Preliminary Business 1) Call to Order – Mayor Evans called the meeting to order at 6:00 p.m. 2) Invocation and Pledge of Allegiance – by St. Alphonsus Pastor Jason Palermo 3) Roll Call Present: Fralick, Lavergne, Lazaroe, McKinney, Roy and Wells Absent: Myer 4) Approval of the minutes from the August 12, 2025 Council Meeting. Council Member Lazaroe moved to approve the August 12, 2025 minutes as written. The motion was seconded by Council Member McKinney. There were no objections. The August 12, 2025 minutes are approved as written. II. Zoning Cases 1) Discussion and action regarding the following P&Z case(s): None 2) Introduction of the following P&Z item(s) (with public hearing to be held at the September 9, 2025, Council meeting). None III. Old Business (Public Hearing and Action regarding the following instrument(s)): None IV. New Business (Public Hearing and Action regarding the following instrument(s)): 1) A resolution to reaffirm financial policies and procedures to be implemented by all city officials, departments, and employees and to provide for related matters (By Council Member Myer) Council Member McKinney moved to approve this item. The motion was seconded by Council Member Roy. Council discussion. Council Member Roy moved to amend the language in Exhibit E – Procurement Policy as staff had intended. This motion was seconded by Council Member McKinney. Public comment: None. Vote on amendment: 6 yeas (Fralick, Lavergne, Lazaroe, McKinney, Roy and Wells), 0 nays, 1 absent (Myer). Vote on the motion as amended: 6 yeas (Fralick, Lavergne, Lazaroe, McKinney, Roy and Wells), 0 nays, 1 absent (Myer). The resolution was passed as amended. 2) To consider a motion to approve the provisional hire of Ashley Durbin as a Dispatcher for the Central Police Department. Council Member Lavergne moved to approve this item. The motion was seconded by Council Member Roy. Public comment: Michelle Lewis. Vote: 6 yeas (Fralick, Lavergne, Lazaroe, McKinney, Roy and Wells), 0 nays, 1 absent (Myer). Motion passed. 3) To consider a motion to approve the provisional hire of Cody Countryman as a Patrol Officer for the Central Police Department. Council Member Roy moved to approve this item. Reports and Presentations 1) Mayor’s Reports and Presentations - Mayor Evans reiterated that the surf lake was just a concept plan and that there are no intentions to use tax payer money for this project. - Provided update on Wax Road and Sullivan Road projects 2) Report from the Central Chamber of Commerce Executive Director, Miranda Denicola, gave a report for the Central Chamber of Commerce. 3) Report from the Central Police Department concerning law enforcement within the City of Central. Lieutenant Michelle Lewis gave a report for the Central Police Department. 4) Report from IBTS regarding services provided to the City of Central. Deputy Program & Planning Director, Taurus Freeman, gave a report for IBTS. 5) Distribution of the City of Central Accounts Payable Disbursement Report, Fuel Report and Deposit Totals for the period of July 1, 2025 through July 31, 2025. Reports were distributed. VII. Other Business 1) Public Comment None 2) Announcements - Victoria’s Voice will be giving a presentation on the dangers of fentanyl at Central Middle School and Central High School. - The Central vs Zachery football game is scheduled for Halloween night. The city is evaluating moving trick or treat to another night. 3) Adjournment Council Member Lavergne moved to adjourn. The motion was seconded by Council Member McKinney.
