PUBLIC NOTICE - - - NOTICE The Lafayette City Council met in Regular Session on November 4, 2025 and adopted the following ordinances: CITY ORDINANCE NO. CO-119-2025 AN ORDINANCE OF THE LAFAYETTE CITY COUNCIL AUTHORIZING THE LAFAYETTE MAYOR-PRESIDENT TO ENTER INTO AN ACT OF DONATION BY AND BETWEEN THE FRIENDS OF THE LAFAYETTE POLICE MOUNTED UNIT AND THE CITY OF LAFAYETTE ACCEPTING THE DONATION OF THE HORSE NAMED SOUTH RIDGE AGUSTUS (GUS) TO BE USED BY THE LAFAYETTE POLICE DEPARTMENT (POLICE HORSE) BE IT ORDAINED by the Lafayette City Council, that: SECTION 1: The Lafayette City Council hereby authorizes the Lafayette Mayor-President to enter an Act of Donation with the Friends of the Lafayette Police Mounted Unit, in substantially the same form attached hereto, accepting the donation of the horse named South Ridge Agustus (Gus) for use by the Lafayette Police Department. SECTION 2: The Lafayette City Council further authorizes the Lafayette Mayor-President to execute any other document and take all action necessary in carrying out the intent of this ordinance. SECTION 3: All ordinances or resolutions, or parts thereof, in conflict herewith are hereby repealed. SECTION 4: This ordinance shall become effective upon signature of the Lafayette Mayor-President, the elapse of ten (10) days after receipt by the Lafayette Mayor-President without signature or veto, or upon override of a veto, whichever occurs first. * * * * * CITY ORDINANCE NO. CO-120-2025 AN ORDINANCE OF THE LAFAYETTE CITY COUNCIL AMENDING THE FY 25/26 OPERATING BUDGET OF THE LAFAYETTE CITY-PARISH CONSOLIDATED GOVERNMENT BY INCREASING REVENUES IN THE AMOUNT OF $22,155 RECEIVED FROM THE UNITED STATES DEPARTMENT OF JUSTICE, DRUG ENFORCEMENT ADMINISTRATION “DEA” IN REFERENCE TO AN EXISTING TASKFORCE AGREEMENT AND APPROPRIATING WITHIN THE LAFAYETTE POLICE DEPARTMENT BE IT ORDAINED by the Lafayette City Council, that: SECTION 1: The FY 25/26 operating budget of the Lafayette City-Parish Consolidated Government is hereby amended by increasing revenues in the amount of $22,155 received from the DEA and appropriating within the Lafayette Police Department. SECTION 2: The increase in revenues shall be as reflected in any pertinent documents which are attached hereto and made a part hereof and filed in the Office of the Clerk of the Council. SECTION 3: The Lafayette Mayor-President, or her designee, is further authorized to conduct all negotiations, execute, and submit all documents, including but not limited to applications, agreements, amendments and payment requests, which may be necessary for the completion of the aforementioned project. SECTION 4: All ordinances or resolutions, or parts thereof, in conflict herewith are hereby repealed. SECTION 5: This ordinance shall become effective upon signature of the Lafayette Mayor-President, the elapse of ten (10) days after receipt by the Lafayette Mayor-President without signature or veto, or upon an override of a veto, whichever occurs first. * * * * * CITY ORDINANCE NO. CO-121-2025 AN ORDINANCE OF THE LAFAYETTE CITY COUNCIL DECLARING THE BERTRAND DRIVE PROJECT A PUBLIC NECESSITY AND AUTHORIZING THE ACQUISITION OF THE NECESSARY RIGHTS-OF-WAY, IMMOVABLE PROPERTY AND OTHER PROPERTY RIGHTS REQUISITE TO THE CONSTRUCTION OF SAID PROJECT, EITHER ON AN AMICABLE BASIS OR THROUGH THE PROPER USE OF THE EXPROPRIATION PROCESS, IF NECESSARY BE IT ORDAINED by the Lafayette City Council, that: WHEREAS, the Lafayette City Council has declared the Bertrand Drive Project (hereinafter referred to as “Project”) a public necessity; and WHEREAS, the public purpose to be served by the construction of said project is to provide for roadway, drainage, utility, and sidewalk improvements; and WHEREAS, the project limits are shown on the attached Exhibit “A” for the project; and is generally the limits of the roadway, drainage, utility, and sidewalk improvements; and WHEREAS, design work is progressing to a point wherein it is determined that certain tracts of land or portions thereof will be required for construction of the Project. NOW, THEREFORE, BE IT FURTHER ORDAINED by the Lafayette City Council, that: SECTION 1: All of the aforedescribed “Whereas” clauses are adopted as part of this ordinance. SECTION 2: The Lafayette Mayor-President is hereby authorized to acquire such land, immovable property, rights-of-way, servitudes, or other property rights as are determined to be necessary under good engineering standards to provide for the construction of said project; and she is authorized to do so on an amicable basis or by the proper use of the power of expropriation granted to municipalities under applicable State law. In pursuing said land, immovable property, rights-of-way acquisitions, she is authorized to acquire said land, immovable property, rights-of-way and to settle the matters thus presented, on such terms and conditions as she shall deem proper and in the best interest of the Lafayette City-Parish Consolidated Government. SECTION 3: Notwithstanding the provisions of Section 5 hereof, this ordinance shall be deemed effective as of 15th day of July, 2025. SECTION 4: All ordinances or resolutions, or parts thereof, in conflict herewith (particularly including City Ordinance No. CO-071-2025) are hereby repealed. Notwithstanding the foregoing, all actions heretofore taken under such ordinance are hereby ratified and confirmed. SECTION 5: This ordinance shall become effective upon signature of the Lafayette Mayor-President, the elapse of ten (10) days after receipt by the Lafayette Mayor-President without signature or veto, or upon an override of a veto, whichever occurs first. CITY ORDINANCE NO. CO-122-2025 AN ORDINANCE OF THE LAFAYETTE CITY COUNCIL AMENDING THE FY 25/26 OPERATING BUDGET OF THE LAFAYETTE CITY-PARISH CONSOLIDATED GOVERNMENT BY INCREASING REVENUES IN THE AMOUNT OF $30,620 RECEIVED FROM THE NATIONAL PARK SERVICE THROUGH THE LOUISIANA OFFICE OF CULTURAL DEVELOPMENT DIVISION OF HISTORIC PRESERVATION APPROPRIATING COMPREHENSIVE PLAN IMPLEMENTATION FUNDS WITHIN THE COMMUNITY DEVELOPMENT & PLANNING DEPARTMENT IN THE AMOUNT OF $20,072 AS THE REQUIRED MATCH FOR THE HISTORIC PRESERVATION FUND GRANT BE IT ORDAINED by the Lafayette City Council, that: SECTION 1: The FY 25/26 operating budget of the Lafayette City-Parish Consolidated Government is hereby amended by increasing revenues in the amount of $30,620, received from the National Park Service, and appropriating within the Community Development & Planning Department. SECTION 2: The purpose of this grant, which is awarded to selected Certified Local Governments and is pursuant to the goals, policies and action items of the 2015 PlanLafayette Comprehensive Plan, is to enhance economic development of the La Place and Freetown-Port Rico neighborhoods through public engagement and education about the historic significance and available tax incentives for historic rehabilitation projects, through four (4) in-person public information workshop sessions that are publicized and also recorded for use by both the community at large and the communities within and around the two (2) aforementioned neighborhoods. Significant publicity, public outreach and input are included for and from property owners within Freetown-Port Rico National Register and Mills, Kennedy & Hopkins Additions National Register Historic Districts and the community at large. SECTION 3: This grant requires a 40% matching contribution from the Lafayette City-Parish Consolidated Government in the amount of $20,072, and the Lafayette City-Parish Consolidated Government (“LCG”) has identified a funding match through existing appropriations. SECTION 4: The Lafayette City Council hereby authorizes the Lafayette Mayor-President, or her designee, to conduct all negotiations, execute and submit all documents, including but not limited to applications, agreements, amendments, payment requests, memoranda of understanding and so on, which may be necessary for the completion of the aforementioned project. SECTION 5: The Lafayette Mayor-President, or her designee, is hereby authorized to amend the operating budget within the grant period by transferring any unexpended appropriated balances and all other expense line items in order to expend the total award amount in accordance with the grant regulations. SECTION 6: This increase in revenues shall be as reflected in any pertinent documents, which are attached hereto, incorporated herein, and filed in the Office of the Clerk of the Council. SECTION 7: All ordinances or resolutions, or parts thereof, in conflict herewith are hereby repealed.
