PUBLIC NOTICE - - - Date: June 24, 2026 To: SLFPA-E (“FPA-E”) Board of Commissioners, FPA Staff From: Peter G. Vicari, President, FPA-E Board of Commissioners L. Jeff Williams, Regional Director Subject: Declaration of State of Emergency in response to Tropical Storm Arthur causing damage at 6920 Franklin Avenue Warehouse. WHEREAS, this event caused widespread damage and destruction of essential services and requires immediate emergency protective measures that exceed ordinary operating capabilities; and WHEREAS, pursuant to La R.S. 38: 2222 A.(5)(a) defines “emergency” “as an unforeseen mischance bringing with it destruction or injury of life or property or the imminent threat of such destruction or injury”; and WHEREAS, on June 18, 2026 at approximately 5:58 a.m., a tornado struck the warehouse, resulting in significant threat to life and damage to property; and WHEREAS, this event has caused or threatens to cause disruption of essential services during hurricane season and requires immediate emergency protective measures that exceed ordinary operating capabilities; and WHEREAS, our insurance adjustor inspected the facility on June 24, 2026 and has determined that remediation of the area should start immediately. NOW THEREFORE, Peter G. Vicari, President of the Board of Commissioners of the FPA-E and Regional Director, L. Jeff Williams, do hereby declare that a State of Emergency exists throughout the FPA Franklin Avenue warehouse facility. BE IT FURTHER RESOLVED: 1. Emergency Measures: The President and the Regional Director of the FPA-E and their designated emergency management personnel are hereby authorized to take all necessary steps to protect the health, safety and welfare of the employees and facility, including but not limited to the suspension of standard operational procedures and the procurement of necessary emergency goods and services to repair the facility. 2. Execution of Plans: The FPA-E Emergency Operations Plan is hereby fully activated and all staff and operating forces are directed to perform their emergency duties. 3. Duration: This Declaration of State of Emergency shall remain in effect for 30 days or until such time as the President and Regional Director determines that the facility has been repaired to final completion and normal operations have been restored.
