PUBLIC NOTICE - - - - 1 - WEST BLACK BAY FIELD 26-139 thru 26-141 LEGAL NOTICE STATE OF LOUISIANA, DEPARTMENT OF CONSERVATION AND ENERGY, BATON ROUGE, LOUISIANA. In accordance with the laws of the State of Louisiana, and with particular reference to the provisions of Title 30 of Louisiana Revised Statutes of 1950, a public hearing will be held in the Hearing Room, 1st Floor, LaSalle Building, 617 North 3rd Street, Baton Rouge, Louisiana, at 9:00 a.m. on TUESDAY, APRIL 7, 2026, upon the application of PERDIDO ENERGY LOUISIANA, LLC. At such hearing the Department of Conservation and Energy will consider evidence relative to the issuance of Orders pertaining to the following matters relating to the O-1 Sand, Reservoir A, 9,100’ Sand, Reservoir B, and 9,200’ Sand, Reservoir A, in the West Black Bay Field, Plaquemines Parish, Louisiana. O-1 SAND, RESERVOIR A 1. To confirm Perdido Energy Louisiana, LLC as unit operator of the existing drilling and production unit for the O-1 Sand, Reservoir A, SUK, designated O-1 SUK, as established by Office of Permitting and Compliance Order No. 437-K, effective May 1, 1970. 2. To permit the applicant to drill, designate and utilize the proposed sidetrack of their existing Noah S. Cutrer No. 6-D Well (WSN 241419) as the substitute unit well for O-1 SUK, at the location as shown on the plat submitted with the application, or within a radius of tolerance of 50’ of said location, but in no event closer than 50’ from the nearest unit line, in exception to the well spacing provisions of Order No. 437-K-7, effective January 13, 2009 and LAC 43:XIX.1901 et seq. (Statewide Order No. 29-E). The well to be sidetracked, the Noah Cutrer No. 6-D (WSN 241419), is the current unit well for the O-1 SUK and is shut-in. This well is the dual side of the Perdido-SL 195 QQ No. 84 (WSN 159184) that was sidetracked to the current bottomhole by Helis Oil & Gas, LLC in May, 2010. The SL 195 QQ No. 84 is to be abandoned when the Noah Cutrer No. 6-D is sidetracked to the new bottomhole location where it is to serve as the substitute unit well for the O-1 SUK as proposed herein. 3. To continue in full force and effect, except to the extent contrary herewith, the pertinent provisions of Order No. 437-K, effective May 1, 1970, as amended and supplemented by the 437-K Series of Orders, and all other applicable Statewide Orders. 4. To consider such other matters as may be pertinent. The O-1 Sand, Reservoir A was fully defined in Order No. 437-K, effective May 1, 1970. 9,100’ SAND, RESERVOIR B 1. To confirm Perdido Energy Louisiana, LLC as unit operator of the existing drilling and production unit for the 9,100’ Sand, Reservoir B, designated 9100 RB SUA, as established by Order No. 437-F, effective November 23, 1966. 2. To permit the applicant to drill, designate and utilize the proposed sidetrack of their existing Perdido-Noah S. Cutrer No. 6-D Well (WSN 241419) as the substitute unit well for the 9100 RB SUA, at the location as shown on the plat submitted with the application, or within a radius of tolerance of 50’ of said location, but in no event closer than 50’ from the nearest unit line, in exception to the well spacing provisions of Order No. 437-F, effective November 23, 1966 and LAC 43:XIX.1901 et seq. (Statewide Order No. 29-E). This well is the dual side of the Perdido-SL 195 QQ No. 84 (WSN 159184) that was sidetracked to the current bottomhole by Helis Oil & Gas Co., LLC in May, 2010. This well was designated as an alternate unit well for the 9100 RB SUA as per Order No. 437-F-1, effective July 20, 2010 but has never been completed in this sand to serve this unit in that capacity. This SL 195 QQ No. 84 is to be abandoned when the Noah Cutrer No. 6-D is sidetracked to the new bottomhole location where it is to serve as the substitute unit well for the 9100 RB SUA as proposed herein. The existing unit well for the 9100 RB SUA, the Perdido Energy Louisiana, LLC-SL 195 QQ No. 50 (WSN 74621), is shut-in in the 9,100’ Sand and Perdido has no intention of restoring this well to production in the unit. 3. To continue in full force and effect, except to the extent contrary herewith, the pertinent provisions of Order No. 437-F, effective November 23, 1966, as amended and supplemented by the 437-F Series of Orders, and all other applicable Statewide Orders. 4. To consider such other matters as may be pertinent. The 9,100’ Sand, Reservoir B was fully defined in Order No. 437-F, effective November 23, 1966. 9,200’ SAND, RESERVOIR A 1. To confirm Perdido Energy Louisiana, LLC as unit operator of the existing drilling and production unit for the 9,200’ Sand, Reservoir A, SUK, designated 9200 SUK, as established by Order No. 437-B, effective October 1, 1958. 2. To permit the applicant to drill, designate and utilize the proposed sidetrack of their existing Noah S. Cutrer No. 6-D Well (WSN 241419) as the substitute unit well for 9200 SUK, at the location as shown on the plat submitted with the application, or within a radius of tolerance of 50’ of said location, but in no event closer than 50’ from the nearest unit line, in exception to the well spacing provisions of Order No. 437-B-2, effective October 15, 1980 and LAC 43:XIX.1901 et seq. (Statewide Order No. 29-E). This existing unit well for 9200 SUK, the Perdido Energy Louisiana, LLC-SL 195 QQ No. 84 Well (WSN 159184) is to be abandoned when Perdido sidetracks the dual side of this well (Noah S. Cutrer No. 6-D, SN 241419) to a new bottomhole location to serve as the substitute unit well for the 9200 SUK as proposed herein. 3. To continue in full force and effect, except to the extent contrary herewith, the pertinent provisions of Order No. 437-B, effective October 1, 1958, as amended and supplemented by the 437-B Series of Orders, and all other applicable Statewide Orders. 4.
