PUBLIC NOTICE - - - Early Notice and Public Review of a Proposed Activity in a Federal Flood Risk Management Standard Designated Floodplain [Note: May also be combined with other notices such as state floodplain or wetland notices so long as it contains the required information] To: All interested Agencies, Groups and Individuals This is to give notice that Jefferson Parish under 24 CFR Part 58 has determined that the following proposed action under is located in the Federal Flood Risk Management Standard (FFRMS) floodplain, and Jefferson Parish will be identifying and evaluating practicable alternatives to locating the action within the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, as amended by Executive Order 13690, in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The proposed project location is at August Avenue and Jerome Street in Marrero, Jefferson Parish. The extent of the FFRMS floodplain was determined using the freeboard value approach]. The project includes retrofitting the existing sewerage lift station by converting the existing dry-pit to a valve pit and constructing a new wet well with piping and submersible pumps. Construction will include removal of the existing pumps, pump controls, piping, valves, equipment, and the lift station entrance tube and installation of a new wet well with submersible pumps, piping, controls, valves and related equipment, as well as odor control facilities. The existing dry pit will be abandoned in place and filled with sand. A Supervisory Control and Data Acquisition (SCADA) system and emergency generator quick-connect isolation junction box will also be installed. Work will include converting the existing wet well in the street to a manhole; removal and replacement of existing paved areas including roadways, sidewalks and curbs; removal of existing subsurface sewer force main piping and gravity sewer piping; installation of new sewer force main and gravity sewer piping with realignment from existing piping locations and connection to existing sewer system. Construction will require below-grade excavation for the new wet well and gravity sewer within the street, with excavation depths of up to approximately 23 feet below existing grade. The new wet well foundation will be supported by new piles. Excavation in other areas is anticipated to range from approximately 4 feet to 11 feet below existing grade. All work will be done within the public right-of-way/Parish-owned property. The project site is approximately 0.01 acres and is located in Zone X, an Area with Reduced Flood Risk due to Levee. According to Part 55.2(b)(3)(i)(B), the project is considered a critical action and therefore the determination of the FFRMS floodplain is required. The FFRMS floodplain elevation is 5 feet. The ground elevation of the project is 3 feet. The current lift station and associated electrical components are at an elevation of 2+ feet higher than ground elevation. There are three primary purposes for this notice. First, people who may be affected by activities in floodplain and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate project impacts on the floodplain. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplain can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplain, it must inform those who may be put at greater or continued risk.
