PUBLIC NOTICE - - - Iberville Parish Council Seymourville Community Drainage Improvements Community Development Block Grant- Disaster Recovery RCIP Program Issue Date: April 10, 2026 To: All Interested Federal, State, and Local Agencies, Groups and Individuals This is to give notice that the Iberville Parish Council has conducted an evaluation as required by Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain and Wetland Management, to determine the potential affect that its activity in the floodplain/wetland will have on the human environment for the following project. The Parish will be committing Disaster funds, under the Community Development Block Grant Disaster Recovery Resilient Communities Infrastructure Program (CDBG-DR-RCIP) Funding, the Further Additional Supplemental Appropriations for Disaster Relief Requirements Act, 2018 (Pub. L. 115-123, approved February 9, 2018) in accordance with the Notice published in the Federal Register on August 30, 2019., to undertake a project known as the “Seymourville Community Drainage Improvements” The specific elements of this proposed project consist of approximately 2,000 l.f. of clearing, excavating and the installation of articulated matting or reinforced concrete rolls along with reinforced concrete pipe to improve conveyance, provide stabilization to existing ditch, prevent erosion, and reduce required maintenance. The Parish has determined that this site is indicative of the occurrence of waters of the U.S., including wetlands. Iberville Parish has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: The alternative actions are as followed: (1) Not Construct the Project/Status Quo (2) Locate the Project Outside of the Wetland The Parish has reevaluated the alternatives to building in the wetland and has determined that there is no practical alternative to locating the project in the flood zone. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 and 11990 are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments. This activity will have no significant impact on the environment for the following reasons: (1) The project will not increase development within the wetland area. (2) The project will not increase any runoff in the wetland. The proposed action, if implemented, would impact a Federal Emergency Management Agency (FEMA) designated Special Flood Hazard Area (SFHA) per FEMA preliminary digital flood maps. The purposes of this notice are to: (1) Inform the public of this commitment and (2) Identify the reasons why the proposal must be located in the wetland; (3) Provide a list of the alternatives considered; (4) Discuss all mitigation measures to be undertaken to minimize adverse impacts and to restore and preserve natural and beneficial values.
