Prospective bidders, may, on application to the Office of the U.S. Marshal, and at such times and in such manner as the U.S. Marshals Service may direct, board said vessel for the purpose of inspection. The vessel will be sold by public auction to the highest and best bidder. Said bidder will be required to pay to the U.S. Marshals Service ten percent (10%) of the highest bid on the date of sale, which will be forfeited if the balance not paid within ten (10) days of the date of the auction.
