PUBLIC NOTICE - - - NOT TO EXCEED $17,000,000 LOUISIANA LOCAL GOVERNMENT ENVIRONMENTAL FACILITIES AND COMMUNITY DEVELOPMENT AUTHORITY REVENUE BONDS (INNOVATIVE STUDENT FACILITIES, INC. – LOUISIANA TECH UNIVERSITY INFRASTRUCTURE IMPROVEMENTS PROJECT) IN ONE OR MORE SERIES NOTICE OF PUBLIC HEARING Notice is hereby given that the Louisiana Local Government Environmental Facilities and Community Development Authority (the “Authority”) will conduct and hold a public hearing at the office of the Authority, 5641 Bankers Avenue, Bldg. B, Baton Rouge, Louisiana, 70808 on April 29, 2026 at 10:00 a.m. to hear any objections to the issuance, sale and delivery of its not to exceed $17,000,000 Revenue Bonds (Innovative Student Facilities, Inc. – Louisiana Tech University Infrastructure Improvements Project) in one or more series (the “Bonds”). The Bonds are being issued by the Authority on behalf of Innovative Facilities, Inc., a Louisiana non-profit corporation and an organization described under Section 501(c)(3) of the Internal Revenue Code of 1986, (the “Corporation”), to provide financing for the (i) planning, design, acquisition, construction, renovation, improvement, and equipping of certain utility infrastructure projects, and other related improvements and facilities necessary or convenient in connection therewith (the “Facilities”), (ii) paying capitalized interest on the Bonds, if necessary, (iii) funding a debt service reserve fund, if necessary and (iv) paying costs of issuance of the Bonds, including the premiums for a bond insurance policy and a debt service reserve fund surety policy, if necessary (collectively, the “Project”). The Facilities will be located throughout the campus of Louisiana Tech University (the “University”), 201 Mayfield Ave, Ruston, Louisiana, 71272. The Facilities will be leased by the Corporation to the Board of Supervisors for the University of Louisiana System (the “Board”) on behalf of the University. All interested persons are invited to attend such public hearing to express their views with respect to the aforesaid project and the issuance of the Bonds. The Bonds shall be secured by payments under a loan agreement between the Authority and the Corporation, which payments will be payable by the Corporation from rental payments received by the Corporation from the Board pursuant to an Agreement to Lease with Option to Purchase by and between the Corporation and the Board (the “Facilities Lease”) which payments will be assigned and pledged to the Authority for payment of principal of, premium, if any, and interest on the Bonds. Rental payments owed by the Board under the Facilities Lease will be paid from General Revenues of the University.
