PUBLIC NOTICE - - - MINUTES OF THE REGULAR MEETING OF THE TOWN OF CLINTON MAYOR AND BOARD OF ALDERMEN, CLINTON, LOUISIANA, MARCH 10, 2026, 6:00 P.M. The Town of Clinton Mayor and the Board of Aldermen met in regular meeting on the tenth day of March 2026, at Clinton Town Hall located at 11209 Bank Street, Clinton, Louisiana. The meeting was called to order by Mayor Mark l. Kemp at 6:00P.M. The Lord’s Prayer and the Pledge of Allegiance were delivered in unity. ROLL CALL: The following council members in attendance were Alderman Beauchamp, Alderman Morris, Alderman Young, and Mayor Kemp. Alderman Betrece came into the meeting at 6:01P.M. and Alderman Matthews came into the meeting at 6:04P.M. Others in attendance were Accountant Tim Butler, Fire Chief Beauchamp, Attorney Graham Arnold, and Assistant Police Chief Darren Kilcrease. ADDITIONS/APPROVAL OF THE AGENDA AS PRESENTED No additions to the agenda. Alderman Betrece moved to approve the agenda as presented seconded by Alderman Young. Motion passed. APPROVAL OF THE MINUTES OF February 10, 2026, REGULAR MEETING. Alderman Betrece moved to approve the minutes of the February 10, 2026, regular meeting seconded by Alderman Morris. Motion passed. PUBLIC COMMENTS No comments A. DISCUSSION OF ENGINEERING FEES FROM FORTE & TABLADA ON F&T PROJECT#260235 DRAINAGE SITES Mayor Kemp stated that FORTE & TABLADA used to be PEC. They have completed all their punch lists on the project. Have gotten approval from engineer Tony Arkol. B. DISCUSSION OF SEWER POND PROJECT – FINAL INSPECTION Alderman Beauchamp moved to make payments 3- $47,262.50 and 4- $156,684.54 from the General Fund until the CD matures seconded by Alderman Young. Motion passed. C. DISCUSSION OF POSSIBLE GRINDER STATION AT SEWER POND Alderman Morris moved to go forward with the grinder before the lift station at the sewer pond seconded by Alderman Matthews. Motion passed. D. DISCUSSION OF BIANCA ROGERS’ APPROVAL TO HOST AUTISM AWARENESS WALK Mayor Kemp stated that Bianca Rogers is asking the support for an Autism Walk on Thursday, April 2nd at 5:00 PM, there will be police escorts. The walk will start from the middle school to the courthouse and back to the school; the route will be the same as the parades route. The mayor granted the approval. E. DISCUSSION OF MADISON NACHELLE’S DUNN 1ST ANNUAL EASTER BASKET GIVE AWAY APRIL 4, 2026, AT 1:00 PM Madison Dunn stated that Clinton is her hometown and she asking to host her 1st Madison Nachelle’s Annual Easter Basket Giveaway at the courthouse on Saturday, April 4, 2026, at 1:00PM. F. SHEILLA FLOWERS INFORMATION ON STREET SIGNS Sheilla Flowers presented a list of street signs from Plank Road to RKM to Highway 10, the south side. She reported that the street signs need to be updated, they are faded out, missing, or there are no signs at all. G. Committee Report POLICE DEPARTMENT REPORT – Assistant Police Chief Kilcrease Alderman Betrece moved to accept the police report seconded by Alderman Young. Motion passed. FIRE DEPARTMENT REPORT – Chief Beauchamp Alderman Morris moved to accept the fire department report seconded by Alderman Betrece. Motion passed. MAINTENANCE REPORT – Mayor Kemp Alderman Betrece moved to accept the maintenance report seconded by Alderman Matthews. Motion passed. FINANCE COMMITTEE REPORT – Alderman Morris/Alderman Betrece Tabled PERSONNEL COMMITTEE REPORT – Alderman Young/Alderman Matthews Tabled ACCOUNTANT REPORT – Tim Butler Alderman Matthews moved to accept the accountant report seconded by Alderman Young. Motion passed. ATTORNEY REPORT- Graham Arnold Alderman Morris moved to rescind the cooperative endeavor agreement with the police jury pending their signatures, sign off on it and to maintain it seconded by Alderman Beauchamp. Motion passed. Alderman Matthews moved to accept the attorney information seconded by Alderman Morris. Motion passed. COUNCIL/OTHER BUSINESS None PLANNING AND ZONING None H. UNFINISHED BUSINESS AND GENERAL ORDERS- Updated 2026 Road Project Mayor Kemp stated that he will meet with Bart Blackledge tomorrow on the road repair to discuss it and to gather all the information to be advertised. The streets that have been paved are not on the list unless missed one. There may be some culverts that may need to be replaced at the intersections. Alderman Betrece moved to accept the unfinished business seconded by Alderman Young. Mayor Kemp stated that there are three areas of concern and was suggested by Alderman Matthews to get an engineer involved to repair the intersection of Bank Street and Feliciana Drive there is a washout. There is a washout by St. Andrews and Church Street by the Episcopal Church and there is a section by Silliman football field on Silliman Street and Cannon Street there are some drainage lines coming off the football field and hitting the side of the road it is eroding for the engineer to come in and do their site survey and to give their recommendations, for each site they are proposing $2, 810, which is a total of $8,430 for the repairs. Mayor will ask for a guarantee and ask the engineer to attend the next meeting. In the meantime, we could put riff raft in ditch on Feliciana Drive. Tabled information to attend next time. I. NEW BUSINESS Sheilla Flowers, Feliciana Family and Friends Mardi Gras Committee requested to be put on the agenda for next month to discuss and know what will become of the Mardi Gras parade. Mayor Kemp replied that the board is not ready to discuss because they are not finished with the discovery on the event and all fairness to the Feliciana Family and Friends Mardi Gras Committee and all fairness to all the individuals that were injured, not ready to discuss and won’t be until more information is received and there is plenty of time to address it.
