PUBLIC NOTICE - - - MINUTES OF THE REGULAR MEETINGS OF THE TOWN OF CLINTON MAYOR AND BOARD OF ALDERMEN, CLINTON, LOUISIANA, TUESDAY, SEPTEMBER 9, 2025, AT 6:00 P.M. The Town of Clinton Mayor and Board of Aldermen met in Regular Meeting on the nineth day of September 2025, at 11209 Bank Street, located at the Town Hall, Clinton Louisiana. The Meeting was called to order by Mayor Mark L. Kemp at 6:00 P.M. The Lord’s Prayer and the Pledge of Allegiance were delivered in unity. ROLL CALL: The following council members in attendance were Alderman Beauchamp, Alderman Betrece, Alderman Matthews, Alderman Morris, Alderman Young, and Mayor Kemp. ADDITIONS/APPROVAL OF THE AGENDA Alderman Beauchamp moved to add the discussion of roads to the agenda seconded by Alderman Morris. Motion passed. APPROVAL OF MINUTES FOR AUGUST 12, 2025, REGULAR MEETING Alderman Betrece moved to accept the minutes of the August 12, 2025; regular meeting seconded by Alderman Matthews. Motion passed. PUBLIC COMMENTS No comments A. REVISED PARADE APPLICATION Revised the parade permit and the route. Attempted to not interfere with any traffic traveling in and out of Reileyville and Bank Street Extension. Bank Street Extension has one way in and the same way out. Mayor Kemp stated that Mardi Gras parade is January 2026. The East Feliciana Annual Homecoming Parade will be this year. The parade route would leave the parking lot of Clinton Middle School, the side gate, travel to Feliciana Drive, to Church Street, take a right on Church Street go to St. Helena Street which is Main Street, travel in front of Landmark Bank, onto Spring Street, take a left on Spring Street, take a left on Jackson Street, then take a right back on Church Street, then travel back to the school on Feliciana Drive. The length of the floats has been limited to making the necessary turn on the smaller streets. A school bus was driven the route to make sure this route would be able to make the necessary turns. Only 38 feet to 39 feet float trailers pulled by tractor or truck are allowed. Cotton wagon type trailers are not allowed. With the cotton wagon only, the front axle will turn to pull it in the direction that you would want it to go those would not work well on side streets. Silliman Parade route would leave Silliman parking lot, take the left onto Bank Street. Upon entering the intersection take a right. Upon the intersection of Silliman Street and Church Street take a left traveling into town on St. Helena Street. Then take a left westbound on St. Helena Street approaching Spring Street. At that time, it would turn left on Jackson Street approaching intersection of Jackson and Church Street. Then take the right on Church Street traveling to Silliman Street to the right, take a left on Bank Street returning to the school. No ATV’s, ATC’S, UTV’S, Four Wheelers or units like these are not allowed. Service Dogs are permitted in the parade. Cars and trucks are allowed. No horses and/or snakes’ handlers are allowed. All motorized parade entries need to have a visible entry number attached to the windshield (Passenger side). A list of the entries is provided along with their assigned entry number beforehand. No music is allowed that contains profanity, vulgar and /or sexual connotations. Anyone not obeying will be issued a citation and removed from the parade. For the school parades, the mayor has spoken to Dusty Bickham a letter of request will be sent to assist with the cleanup. The Mardi Gras parade is a private organization, and they will be responsible for the cleanup. Silliman parade will be on October 10th at 10:30 AM. East Feliciana school will be at 11:00 AM on October 31, 2025. Alderman Betrece and several sponsors have a Trunk-or-Treat every year and this year it will be Thursday, October 23, 2025, at 5:00 P.M. at the courthouse square. Alderman Beauchamp moved to accept and support the revised parade application and route seconded by Alderman Morris. Motion passed. B. BLIGHTED PROPERTY On the corner of Reiley and Silliman Street there is an old bar that the roof has fallen in and behind there is an old trailer which no one has lived there for several years it is listed on the tax roll as Arey Mims Est. The house located on Bayou Street that is owned by Jarriett D. Boatner, which he is deceased, the house was in a flood, a tree has fallen on house, and the roof has caved in, the neighbors would like to see these properties cleaned up. We could get bids or quotes on tearing down these houses and bring them to next meeting, to see if this is something we are willing to follow through. Mr. Graham commented that there is a multiple step process, the town will have to spend money upfront, hire an abstracter, do an abstracter title to find out who was the last owner of records are, send notices, if the owners are dead or think they’re dead, an attorney would be appointed to represent their interest. The board would have to be committed to following this through. It is in the ordinances whether the owners can or cannot be located. The mayor has the authority to appoint an attorney to represent them, which the attorney is to do nothing more than put an ad in the newspaper asking for the whereabout. The property owner has the right to hear why the property should not be condemned or demolished, they have the opportunity themselves to tear it down, or it’s only in the absence that they fail to do so, that the town can do it and place a lien against the property. Postponed. C. Committee Reports POLICE DEPARTMENT REPORT - Police Chief Alderman Betrece moved to accept the police department report seconded by Alderman Beauchamp. Motion passed. FIRE DEPARTMENT REPORT - Fire Chief Alderman Morris moved to accept the fire department report seconded by Alderman Betrece. Motion passed. MAINTENANCE DEPARTMENT REPORT - Mayor Kemp Alderman Betrece moved to accept the maintenance report seconded by Alderman Young. Motion passed. AMEND THE AGENDA Discussion of one police unit, a 2017 Black Chevrolet Tahoe that Chief Davis would like to donate to the Town of Greensburg. Alderman Young moved to add to the agenda seconded by Alderman Beauchamp to donate the 2017 Chevrolet Tahoe police unit to the Town of Greenburg. Motion passed. Alderman Betrece moved to declare the 2017 Black Chevrolet Tahoe unit to donate to the Town of Greensburg and declared as surplus seconded by Alderman Beauchamp. Motion passed. FINANCE COMMITTEE REPORT – Betrece/Morris Alderman Betrece gave a report of items that are currently being worked on the 10-year gas plan, which is necessary to comply, and will cost one-half million dollars to purchase and replace to complete the plan. Mayor stated there are few things to complete, to replace PVC pipe with PPE gas pipe to install to the homes. There are four years left to complete the plan. Estimate from PEC is $570,000. The cost of the aerators is $530,000 and should be delivered next Thursday and will begin the following Monday to install the aerators, and baffler curtains. The electrical work has been completed. Alderman Beauchamp moved to accept the finance committee seconded by Alderman Young. Motion passed. PERSONNEL COMMITTEE REPORT -Matthews/Young Alderman Matthews stated that the part-time employees can’t work 80 hours a pay period. Mr. Bulter stated hours that part-time employees could work are 70 a pay period. Alderman Matthews stated that we need to hire a Maintenance Supervisor and more maintenance employees. He is getting complaints that the streets are torn up, ditches are not being cleaned out, and grass is not being cut. The DMV employee resigned , hired a new employee for the DMV. ACCOUNTANT REPORT – Tim Butler Mr. Butler reported that August was a bad month, total revenue brought in was $91,000, normally bringing in $150,000 -$160.000, overall having a very good year financially. We will have to be amended, the projects that were completed were considered service contracts didn’t have to bid, they will be an expense and not capital. We are 20 percent over budget, will prepare a budget in the next week to hold a public hearing in October. Alderman Matthews moved to accept the accountant report seconded by Alderman Betrece. Motion passed. ATTORNEY REPORT - Graham Arnold A company from New Orleans is coming to install fiber in town for internet cable. The town can enter into a franchise agreement with the company and is authorized by revised statue that a company pays the town for the right to use the town’s servitude to lay the lines. The franchise agreement is presently done as a percentage of collection of what they do. Alderman Betrece moved to accept the attorney report seconded by Alderman Matthews. Motion passed. COUNCIL/OTHER BUSINESS Alderman Morris reported that he was asked by the mayor to steer the Litacorp Grants for some projects looking at completing and getting completed. Spoke with Ms. Mallory with Litacorp, waiting on grant guides from her of some possible matching grant for the projects that were discussed. There are other projects of interest that Alderman Matthews spoke about along with gas lines, there are possibilities, the window is short due to the program hasn’t necessary been renewed pass 2026. Anticipating by the end of the week to some grant guidelines to share with everyone about moving forward, complete the dredging something that needs to be done to the sewer pond. Trying to get some preventative things done without taking the money out of the immediate budget, which is his goal. Replace the last wooden bridge, lighting downtown, pedestrians’ crosswalks, ditches, drainage and gas lines, there are all types of grants that were discussed, his priority was the sewer pond to be completed. Alderman Matthews stated a concern from a citizen as to is the board planning on repairing more streets. The mayor explained that an engineer will have to come and give the specs. and looking at how much to spend. There are some monies in the Sales Tax fund and there is deposit into it from sales taxes. It depends on the cost of street repairs. Will get estimates on the streets. Alderman Betrece stated a citizen concern that the carpool lane lines at Silliman School is blocking the intersection of Silliman at Bank Street, and the traffic cannot get through. Mayor Kemp stated that he will contact Silliman again, he has notified them of this situation before and it is a concern. If emergency vehicles needed to travel on Bank Street in front of Silliman, would they be able to. PLANNING AND ZONING None D. UNFINISHED BUSINESS AND GENERAL ORDERS Mayor stated that there is a need to view and revise some ordinances; Parade Ordinance, requested two council members to collaborate with the mayor to review the ordinance and make and amend necessary corrections and present it at the regular meeting. Alderman Betrece moved to assist the mayor with reviewing and making the necessary corrections to the parade ordinance seconded by Alderman Young. Alderman Betrece and Alderman Young offered to assist with the parade ordinance. Motion passed. E. NEW BUSINESS None F. MAYOR’S COMMENT None G.ADJOURNMENT Alderman Betrece moved to adjourn the meeting at 7:40 P.M. seconded by Alderman Young.
