STREET LIGHTING PROJECT BE IT ORDAINED by the Lafayette City Council, that: SECTION 1: The FY 25/26 capital budget of the Lafayette City-Parish Consolidated Government is hereby amended by transferring $9,000 from the Citywide Traffic Calming Project and appropriating within the Traffic, Roads & Bridges Department for the Carriage Drive Street Lighting Project, the purpose for which is the installation of street lighting in the 200 block of Whitcomb Road. SECTION 2: This transfer of funds shall be as reflected in any pertinent documents which are attached hereto and made a part hereof and filed in the Office of the Lafayette Clerk of the Council. SECTION 3: All ordinances or resolutions, or parts thereof, in conflict herewith are hereby repealed. SECTION 4: This ordinance shall become effective upon signature of the Lafayette Mayor-President, the elapse of ten (10) days after receipt by the Lafayette Mayor-President without signature or veto, or upon an override of a veto, whichever occurs first. * * * * * CITY ORDINANCE NO. CO-011-2026 AN ORDINANCE OF THE LAFAYETTE CITY COUNCIL AUTHORIZING THE LAFAYETTE MAYOR-PRESIDENT TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT BY AND BETWEEN THE CITY OF LAFAYETTE AND THE LAFAYETTE PARISH SCHOOL BOARD CONCERNING THE REDESIGN AND CONSTRUCTION OF THE SIDEWALK IN FRONT OF LAFAYETTE HIGH SCHOOL AND AMENDING THE FY 25/26 CAPITAL IMPROVEMENTS BUDGET BY CREATING A BUDGET ACCOUNT FOR THE LPSS SIDEWALK IGA-LAFAYETTE HIGH WORKORDER PROJECT AND TRANSFERRING $95,000 FROM SIDEWALK & CURB REPAIRS TO THE LPSS SIDEWALK IGA-LAFAYETTE HIGH WORKORDER PROJECT BE IT ORDAINED by the Lafayette City Council, that: WHEREAS, Article VII, Section 14(C) of the Constitution of the State of Louisiana provides that “For a public purpose, the state and its political subdivisions . . . may engage in cooperative endeavors with each other, with the United States or its agencies, or with any public or private association, corporation, or individual;” and WHEREAS, the Lafayette Parish School Board (hereinafter referred to as the “School Board”) is in the process of completing the renovations and construction of the new school campus for Lafayette High School (hereinafter referred to as the “LHS Improvements”); and WHEREAS, as part of the LHS Improvements some of the existing sidewalks located on the campus will be demolished and reconstructed; and WHEREAS, there exists a sidewalk that runs along West Congress Street from Marie Antionette Street to Foreman Drive (hereinafter referred to as the “Congress Sidewalk”), which, under the current design of the LHS Improvements, will be demolished, in part, and reconstructed for functional purposes consistent with the newly reconstructed LHS Improvements; and WHEREAS, the City of Lafayette (hereinafter referred to as the “City”) desires that the Congress Sidewalk be not only functional, but also a vibrant and esthetically pleasing urban design that complements the newly renovated school campus and the community’s unique identity (hereinafter sometimes referred to simply as the “Project”); and WHEREAS, the City desires to assist the School Board financially with the Project; and WHEREAS, although not yet reduced to a written agreement, preliminary discussions with representatives of the School Board have occurred, and the School Board is amenable to and supportive of the Project pending the resolution and/or acquisition of certain servitudes necessary for the Project; and WHEREAS, the City has the authority to enter into a cooperative endeavor agreement with the School Board concerning the redesign and construction of the Congress Sidewalk as evidenced by its governmental purpose of supporting or enhancing education and cultural and artistic development; and WHEREAS, the public purpose of the Project is to provide a rich and dynamic visual, cultural and artistic experience that complements the reconstruction and modernization of the LHS Improvements, which will improve academic performance and boost teacher recruitment and retention, and instill pride among students and faculty, while providing an effective and vibrant learning environment, fostering community engagement, and increasing property values in the City of Lafayette; and WHEREAS, the City has a reasonable expectation of receiving a benefit or value that is at least equivalent to or greater than the consideration to be provided for the Project; and WHEREAS, the transfer or expenditure of public funds or property is not a gratuitous donation. NOW, THEREFORE, BE IT FURTHER ORDAINED by the Lafayette City Council, that: SECTION 1: All of the aforedescribed “Whereas” clauses are adopted as part of this ordinance. SECTION 2: The Lafayette Mayor-President is hereby authorized to enter into a cooperative endeavor agreement by and between the City of Lafayette and the Lafayette Parish School Board concerning the Project, on such terms and conditions as the Lafayette Mayor-President deems appropriate and necessary. Notwithstanding the foregoing, however, any such cooperative endeavor agreement, and other necessary agreements or documents shall be submitted to the Lafayette City Council for separate approval, which approval may be by resolution in accordance with Section 2-11(C) of the Lafayette City-Parish Consolidated Government Home Rule Charter. SECTION 3: The Lafayette Mayor-President is hereby further authorized to execute any and all other documents, including, but not limited to, any servitude agreements or encroachment agreements, and take any and all other action that is necessary, convenient or desirable to accomplish the purpose specified in this ordinance. SECTION 4: The FY 25/26 capital improvements budget of the Lafayette City-Parish Consolidated Government is hereby amended by creating a budget account for the LPSS SIDEWALK IGA-LAFAYETTE HIGH WORKORDER project and transferring $95,000 from SIDEWALK & CURB REPAIRS to the LPSS SIDEWALK IGA-LAFAYETTE HIGH WORKORDER project. SECTION 5: The creation of the account for the LPSS SIDEWALK IGA-LAFAYETTE HIGH WORKORDER project and transfer of the $95,000 from SIDEWALK & CURB REPAIRS to the LPSS SIDEWALK IGA-LAFAYETTE HIGH WORKORDER project shall be reflected in any pertinent documents which are attached hereto and made a part hereof and filed in the Office of the Clerk of the Council. SECTION 6: The funding for the Project shall be funded in part from Account Number FM22034865-44100170-89000BD242-890000-4410-GG-015-107-0170-890000-BD2402-000000-000000 as provided in the Capital Improvement budget of the Lafayette City-Parish Consolidated Government and in part by the LPSS SIDEWALK IGA-LAFAYETTE HIGH WORKORDER project account created herein. SECTION 7: All ordinances or resolutions, or parts thereof, in conflict herewith are hereby repealed. SECTION 8: This ordinance shall become effective upon signature of the Lafayette Mayor-President, the elapse of ten (10) days after receipt by the Lafayette Mayor-President without signature or veto, or upon an override of a veto, whichever occurs first. * * * * * CITY ORDINANCE NO. CO-012-2026 AN ORDINANCE OF THE LAFAYETTE CITY COUNCIL AMENDING THE FY 25/26 OPERATING BUDGET OF THE LAFAYETTE CITY-PARISH CONSOLIDATED GOVERNMENT BY INCREASING REVENUES IN THE AMOUNT OF $153,500 RECEIVED FROM LOUISIANA HIGHWAY SAFETY COMMISSION AND APPROPRIATING WITHIN THE LAFAYETTE POLICE DEPARTMENT BE IT ORDAINED by the Lafayette City Council, that: SECTION 1: The FY 25/26 operating budget of the Lafayette City Consolidated Government is hereby amended by increasing revenues in the amount of $153,500 received from Louisiana Highway Safety Commission and appropriating within the Lafayette Police Department. SECTION 2: The purpose of this grant is to provide local law enforcement agencies with critical funding necessary to reduce the number of fatal and injury crashes in Louisiana through Seat Belt Checks and OWI Checkpoints manned by Lafayette Police Officers. SECTION 3: There is no matching requirement for this grant. SECTION 4: The Lafayette City Council hereby authorizes the Lafayette Mayor-President, or her designee, to conduct all negotiations, execute and submit all documents, including but not limited to applications, agreements, amendments, payment requests and so on, which may be necessary for the completion of the aforementioned project. SECTION 5: This increase in revenues shall be as reflected in any pertinent documents which are attached hereto and made a part hereof and filed in the Office of the Clerk of the Council. SECTION 6: All ordinances or resolutions, or parts thereof, in conflict herewith are hereby repealed. CO-013-2026 AN ORDINANCE OF THE LAFAYETTE CITY COUNCIL AMENDING THE LAFAYETTE DEVELOPMENT CODE AND THE OFFICIAL MAP OF THE CITY OF LAFAYETTE, PROVIDING FOR THE DE-ANNEXATION OF LAND WITHIN THE CORPORATE LIMITS OF THE CITY OF LAFAYETTE, LOUISIANA, GENERALLY LOCATED SOUTHWESTERLY OF THE 600 BLOCK OF MOSSER DRIVE, SOUTHEASTERLY OF THE 100 BLOCK OF RYDER DRIVE, AND ADJACENT TO LOT 372-A OF THE HOLIDAY GARDENS DEVELOPMENT NO. 3 SUBDIVISION (DISTRICT 4) BE IT ORDAINED by the Lafayette City Council, that: WHEREAS, the Lafayette City Council desires to de-annex the following described property. NOW THEREFORE, BE IT FURTHER ORDAINED by the Lafayette City Council, that: SECTION 1: All of the aforedescribed “Whereas” clauses are adopted as part of this ordinance.
