PUBLIC NOTICE - - - Final Notice and Public Explanation of a Proposed Activity in a Federal Flood Risk Management Standard Designated Floodplain To: All interested Agencies, Groups and Individuals This is to give notice that Jefferson Parish under 24 CFR Part 58 has conducted an evaluation as required by Executive Order(s) 11988, as amended by Executive Order 13690, in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The activity is funded under Resilient Communities Infrastructure Program (RCIP) Project 26LDRC7724. The proposed project(s) is located August Avenue and Jerome Street in Marrero, Jefferson Parish and is located in the Federal Flood Risk Management Standard (FFRMS) floodplain. The extent of the FFRMS floodplain was determined using the freeboard value approach. The project includes retrofitting the existing sewerage lift station by converting the existing dry-pit configuration to a submersible configuration. Construction will include removal of the existing pumps, pump controls, piping equipment, and the lift station entrance tube and extend the existing substructure up to finished grade and install new submersible pumps, piping, controls and related equipment, as well as odor control facilities. A Supervisory Control and Data Acquisition (SCADA) system and a new emergency generator quick-connect isolation junction box will also be installed. The project site is approximately 0.01 acres and is located in Zone X, an Area with Reduced Flood Risk due to Levee. According to Part 55.2(b)(3)(i)(B), the project is considered a critical action and therefore the determination of the FFRMS floodplain is required. The FFRMS floodplain elevation is 5 feet. The ground elevation of the project is 3 feet. The current lift station and associated electrical components are at an elevation of 2+ feet higher than ground elevation. Jefferson Parish has considered the following alternatives and mitigation measures to minimize adverse impacts and to restore and preserve natural and beneficial functions and intrinsic values of the existing floodplain: Other reasonable courses of action were considered and not selected. For example, identification of other sites, outside of the floodplain were considered. However, Jefferson Parish is predominately within a FFRMS floodplain. There are few remining available and developable locations within the Parish of the appropriate size and in a suitable location for this project. The alternative of no development was considered but not chosen. Jefferson Parish has reevaluated alternatives to building in the floodplain and has determined that it has no practicable alternative to floodplain development. Environmental files documenting compliance with Executive Order 11988, as amended by Executive Order 13690, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments. There are three primary purposes for this notice. First, people who may be affected by activities in floodplain and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplain can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplain, it must inform those who may be put at greater or continued risk.
