PUBLIC NOTICE - - - Early Notice and Public Review of a Proposed Activity in a Regulatory Floodway or Wetland To: All interested Federal, State, and Local Agencies, Groups and Individuals This is to give notice that the Morehouse Parish Police Jury (MPPJ) has determined that the following proposed action under Louisiana Watershed Initiative Community Development Block Grant Mitigation program B-18-DP-22-0001 is located in the Regulatory Floodway and/or within jurisdictional wetland areas, and MPPJ will be identifying and evaluating practicable alternatives to locating the action within the floodplain or wetland areas and the potential impacts on the floodplain or wetland areas from the proposed action, as required Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The total project area will include approximately 4.06 miles of stream channel and is located within the Bastrop city limits. The extent of the FFRMS floodplain was determined using the 0.2 percent flood approach. The proposed project will be largely confined to the area surrounding 4.06 miles of stream channel connected to Staulkinghead Creek and one of its tributaries, Tisdale Brake. The project intends to clear, re-channel, and grade the creeks within the project extent. Approximately 4,000 cuyds of 250lb rip-rap will be allocated in areas where perpetual erosion control is warranted. All dredged sediment material will be disposed of at a permitted off-site facility owned by the Morehouse Parish Police Jury. The approximate locations of the project are as follows: Staulkinghead Creek (2.64 Miles) • Beginning of project extent (Spyker Road) (32.7444°N, 91.9610°W) • End of project extent (Henry Avenue) (32.7684°N, 91.9373°W) Tisdale Brake (1.42 Miles) • Beginning of project extent – (32.7686°N, 91.9470°W) • End of project extent – (32.7875°N, 91.9415°W) There are three primary purposes for this notice. First, people who may be affected by activities in floodplains or wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain or potential wetland area, alternative methods to serve the same project purpose, and methods to minimize and mitigate project impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains and wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains or wetlands, it must inform those who may be put at greater or continued risk.
