PUBLIC NOTICE - - - - 3 - LISBON FIELD 26-209 LEGAL NOTICE STATE OF LOUISIANA, DEPARTMENT OF CONSERVATION AND ENERGY, BATON ROUGE, LOUISIANA. In accordance with the laws of the State of Louisiana, and with particular reference to the provisions of Title 30 of Louisiana Revised Statutes of 1950, a public hearing will be held in the Hearing Room, 1st Floor, LaSalle Building, 617 North 3rd Street, Baton Rouge, Louisiana, at 9:00 a.m. on TUESDAY, JUNE 23, 2026, upon the application of ROSESTONE OPERATING COMPANY, LLC. At such hearing the Department of Conservation and Energy will consider evidence relative to the issuance of Orders pertaining to the following matters relating to the Haynesville D Zone Reservoir A, Upper Haynesville Zone, Reservoir A, Haynesville A Sand, Reservoir A, and Haynesville B Lime, Reservoir A, in the Lisbon Field, Claiborne Parish, Louisiana. 1. To establish rules and regulations governing the exploration for and production of oil, gas and condensate from the Haynesville D Zone, Reservoir A. 2. To create two drilling and production units for the Haynesville D Zone, Reservoir A, and to force pool and integrate all separately owned tracts, mineral leases and other property interests within the units so created. 3. To designate Rosestone Operating Company, LLC as operator of the HA D RA SUA and to designate their WT Thompson No. 1 Well (SN 255358), located in Section 34, Township 22 North, Range 4 West, as the unit well. 4. To designate Rosestone Operating Company, LLC as operator of the HA D RA SUB and to designate their Dixon No. 1 Well (SN 254927), located in Section 34, Township 22 North, Range 4 West, as the unit well. 5. To provide that any future wells drilled to the Haynesville D Zone, Reservoir A, within or outside of the units created herein, should be in accordance with the spacing provisions of Statewide Order No. 29-E. 6. To provide that the Secretary of the Department of Conservation and Energy may reclassify the reservoir by supplemental order and without the necessity of a public hearing, if a reclassification is warranted based on evidence furnished to the Department of Conservation and Energy. 7. To authorize Rosestone Operating Company, LLC to commingle downhole and to produce oil, gas and/or condensate from the proposed HA D RA SUA with the adopted U HA RA SUF, HA A SUF and HA B RA SUF. The U HA RA SUF, HA A SUF and HA B RA SUF were approved for commingling by the Office of Permitting and Compliance Order No. 9-15, effective November 13, 2025. 8. To authorize Rosestone Operating Company, LLC to commingle downhole and to produce oil, gas and/or condensate from the proposed HA D RA SUB with the adopted U HA RA SUE, HA A SUA and HA B RA SUE. The U HA RA SUE, HA A SUA and HA B RA SUE were approved for commingling by Order No. 9-14, effective August 5, 2025. 9. To consider such other matters as may be pertinent. The Haynesville D Zone, Reservoir A is hereby defined as being that oil, gas and condensate bearing interval encountered between the depths of 10480’-10588’ (ELM) in the Rosestone Operating Company, LLC-WT Thompson No. 1 Well (SN 255358), and further defined between the depths of 10424’ and 10528’ (ELM) in the Rosestone Operating Company, LLC-Dixon No 1 Well (SN 254927), located in Section 34, Township 22 North, Range 4 West. The Upper Haynesville Zone, Reservoir A was defined in Order No. 9-MM, effective October 7, 2003 and was further defined in the 9-MM Series of Orders. The Haynesville A Sand was defined in Order No. 9-T, effective May 1, 1970 and was further defined in the 9-T Series of Orders. The Haynesville B Lime, Reservoir A was defined in Order No. 9-Q, effective February 1, 1969 and was further defined in the 9-Q Series of Orders.
