PUBLIC NOTICE - - - NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Port Allen. REQUEST FOR RELEASE OF FUNDS On or about October 20, 2025 the City of Port Allen will submit a request to the Louisiana Division of Administration for the release of FY 2024 LCDBG Public Facilities Improvements program funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake a project known as FY 2024 Sewer System Improvements. The City of Port Allen has been awarded a Community Development Block Grant (CDBG) for $1,117,906.00 from the Louisiana Division of Administration to conduct sewer system rehabilitation improvements. The project is “not site specific” and is defined within a Target Area portion of the City. The project area encompasses the majority of the City (on both east/west sides of LA Hwy 1 and from Commercial Drive to Rosedale Road) and consists of sewer point repairs (various sizes and depths), CIPP pipe lining, service pipe repair, smoke testing, manhole inspection, and CCTV for leak identification, lining (or rebuilding) manholes, as well as other miscellaneous work. The City prepared an Environmental Assessment and determined no other alternatives were available and the project shall proceed with mitigation measures. All construction will be on existing property where infrastructure currently exists. No environmental impacts are expected to occur as a result of this project. A portion of the project is located in Special Flood Hazard Area Zone AE as identified by FEMA Map No. 22121C0155D dated July 16, 2014. As indicated on the FWLS National Wetlands Inventory, the project target area is located adjacent to wetlands designated areas along the Mississippi River, however the wetlands designated areas are protected by the levee. The City has conducted an 8-step process and evaluated the alternatives and has determined that there is no practical alternative to construct improvements in the floodplain and wetlands designated areas. A “no action” alternative is not feasible as no action could result in significant public health and safety hazards. In order to provide the residents in this area with reliable sewer service, it is essential that these improvements take place. The proposed project consists of existing infrastructure already in the floodplain/wetlands designated areas, therefore alternative routing is not possible. This project will not adversely affect floodplain nor wetland areas. Work will take place in existing right-of-way or servitudes. All precautions were evaluated and shall be taken in those areas. Mitigation Measures for the project are as follows: Floodplain Management - Plans will ensure all existing ground elevations will be restored. There will be strict adherence during construction to keep work within the designated project location to not disturb floodplain areas. During and after construction the site will be cleared of debris to prevent accumulation and flow of surface water. Wetland Protection - Properties are located Adjacent to or near wetlands areas. All precautions will be taken to not disturb these wetlands designated areas. Historic Preservation: The City shall take all necessary steps to protect historic properties of religious and cultural significance to tribes. No historic properties are affected within the proposed project area, however work shall be stopped and tribes contacted in the event Native American artifacts or human remains are encountered. All necessary precautions will be taken. The Muscogee (Creek) Nation Tribe shall be contacted if an advertent discovery of items such as cultural items and/or human remains occurs. FINDING OF NO SIGNIFICANT IMPACT The City of Port Allen has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the City Hall in Port Allen located at 375 Court Street, Port Allen, LA 70767 and may be examined or copied weekdays 8:30 A.M. to 4:00 P.M. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to City of Port Allen, P O Box 468, Port Allen, LA 70767, adaigle@portallen.org. All comments received by Friday, October 17, 2025 will be considered by the City prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing. ENVIRONMENTAL CERTIFICATION The City of Port Allen certifies to the LA Division of Administration that Terecita Pattan in her capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Louisiana Division of Administration’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the City to use HUD program funds. OBJECTIONS TO RELEASE OF FUNDS The Louisiana Division of Administration will accept objections to its release of funds and the City of Port Allen certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer or other officer of the City; (b) the City has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the Louisiana Division of Administration; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the Louisiana Division of Administration/Office of Community Development at P.O.
