PUBLIC NOTICE - - - CITY OF CENTRAL BY COUNCIL MEMBER ROY: ORDINANCE NO. 2026-07 AN ORDINANCE TO AMEND THE 2025-2026 FISCAL YEAR BUDGET FOR THE RECEIPT OF COMMUNITY GRANT FUNDS AND EXPENDITURES FOR RELATED DRAINAGE PROJECTS AND TO PROVIDE FOR RELATED MATTERS WHEREAS, the City of Central requested Community Grant Funds for multiple drainage projects within the City of Central as detailed within the Master Drainage Plan; WHEREAS, Congress identified the City of Central’s Community Grants drainage project in the Consolidated Appropriation Act of 2024; WHEREAS, the Community Grants will fund 80% of the project and the City of Central will be required to fund 20% of the project; WHEREAS, the City of Central will receive $3,000,000 for the Community Grants drainage project as detailed in the Consolidated Appropriation Act of 2024 and will be required to provide a match of $750,000; WHEREAS, the City of Central will begin to incur expenditures related to Engineering and Project Management for Phase I as part of the required match for the Community Grants Drainage project in 2026. WHEREAS, the Council desires to amend the Budget for 2025-2026 related to the above stated matters; NOW THEREFORE, BE IT ORDAINED by the Council of the City of Central, State of Louisiana as follows: Section 1. Amendments to 2025-2026 Fiscal Year Budget and Related Matters: A. Federal Grant - Capital (Capital Outlay & Improvement Fund Revenue Acct No. 210.331.30) is hereby increased by $324,000 for receipt of Community Grant funds related to drainage projects within the City of Central. B. Transfer from ESDLRIM Drainage (Capital Outlay & Improvement Fund Revenue Acct No. 210.391.10.100) is hereby increased by $81,000 to transfer funds to Capital Outlay & Improvement Fund related to the 20% match required by the Community Grants. C. Drainage (Capital Outlay & Improvement Fund Expenditure Acct No. 210.400.20.000) is hereby increased by $324,000 for 80% of the cost of the Community Grants drainage projects. D. ESDLRIM-Drainage (Capital Outlay & Improvement Fund Expenditure Acct No. 210.431.60.000) is hereby increased by $81,000 for 20% of the cost of the Community Grants drainage projects to be funded by the City of Central. E. Transfer to CO&I-Drainage (ESDLRIM Expenditure Acct No. 110.491.21.100) is here by increased by $81,000 to transfer funds to Capital Outlay & Improvement Fund related to the 20% match required by the Community Grants. Section 2. Conflicts All ordinances or parts of ordinances in conflict with this Ordinance are hereby repealed. Section 3. Severability If any section, subsection, sentence, clause or provision of this Ordinance is declared by a court of competent jurisdiction to be invalid, such declaration of invalidity shall not affect the validity of the Ordinance as a whole, or parts thereof, other than the part declared invalid. The remainder of the Ordinance shall not be affected by the declaration of invalidity and shall remain in force and effect. Section 4. Effective Date This Ordinance shall be effective upon publication. Introduced before the Council on March 24, 2026.
