PUBLIC NOTICE - - - Louisiana Department of Conservation and Energy Office of Permitting and Compliance PUBLIC NOTICE OF DRAFT CLASS VI INJECTION WELL PERMIT AND PUBLIC HEARING Gulf Coast Sequestration, LLC — Minerva Project, Cameron Parish Draft Order No. UIC 2026-09 GS - Site ID 8021 - Application Nos. 45031 and 45032 The Louisiana Department of Conservation and Energy (C&E) has prepared a Draft Class VI Injection Well Permit for the referenced applications and will conduct a public hearing to receive comments. The Draft Permit addresses both proposed wells. This notice is issued pursuant to La. R.S. Title 30 and LAC 43:XVII Chapter 36. The hearing will be held on Thursday, July 23, 2026 beginning at 6:00 p.m., at the Hackberry Community Center, 980 Main St, Hackberry, LA 70645. Gulf Coast Sequestration, LLC (GCS) of 5599 San Felipe, Suite 1450, Houston TX 77056, has applied to C&E for a permit to drill, construct, and operate two Class VI Injection Wells for the geologic sequestration of carbon dioxide (CO2). The proposed wells, Minerva South CCS Well No. 001 (MS CCS 1) and Minerva South CCS Well No. 002 (MS CCS 2), will be located in Section 3, Township 12 South, Range 13 West, Cameron Parish, Louisiana. The surface coordinates for the proposed wells are 30°02'34.10" North, 93°40'20.63" West (MS CCS 1) and 30°02'33.84" North, 93°40'20.48" West (MS CCS 2). Project Minerva proposes to inject and permanently store approximately 19 million metric tons of CO2 over a 30-year operational period using two Class VI wells. The wells would be drilled to a depth of approximately 10,700 feet below ground level (BGL) and would inject CO2 into the Upper Frio Formation, located approximately 8,900 to 10,500 feet BGL. The base of the lowermost underground source of drinking water (USDW) is located at approximately 1,100 to 1,200 feet BGL. The Class VI applications were processed, in part, under the expedited processing provisions of LAC 43:XIX Chapter 47 at the request of the applicant. Expedited processing does not shorten any required public comment period or hearing schedule. The Draft Permit, fact sheet, and application materials are available for viewing on the C&E website at https://www.dce.louisiana.gov/page/class-vi-permits-and-applications . Documents for Application Nos. 45031 and 45032 are associated with Site ID Code 8021. At the public hearing, C&E will provide any interested person the opportunity to present testimony, facts, or oral or written comments relative to the Draft Permit. The purpose of the hearing is to receive comments for inclusion in the administrative record. The hearing will be conducted in accordance with LAC 43:XVII.3611.G. The public comment period will begin on June 18, 2026, and close at 4:30 p.m. on July 24, 2026. Written comments may be submitted to the contact identified above by email to Injection-Mining@la.gov or by mail and must reference GCS Minerva – Draft Order No. UIC-2026-09 GS. Following the close of the public comment period, C&E will evaluate all comments received before making a final permit decision and will respond to all relevant comments in a written report.
