PUBLIC NOTICE - - - NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS March 8, 2026 Lafayette Consolidated Government Community Development and Planning Dept. 705 W. University Avenue Lafayette, LA 70506 337-291-8413 On or about April 1, 2026, Lafayette Consolidated Government (LCG) will submit a request for the release of funds from the U.S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant Program (CDBG), under the Code of Federal Regulations, Title 24, Subtitle A, Part §58.70, to undertake a project, in correlation with Lafayette Habitat for Humanity’s Healthy Homes Program, for the purpose of rehabilitating housing in the 70501 zip code area of Lafayette, LA. Federal funding for the project is proposed for $100,000 of CDBG funding and $1,824,902.08 of Healthy Homes HUD funding for a combined total of $1,924,902.08. The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements or alternative. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at LCG, located at 705 W. University Ave., Lafayette, LA, in the Community Development and Planning office, where the ERR may be examined or copied, weekdays between 8 A.M. to 5 P.M. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the Community Development and Planning office. All comments must be received by March 23, 2026; if notice is mailed and posted, 10 days grace is added to the postage date and will be considered by the CDP office prior to authorizing submission of a request for release of funds. ENVIROMENTAL CERTIFICATION Lafayette Consolidated Government certifies to HUD that Monique B. Boulet, in her capacity as Lafayette Mayor-President, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows LCG to use Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of funds and the LCG’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Lafayette Consolidated Government (b) the LCG has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD at U.S. Department of Housing and Urban Development at 500 Poydras Street, 9th floor, New Orleans, LA 70130-3099.
