PUBLIC NOTICE - - - EXHIBIT “C” OFFICIAL NOTICE OF THE INTRODUCTION OF AN ORDINANCE CREATING AND ESTABLISHING AN ECONOMIC DEVELOPMENT DISTRICT, DESCRIBING THE BOUNDARIES OF THE PROPOSED DELMONT ECONOMIC DEVELOPMENT DISTRICT, ESTABLISHING A BOARD OF COMMISSIONERS IN THE ECONOMIC DEVELOPMENT DISTRICT, AND ACKNOWLEDGING THE BOARD OF COMMISSIONERS AUTHORITY TO LEVY SALES AND USE TAXES AND HOTEL OCCUPANCY TAXES WITHIN THE DISTRICT IN THE CITY OF BATON ROUGE – PARISH OF EAST BATON ROUGE, LOUISIANA NOTICE IS HEREBY GIVEN that the Metropolitan Council for the City of Baton Rouge – Parish of East Baton Rouge will meet in open and public session and hold a public hearing at 222 St. Louis Street, Metropolitan Council Chambers, Baton Rouge, Louisiana 70802 on November 12, 2025 at four o’clock (4:00) p.m., to hear any objections to the adoption of an ordinance introduced October 22, 2025, entitled as follows: AN ORDINANCE OF THE CITY OF BATON ROUGE – PARISH OF EAST BATON ROUGE (“CITY-PARISH”) (A) CREATING THE DELMONT ECONOMIC DEVELOPMENT DISTRICT (“DISTRICT”) WITHIN THE CITY OF BATON ROUGE, LOUISIANA ON THE PROPERTY DESCRIBED ON EXHIBIT A (“PROPERTY”); (B) DEFINING THE BOUNDARIES OF THE PROPERTY FROM WHICH AREA NEW SALES AND USE TAXES MAY BE LEVIED BY THE DISTRICT AND USED TO FUND ALL OR A PORTION OF THE COSTS OF ECONOMIC DEVELOPMENT PROJECTS AS DESCRIBED HEREIN, ALL IN ACCORDANCE WITH AND AS AUTHORIZED BY CHAPTER 27 OF TITLE 33 OF THE LOUISIANA REVISED STATUTES OF 1950, AS AMENDED; (C) ESTABLISHING A BOARD OF COMMISSIONERS OF THE DISTRICT; (D) ACKNOWLEDGING THE DISTRICT BOARD’S AUTHORITY TO LEVY SALES AND USE TAXES AND HOTEL OCCUPANCY TAXES WITHIN THE DISTRICT; AND (E) PROVIDING FOR OTHER MATTERS IN CONNECTION WITH THE FOREGOING. The public is hereby notified that pursuant to the provisions of Chapter 27 of Title 33 of the Louisiana Revised Statutes of 1950, as amended La. R.S. 33:9038.31, et seq. (“Act”), the Metropolitan Council (“Metropolitan Council”) for the City of Baton Rouge (“City”) acting in its capacity as the governing authority of the City-Parish, is in the process of considering the creation of an economic development district on property located within the City of Baton Rouge, Louisiana to be named the Delmont Economic Development District (“District”). The purpose of the District is to undertake or cause to be undertaken funding related to the following economic development projects (“Projects”), individually and collectively: A. the acquisition of land, design, development, improvement, renovation, restoration, revitalization, enhancement, expansion, reconstruction, and/or construction of various multi-phased projects related to the economic improvement of the District; and, B. the development and implementation of public-private partnerships and other initiatives. The projects to be pursued by the District are designed to encourage economic development, enhance quality of life, sales and use tax, and hotel occupancy tax base collections, stimulate job creation by enhancing the feasibility of private sector projects that help to achieve the economic goals of the City-Parish, and catalyze development within the City-Parish where it might or might not otherwise be economically feasible primarily through focusing on projects in the areas of development, rehabilitation, infrastructure improvements, and recreation (collectively, “Economic Benefits”, on property located within or in the City-Parish. It is contemplated, pursuant to the Act, in the future, the District Board will levy up to two (2%) percent of sales and use taxes or up to two (2%) percent of hotel occupancy taxes (“New EDD taxes”), or any combination of such taxes, above and in addition to any other sales and use taxes, or hotel occupancy taxes, or combination of such taxes, then in existence or permitted to be in existence within the boundaries of such economic development district. The terms and conditions related to the levy and expenditure of the New EDD Taxes shall be reflected in a cooperative endeavor agreement between the City-Parish and the District. The public and interested parties are invited to attend or to submit written comments in advance of the public hearing to the Metropolitan Council Administrator at the address stated above.
