Inc. On or about March 25, 2026 the Odyssey House Louisiana, Inc. will submit a request to the US Department of Housing and Urban Development/ Louisiana Office of Community Development for the release of Recovery Housing Program funds under Title I Section 8071 of the SUPPORT for Patients and Communities (SUPPORT) Act of the Housing and Community Development Act of 1974 (42 U.S.C. 5301 et seq., as amended, to undertake a project known as Recovery Housing 2433-35 Ursulines Ave/ 1810-12 Governor Nicholls, St., New Orleans, LA 70119 for the purpose of establishing Sober Living recovery housing for individuals diagnosed with substance use disorder in the amount of $1,352,000 at 2433-35 Ursulines Ave/ 1810-12 Governor Nicholls, St., New Orleans, LA 70119. The activities proposed comprise a project for which a Finding of No Significant Impact on the environment was published on February 26, 2026. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at Odyssey House Louisiana, Inc. 1125 N. Tonti Street, New Orleans, LA 70119 and may be examined or copied weekdays 9:00 A.M to 4:30 P.M. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the Odyssey House Administration Department 1125 N. Tonti Street, New Orleans, LA 70119. All comments received by March 24, 2026 will be considered by Odyssey House Louisiana prior to authorizing submission of a request for release of funds. ENVIRONMENTAL CERTIFICATION The Odyssey House Louisiana certifies to HUD/ Louisiana Office of Community Development that Edward Carlson in his capacity as Chief Executive Officer consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’/Louisiana Office of Community Development’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Odyssey House Louisiana to use Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD/Louisiana Office of Community Development will accept objections to its release of fund and Odyssey House Louisiana’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Odyssey House Louisiana; (b) Odyssey House Louisiana has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD/Louisiana Office of Community Development; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
