PUBLIC NOTICE - - - Minutes of Regular Meeting of the Mayor and Council Members of the City of St. George, State of Louisiana, held on Tuesday, October 14, 2025, at 5:00 pm at the St. George City Hall, 14100 Airline Hwy, St. George, LA 70817 I. Preliminary Business: 1. Call to Order: Mayor Yates called the meeting to order at 5:00 p.m. Mayor Yates led the assembly in the Pledge of Allegiance Senior Pastor Steve Foster led prayer 2. Roll Call: Present: Council Member Murrell, Council Member Talbot, Council Member Monachello, Council Member Himmel, Council Member Edmonds Absent: Council Member Dellucci, Council Member Cook 3. Approval of Minutes: Motion by Council Member Himmel, seconded by Council Member Murrell to approve the minutes of the September 23, 2025, council meeting. AYES: Murrell, Talbot, Himmel, Edmonds, Monachello NAYS: None ABSENT: Cook, Dellucci 4. Monthly Activity Report given by Scot Byrd. Public comment was opened with no speakers. II. Introduction of Ordinances for Public Hearing on October 28, 2025 (1) Ordinance to create a municipal public power authority to ensure reliable, affordable, and sustainable sources of electric power and energy for the benefit of residents and businesses. (2) Planning Commission Case: SA25-10 – Ordinance to approve the renaming of portions of Pecue Ln and Pecue Blvd. Planning Commission vote: Motion to recommend approval by Laurie Marien; seconded by Travis Thornton. YEAS - Travis Thornton, Laurie Marien, Jason McAllister, Billy Aguillard. NAYS – 0. Motion passed and SA25-10 was recommended for approval. ABSENT: Bobby McKey. (3) Zoning Commission Case No: Z25-12 – Ordinance to rezone a 0.37-acre parcel located at 6650 Pecue Ln from M1 (Light Industrial) to LC1(Light Commercial One) and to provide for related matters (Applicant: Geoff Wilson, Geoff Wilson Engineering and Surveying, LLC, on behalf of East Baton Rouge Sewerage Commission) Related Case: Approval of Planning Commission Case No. S25-18-F, Subdivide Lot X of the Jeffaire Commercial Park 1st Filing into Lot X-1 and Lot X-2, in the proposed LC1 zoning district, is contingent upon the approval of Case No. Z25-12 Zoning Commission vote: Motion to recommend approval by Travis Thornton; seconded by Laurie Marien. YEAS - Travis Thornton, Laurie Marien, Jason McAllister, Billy Aguillard. NAYS – 0. Motion passed and Z25-12 was recommended for approval. ABSENT: Bobby McKey. III. New Business (Items for Public Hearing and Action) (1) Motion to approve by Council Member Edmonds, seconded by Council Member Himmel to approve ordinance relative to litter prevention and abatement, to provide for enforcement, penalties, and for related matters. AYES: Murrell, Talbot, Monachello, Himmel, Edmonds NAYS: None ABSENT: Dellucci, Cook (2) Proclamation presenting Norman Browning with a “Key to the City” in recognition of his role as a founder of the City of St. George. (3) Proclamation designating October 12th as “Founder’s Day” to honor the founders and commemorate the establishment of the municipality. II.
