PUBLIC NOTICE - - - April 13, 2026 Town of Brusly Brusly, Louisiana The regular meeting of the Town of Brusly was called to order this date, April 13, 2026, at the Brusly Town Hall, at 6:30 p.m., by Mayor Rhodes. Council Member Daigle led the Pledge of Allegiance. A roll call determined the following officials present: Mayor: Scot Rhodes Council Members: Daigle, Tassin, Chustz, Kershaw Town Attorney: Thomas Acosta, Jr. Absent: Young Recognitions & Commendations: Mayor Rhodes recognized the Brusly High School Boys Basketball Team for being the 2026 State Champions. Governmental Affairs Committee: After hearing from Kindall Hebert of CASA, Mayor Rhodes read aloud from the CASA Proclamation for Child Abuse Prevention Month. A motion to approve the proclamation was made by Council Member Tassin; seconded by Council Member Chustz. Mayor Rhodes opened the floor for public comments. Hearing no comments, the motion passed unanimously. A motion to approve the minutes of the Town’s regular meeting of March 9, 2026, was made by Council Member Kershaw; seconded by Council Member Daigle. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote. Public Works Committee: Mayor Rhodes read the Public Works Report for the month of March, prepared by Public Works Supervisor Shane Sarradet. There were 9.6 inches of rainfall in the month; Cleared numerous drains and ditches after rain event; 3 SCADA alarms at our wastewater lift stations; 1 out of compliance test result at Sewer Treatment Facility; 2 Aerators were installed at Sewer Lift Stations (Brusly Oaks & Riverside); Sidewalk repairs are complete on Gwin St., Orleans Quarters, E. St. Francis & Brusly Oaks; Cleared fallen tree on R.O.W. on Live Oak Dr.; Culverts were installed at 3800 Live Oak Dr.; Repaired sinkholes in Brusly Oaks, Allene, E. St. Francis, Gleason & Ory Dr.; Sewer Jetter is undergoing repairs; Repaired kettle pump at St. James Park. Waste Pro roadside debris and out of cart pickup is scheduled for the week of April 13th. Mayor Rhodes gave a brief update on the 2026 Street Overlay Project. After a brief discussion and the recommendation of Toby Frugé of Owen & White, Council Member Kershaw moved to accept the substantial completion of the WSP Sewer Lagoon Project; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comment. Hearing no comments, a roll call was had with the motion passing unanimously. After discussion and recommendation of Toby Frugé of Owen & White, a motion to approve Pay App 6 for the WSP Sewer Lagoon Project in the amount of $91,955.00 was made by Council Member Chustz; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comment. Hearing no comments, a roll call was had with the motion passing unanimously. After discussion, a motion to authorize the Mayor to sign a contract with Lifehouse for summer labor contingent upon removing item 9 and verification from RMI that the TOB insurance satisfactorily covered the temporary agency employee(s) was made by Council Member Kershaw; seconded by Council Member Daigle. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed unanimously. Planning and Zoning Committee: Mayor Rhodes read aloud the variance request of Corey & Mandy Landry, 729 River Oak St., Non-Compliance Sec. 120-145 R-1 Single Family Residential, to reduce the front setback from 30 feet to 19 feet and 10 inches. The Planning & Zoning Commission having recommended approval, a motion to approve based solely upon the unique situation of multiple homes fronting on Tullier street as well as River Oak resulting in a current non-linear front setback, was made by Council Member Daigle; seconded by Council Member Chustz. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed unanimously. Finance Committee: Mayor Rhodes noted that the “Budget to Actual Comparison Report” for March, is available for Council Members to review. Personnel Committee: Upon the recommendation of Police Chief Lefeaux, a motion to hire Ryan Riley as a full-time Police Officer at the rate of $26.10 effective March 24, 2026, was made by Council Member Chustz; seconded by Council Member Tassin. Mayor Rhodes questioned whether the officer had a satisfactory matrix; Detective Allen confirmed. Mayor Rhodes opened the floor for public comments. Hearing no comments, the motion passed unanimously. Recreation Committee: None Police Committee: None Consideration of Vetoed Ordinances: None Hearing & Final Action on Ordinances: None Introduction of Ordinances: Council Member Daigle introduced Ordinance 1 of 2026, Rezoning Request for 217 Jones Dr. Resolutions: None Police Department Report: The Police Department Report for the month of March was given by Officer Keegan Allen. There were (13) Agency Assists, (6) Alarms, (1) Animal problem, (2) Assaults, (1) Civil Incidents, (1) Controlled Substance, (2) Damaged Property, (3) Disturbances, (1) Domestic Problem, (1) DUI, (1) Escape/Flight, (2) Family Disturbances, (1) Fire, (1) Fraud, (1) Harassment, (1) Juvenile Problem, (1) Liquor Law, (12) Medicals, (7) No Insurance Tows, (3) Obstruct Justice, (1) Obstruct Police, (5) Ordinance Violations, (4) Property Watches, (4) Public Services, (1) Pulled in Error, (1) Security Check, (5) Suspicious, (1) Theft, (3) Traffic Accidents, (11) Traffic Problems, (4) Unlocks, (2) Warrants and (5) Welfare Checks. Total of 108 calls for the month. For the month, there were 200 total citations and 269 violations. Flock Activity: 2 Stolen Vehicles, 1 Stolen License Plate, 2 Wanted Persons, 35 Violent Person Alerts, 36 Sex Offender Alerts. Council Member Tassin made a motion to adjourn; seconded by Council Member Chustz. Hearing no comments, the motion passed with a unanimous vote. The meeting was adjourned at 7:15pm.
