PUBLIC NOTICE - - - - 4 - RED RIVER BULL BAYOU AND MANSFIELD FIELDS 25-357 thru 25-361 LEGAL NOTICE STATE OF LOUISIANA, OFFICE OF CONSERVATION, BATON ROUGE, LOUISIANA. In accordance with the laws of the State of Louisiana, and with particular reference to the provisions of Title 30 of Louisiana Revised Statutes of 1950, a public hearing will be held in the Hearing Room, 1st Floor, LaSalle Building, 617 North 3rd Street, Baton Rouge, Louisiana, at 9:00 a.m. on TUESDAY, OCTOBER 21, 2025, upon the application of EXPAND OPERATING, LLC. At such hearing the Commissioner of Conservation will consider evidence relative to the issuance of Orders pertaining to the following matters relating to the Haynesville Zone, Reservoir A, in the Red River Bull Bayou and Mansfield Fields, DeSoto Parish, Louisiana. 1. To permit said applicant to drill, designate and utilize one cross unit alternate unit well to serve as an alternate unit well for HA RA SUV and HA RA SUII, in the Red River Bull Bayou Field, at the location and in the general manner shown on the plat submitted with the application and made a part hereof, or at any other legal location within such units, in exception to the spacing provisions of the 109-X Series of Office of Conservation Orders. 2. To permit said applicant to drill, designate and utilize two cross unit horizontal wells to serve as alternate unit wells for HA RA SUT and HA RA SULL, in the Red River Bull Bayou Field, and HA RA SUG, in the Mansfield Field, at the locations and in the general manner shown on the plat submitted with the application and made a part hereof, or at any other legal locations within such units, in lieu of Order No. 109-X-413, effective November 26, 2024, and in exception to the spacing provisions of the 109-X and 1525-A Series of Orders. 3. To find that the proposed alternate unit wells are necessary to efficiently and economically drain a portion of the Haynesville Zone, Reservoir A, in the Red River Bull Bayou Field, covered by HA RA SUT, HA RA SUV, HA RA SUII, and HA RA SULL, and a portion of the Haynesville Zone, Reservoir A, in the Mansfield Filed, covered by HA RA SUG, which cannot be so drained by any existing well within such units. 4. To provide that with respect to horizontal wells drilled within or to serve HA RA SUT, HA RA SUV, HA RA SUII, and HA RA SULL, in the Red River Bull Field and HA RA SUG, in the Mansfield Field, where the horizontal portion of the well is cased and cemented back above the top of the Haynesville Zone, Reservoirs A, the distance to any unit boundary and any offset well(s) should be calculated based on the distance to the nearest perforation in the well and not based on the penetration point or terminus. 5. To provide that unit production from the proposed cross unit wells should be allocated to each of the units from which they produce in the same proportion as the perforated length of the lateral in each such unit bears to the total length of the perforated lateral as determined by an “as drilled” survey performed after such cross unit wells are drilled and completed, and that unit production should continue to be shared on a surface acreage basis. 6. To permit the unit operator to produce the unit allowable for HA RA SUT, HA RA SUV, HA RA SUII, HA RA SULL, and HA RA SUG from the respective unit wells, any alternate unit well, or from any combination thereof, at its discretion. 7. To provide production of the proposed cross unit horizontal wells should be separated and metered individually, and the information reported to the Office of Conservation in a manner prescribed by the Commissioner of Conservation. 8. To continue in full force and effect, except to the extent contrary herewith, the pertinent provisions of Order No. 109-X-2, effective August 19, 2008, as amended and supplemented by the 109-X Series of Orders, and Order No. 1525, effective March 10, 2009, as amended and supplemented by the 1525-A Series of Order, the units created thereby, and all applicable Statewide Orders. 9. To consider such other matters as may be pertinent. The Haynesville Zone, in the Red River Bull Bayou Field, was defined in Order No. 109-X, effective June 25, 2008. The Haynesville Zone, in the Mansfield Field, was defined in Order No. 1525, effective March 10, 2009.
