PUBLIC NOTICE - - - East Feliciana Parish Economic Development District (EFEDD) 5122 Airport Lane Jackson, LA 70748 February 23, 2026 – Meeting Minutes Location: Slaughter Town Hall, 3337 Church St, Slaughter, LA 1. Public hearing for EFEDD budget opened at 5:00 PM and closed prior to start of regular monthly meeting. 2. Meeting called to order at 5:15 PM with prayer and the Pledge of Allegiance. 3. PRESENT: Commissioners – Jimmy Parker, Matthew Peterson, Tony Rouchon, Tammy Howell, Mark Kemp, Janis Landry, Becky Bellue, Jim McCaa, Faye Talbot, Tim Corcoran; Accountant Tim Butler 4. ALSO PRESENT: Dr. Amy Cangelosi and numerous members of the public 5. ABSCENT: 3 open commissioner seats 6. Motion to approve the agenda made by Tony Rouchon to approve and seconded by Jim McCaa. Motion passed. 7. Motion to approve minutes from January meeting made by Tony Rouchon to approve and seconded by Matthew Peterson. Motion passed. 8. Treasurer Report: a. Motion to approve 2025/2026 EFEDD budget by Tony Rouchon, seconded by Matthew Peterson. Motion passed unanimously. b. Monthly financial report presented by Tony Rouchon. Motion to approve by Matthew Peterson, Seconded by Janice Landry. Motion passed. 9. Old Business: 1. East Feliciana Parks and Recreation Commission (EPRC) – Tim Corcoran: a. Motion to approve first 3 of 5 commissioners needed to fill EPRC by Tony Rouchon, seconded by Matthew Peterson. Motion passed. First 3 EPRC commissioners are Meghan Curcio, Evan Burk, and Tim Corcoran. 2. Matthew Peterson – Airport Director: provided an update on the Feliciana Airpark 3. EFEDD’s organizing legislation under review for updating – no action taken 4. Humane Society report provided by Dr. Amy Cangelosi 10. New Business: 1. EFEDD had a request for restitution from Larry Thomas (former EFEDD President) for EFEDD surplus equipment sold by public bid. Mr. Thomas had donated $5,000.00 for EFEDD to purchase a tractor from Federal Surplus and stated he had provided other equipment to build a fuel system on a trailer. After much discussion, it was decided to refer the issue to the District Attorney for review to see if any restitution was due Mr. Thomas. 11. Next Meeting location will be Norwood Town Hall on March 16th. 12. Meeting adjourned at 7:30 PM. Motion to adjourn by Tony Rouchon, seconded by Matthew Peterson 185440-apr 29-1t $24.53
