PUBLIC NOTICE - - - NOTICE OF PUBLIC HEARING FY 2025 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT & FY 2026 ANNUAL ACTION PLAN As set forth in 24 CFR Part 91, the U. S. Department of Housing and Urban Development (HUD) requires state agencies which administer certain HUD formula programs to incorporate their planning and application requirements into one master plan called the Consolidated Plan. In Louisiana, the three state agencies participating in this consolidated planning process and the HUD-funded program(s) administered by each agency include the Division of Administration/Office of Community Development-Local Government Assistance (Community Development Block Grant Program), the Louisiana Housing Corporation (HOME Investment Partnerships Program, the Emergency Solutions Grants Program and the National Housing Trust Fund), and the Louisiana Department of Health/STD/HIV Program (Housing Opportunities for Persons with AIDS Program). A summary of each of the programs follows. The Community Development Block Grant Program provides financial assistance to parishes with less than 200,000 persons and municipalities with a population of less than 50,000 in their efforts to provide a suitable living environment, decent housing, essential community facilities, and expanded economic opportunities. Eligible activities include community infrastructure systems such as water, sewer, and street improvements and economic development assistance in the form of grants. Projects funded under this program must principally benefit persons of low and moderate income, prevent or eliminate slums and blight, or meet urgent community development needs. The intent of the National Housing Trust Fund is to increase and preserve the supply of decent, safe, sanitary, and affordable housing, primarily rental housing, for extremely low-income and very low-income households. The objectives of the Home Investment Partnerships Program are to: expand the supply of decent and affordable housing for low and very low-income persons, stabilize the existing, deteriorating owner-occupied and rental housing stock through rehabilitation, provide financial and technical assistance to recipients/subrecipients, and extend and strengthen partnerships among all levels of government and the private sector including for-profit and nonprofit organizations in the production and operation of affordable housing. The purpose of the Emergency Solutions Grants Program is to help local governments and community organizations improve and expand shelter facilities serving homeless individuals and families, meet the cost of operating homeless shelters, provide essential services, and perform homeless prevention activities. The Housing Opportunities for Persons with AIDS Program provides localities with the resources and incentives to devise and implement long-term comprehensive strategies for meeting the housing needs of persons with acquired immuno-deficiency syndrome (AIDS) or related diseases and their families. The three agencies implementing these programs are preparing their consolidated annual performance and evaluation report for the FY 2025 program year which ended March 31, 2026. The purpose of that document is to report on the progress the State has made in addressing the goals and objectives identified in its Consolidated Plan for FY 2025 – FY 2029 and FY 2025 Annual Action Plan. The agencies are also beginning to prepare the FY 2026 Annual Action Plan that will include specific program requirements for the proposed distribution of funds received under the FY 2026 federal funding allocation for the aforementioned HUD programs. The State will hold a public hearing to receive comments on the State’s performance during the FY 2025 program year and to obtain views on the housing and community development needs of the State; those comments will assist the agencies in developing the FY 2026 Annual Action Plan. Copies of the Consolidated Annual Performance and Evaluation Report will be available for review and each agency will present a summary of its accomplishments as identified in the report. For those persons who are unable to attend the public hearing, the report will be available for review at https://www.doa.la.gov/doa/ocd-lga/cdbg-and-cdbg-cv/lcdbg-programs/lcdbg-plans-and-reports/2025-2029/ and at the Office of Community Development located at 1201 N. 3rd Street, Ste. 3-150, Baton Rouge, LA 70802, and may be examined from 8:30 a.m. to 4:00 p.m., Monday through Friday. Copies of the document will also be available for review at the Louisiana Housing Corporation at 2415 Quail Drive in Baton Rouge and at the Department of Health and Hospitals, Office of Public Health, STD/HIV Program at 1450 Poydras Street, Suite 2136, in New Orleans. Written comments on the performance report may be submitted beginning June 2, 2026, and will be accepted through June 18, 2026. Comments may be mailed to the Office of Community Development, P. O. Box 94095, Baton Rouge, LA 70804-9095; faxed to (225) 342-1947; or emailed to Denease.McGee2@la.gov. The public hearing will be held in person and virtually on June 2, 2026 at 1:30 p.m. in the Board Room at the Louisiana Housing Corporation.
