PUBLIC NOTICE - - - (Case No. PD25-04-D & Z25-05) CITY OF CENTRAL ORDINANCE NO. 2025-05 AN ORDINANCE TO APPROVE A REZONING AND PLANNED UNIT DEVELOPMENT PRELIMINARY PLAN FOR THE RESERVE AT SULLIVAN AND TO PROVIDE FOR RELATED MATTERS. (9438 & 9448 Sullivan Rd.) WHEREAS, an application has been submitted by Jeff Diamond, Quality Engineering & Surveying, requesting approval of a Planned Unit Development Preliminary Plan and a rezoning of a portion of the lot from R-2 (Single-Family Residence) to B-3 (General Commercial/Business District); WHEREAS, the 33.10-acre property is located at 9438 and 9448 Sullivan Road and the southern end of Ravenwood Drive, south of Ridgeside Avenue, on Tracts DV and J-1, Mike Androwski Tract; WHEREAS, the property is currently zoned R-2 (Single-Family Residence) and R/A (Rural/Agricultural) and consists of low-density residential homes with the remaining property undeveloped; WHEREAS, the Staff report and supporting documentation are attached and made a part of this Ordinance by reference; WHEREAS, the applicant has requested an approval of a Planned Unit Development Preliminary Plan consisting of 84 lots for R-2 single-family dwellings (later revised to 71 lots for R-2 single-family dwellings), 16.88 acres of greenspace, new public streets, subsurface drainage, and new public sewer, along with a request to rezone two lots (from R-2 to B-3) for commercial purposes near Sullivan Road; WHEREAS, a public hearing was held on October 23, 2025 before the Zoning Commission to consider approval of the applicant’s requested rezone and the Planned Unit Development Preliminary Plan. The Zoning Commission recommended to approve the Planned Unit Development as presented to the Commission and subject to the findings of the Staff Report, and further recommended rezoning the proposed commercial tracts to B-1 instead of B-3. A motion to approve this recommendation was passed by the Zoning Commission; NOW THEREFORE, BE IT ORDAINED by the Council of the City of Central, State of Louisiana as follows: Section 1: That the requested rezone is granted and the proposed commercial lots are rezoned from R-2 (Single-Family Residence) to B-1 (Neighborhood Business District). Section 2: That the subject property is granted a Planned Unit Development Preliminary Plan as applied for, subject to the revised map (received by Staff on February 16, 2026) identifying a total of 71 lots for single-family dwellings, and the findings contained within the Staff Report. (Attached hereto, in globo, as Attachment A) Section 3: That the subject property and Preliminary Plan are bound by all covenants and subdivision conditions listed in Attachment B along with all applicable State statutes, including, but not limited to, the Louisiana Planned Community Act (La. R.S. §9:1141.1-1141.50, as amended). Section 3: Conflicts. The specific terms and conditions of this Ordinance shall prevail against other ordinances of the City to the extent that there may be any conflict. Except for the foregoing, the development and use of the subject property is subject to the terms of all applicable ordinances and regulations of the City of Central, including any amendment thereto. Section 4: Severability. If any section, subsection, sentence, clause or provision of this Ordinance is declared by a court of competent jurisdiction to be invalid, such declaration of invalidity shall not affect the validity of the Ordinance as a whole, or parts thereof, other than the part declared invalid. The remainder of the Ordinance shall not be affected by the declaration of invalidity and shall remain in force and effect. Section 5: Effective Date. This Ordinance shall be effective upon publication. Introduced before the Council on November 25, 2025. Notice of public hearing was published in The Advocate on the 20th day of November, 2025. This Ordinance having been submitted to a vote; the vote thereon was as follows: For: Fralick, Lavergne, McKinney, Myer and Roy Against: Lazaroe and Wells Absent: None Abstained/Recused: None Adopted this 24th day of February 2026.
