PUBLIC NOTICE - - - East Feliciana Parish Economic Development District (EFEDD) 5122 Airport Lane Jackson, LA 70748 January 19, 2026 – Meeting Minutes Location: Clinton Town Hall, 11209 Bank St., Clinton, LA 1. Meeting called to order at 5:00 PM with prayer and the Pledge of Allegiance. 2. PRESENT: Commissioners – Jimmy Parker, Matthew Peterson, Tony Rouchon, Tammy Howell, Mark Kemp, Janis Landry, Becky Bellue, Jim McCaa, Faye Talbot, Tim Corcoran; Accountant Tim Butler 3. ALSO PRESENT: Dr. Amy Cangelosi with The Humane Society of the Feliciana’s and numerous members of the public. 4. ABSCENT: 3 open commissioner seats 5. Motion to approve the agenda made by Tony Rouchon to approve and seconded by Matt Peterson. Motion passed. 6. Motion to approve minutes from December meeting made by Tony Rouchon to approve and seconded by Matt Peterson. Motion passed. 7. Treasurer Report: Presented by Tony Rouchon. Motion to approve by Matthew Peterson, Seconded by Janice Landry. Motion passed. 8. Old Business: 1. East Feliciana Parks and Recreation committee – Tim Corcoran: a. Tim has an individual with a Sports Company interested in helping to move a sports park forward. b. Resolution presented for EFEDD to approve the establishment the East Feliciana Parks and Recreation Commission. Motion to approve by Tony Rouchon. Seconded by Tim Corcoran. The Resolution passed unanimously. 2. Airpark – Matt Peterson: Motion made by Tony Rouchon to send a letter to DOTD acknowledging we (the Board) accept the runway job as is and its completion. Seconded by Janice Landry. Motion passed. 3. By laws update: Original EFEDD legislation needs to be amended to update bylaws -Copies of the original legislation were passed out to the board members for them to look over and markup for review at the February meeting. 4. Humane Society: Dr. Amy Cangelosi - Open house will be on February 14, 2026, and will be open for business on February 17, 2026. They will be providing limited low-cost care for animals in the area. 9. New Business: 1. Audit: Tim Butler - Annual Audit has been completed with two findings related to budget approval and agenda posting/meeting minutes advertising. 10.
