PUBLIC NOTICE - - - CITY OF CENTRAL MEETING OF THE CITY COUNCIL Central City Hall 11530 Sullivan Road Central, LA 70818 https://www.centralgov.com/ Tuesday, April 28, 2026 MINUTES 6:00 PM I. Preliminary Business 1) Call to Order - Mayor Evans called the meeting to order at 6:00 p.m. 2) Invocation and Pledge of Allegiance – By Pastor Dwayne Rogers from Indian Mound Baptist Church 3) Roll Call Present: Fralick, Lavergne, Lazaroe, McKinney, Myer, Roy and Wells Absent: None 4) Approval of the minutes from the April 14, 2026 Council Meeting. Council Member Myer moved to approve the April 14, 2026 minutes as written. The motion was seconded by Council Member Lavergne. There were no objections. The April 14, 2026 minutes are approved as written. II. Zoning Cases 1) Discussion and action regarding the following P&Z case(s): None 2) Introduction of the following P&Z item(s) (with public hearing to be held at the May 12, 2026, Council meeting). None III. Old Business (Public Hearing and Action regarding the following instrument(s)): None IV. New Business (Public Hearing and Action regarding the following instrument(s)): 1) A resolution to authorize the Mayor to sign an amendment to the IBTS contract for City Services A resolution to authorize the Mayor to sign Amendment No. 1 to the contract for City Services between the City of Central and Institute for Building Technology and Safety (IBTS) and to provide for related matters (By Council Member Roy). Council Member Roy moved to approve this item. The motion was seconded by Council Member Myer. Council Member Roy provided a summary for this item. Public comment: None. Vote: 7 yeas (Fralick, Lavergne, Lazaroe, McKinney, Myer, Roy and Wells), 0 nays, 0 absent. Motion passed. 2) A motion to authorize the Mayor to sign the DOTD Maintenance Agreement for the 2026-2027 fiscal year. Council Member McKinney moved to approve this item. The motion was seconded by Council Member Myer. Public comment: None. Vote: 7 yeas (Fralick, Lavergne, Lazaroe, McKinney, Myer, Roy and Wells), 0 nays, 0 absent. Motion passed. 3) Non-action item – Discussion on the recommendation from the Future of Law Enforcement in the City of Central (FLECC) committee. Council Member Lavergne gave a recap of this item. He then invited representatives from the East Baton Rouge Sherriff’s Office and the Central Police Department to speak and/or present. Captain Jason Demoulin gave a presentation for the East Baton Rouge Sherriff’s Office. Discussion between Council and Captain Demoulin. Officer John Dauthier spoke on behalf of the Central Police Department. Discussion between Council and Officer Dauthier. Public comment: Dwayne Rogers, Roger Corcoran. Additional Council discussion. No action was taken.  Council Member Roy left the meeting, 4) A motion to enter into Executive Session, pursuant to La. R.S. 42:17(A)(2), to discuss strategy and/or take action, as necessary, regarding ongoing litigation in the case of The Claiborne at Shoe Creek, LLC v. Clark Construction, Inc of MS, et al., Case No. C-765826 19th JDC, Parish of East Baton Rouge, State of Louisiana and to discuss strategy and/or take action, as necessary, regarding possible federal litigation in the United States District Court, Middle District of Louisiana. Council Member McKinney made a motion to enter into Executive Session. The motion was seconded by Council Member Myer. There were no objections. 7:32 p.m. - Council left for Executive Session. 8:25 p.m. - Council returned from Executive Session. Council Member Myer made a motion to bring the meeting back under regular order. The motion was seconded by Council Member McKinney. There were no objections. 5) To consider a motion to take appropriate action relative to IV. 4). Council Member McKinney made a motion to accept the recommendation of counsel for Case No. C-765826. The motion was seconded by Council Member Myer. Public comment: None. Vote: 6 yeas (Fralick, Lavergne, Lazaroe, McKinney, Myer and Wells), 0 nays, 1 absent (Roy). Motion passed. V. New Business (Non-Public Hearing): 1) Introduction of the following item(s) (with public hearing to be held at the May 12, 2026, Council meeting): None VI. Reports and Presentations: 1) Mayor’s Reports and Presentations - Mayor Evans mentioned the City Hall Grand Opening event that took place earlier today. He said it was a great day for the City of Central. 2) Report from the Central Police Department concerning law enforcement within the City of Central. Lieutenant Michelle Lewis gave a report for the Central Police Department. 3) Report from IBTS regarding services provided to the City of Central. IBTS Program Director, Taurus Freeman, gave a presentation on services provided to the City of Central in March 2026. 4) Distribution of the City of Central Accounts Payable Disbursement Report, Fuel Report and Deposit Totals for the period of March 1, 2026 through March 31, 2026. Reports were distributed. VII. Other Business: 1) Public Comment None *This section is restricted to items not on the agenda. The request to address the Council shall be delivered to the clerk via U.S. Mail, electronic mail, or hand-delivery no later than 24 hours prior to the Council meeting or hand-delivered to the clerk at the place of the meeting prior to the meeting being called to order. Public comment is limited to 10 speakers with three minutes each. 2) Announcements - Council Member Lavergne announced that early voting starts this Saturday, May 5, 2026. 3) Adjournment Council Member Wells moved to adjourn.
