PUBLIC NOTICE - - - - 3 - LISBON FIELD 25-400 thru 25-402 LEGAL NOTICE STATE OF LOUISIANA, DEPARTMENT OF CONSERVATION AND ENERGY, BATON ROUGE, LOUISIANA. In accordance with the laws of the State of Louisiana, and with particular reference to the provisions of Title 30 of Louisiana Revised Statutes of 1950, a public hearing will be held in the Hearing Room, 1st Floor, LaSalle Building, 617 North 3rd Street, Baton Rouge, Louisiana, at 9:00 a.m. on THURSDAY, NOVEMBER 13, 2025, upon the application of ROSESTONE OPERATING COMPANY, LLC. At such hearing the Department of Conservation and Energy will consider evidence relative to the issuance of Orders pertaining to the following matters relating to the Upper Haynesville Zone, Reservoir A, Haynesville A Sand, Reservoir A, and Haynesville B Lime, Reservoir A, in the Lisbon Field, Claiborne Parish, Louisiana. UPPER HAYNESVILLE ZONE, RESERVOIR A, SUF AND SUG 1. To create two additional drilling and production units, hereafter referred to as the U HA RA SUF and U HA RA SUG, governing the exploration for and production of oil, gas and condensate from the Upper Haynesville Zone, Reservoir A. 2. To force pool and integrate all separately owned tracts, mineral leases and other property interests within the units so created, with each tract sharing in unit production on a surface acreage basis of participation. 3. To designate a unit operator and a unit well for the units so created, as may be appropriate. 4. To designate one unit well and one alternate well for the U HA RA SUF and one unit well and one alternate unit well for the U HA RA SUG in exception to the spacing provisions adopted in the Department of Conservation and Energy Order No. 9-MM, effective October 7, 2003. 5. To permit the operator to produce the unit allowable from the existing unit well, the alternate unit wells, the proposed additional alternate unit wells or from the combination of the wells at its option. 6. To provide that the Department of Conservation and Energy may reclassify the reservoirs by supplemental orders and without the necessity of a public hearing should such reclassification be warranted, based on evidence furnished to the Department of Conservation and Energy. 7. To continue in full force and effect rules and regulations established by Order No. 9-MM, effective October 7, 2003, as amended and supplemented by the 9-MM Series of Orders for the Upper Haynesville Zone, Reservoir A. 8. To consider such other matters as may be pertinent. The Upper Haynesville Zone, Reservoir A was previously defined in Order No. 9-MM, effective October 7, 2003, and was further defined in Order No. 9-MM-1, effective August 5, 2025 and is hereby further defined INSOFAR AND ONLY INSOFAR AS TO U HA RA SUC, U HA RA SUF AND U HA RA SUG are concerned as being that gas and condensate bearing zone encountered between the depths of 9,622' and 10,058' (ELM) in the Rosestone Operating Company, LLC-Dixon No. 1 Well, located in Section 34, Township 22 North, Range 4 West. HAYNESVILLE A SAND, SUF, SUG AND SUH 1. To create three additional drilling and production units, hereafter referred to as the H’VILLE A SUF, H’VILLE A SUG and H’VILLE SUH, governing the exploration for and production of oil, gas and condensate from the Haynesville A Sand. 2. To force pool and integrate all separately owned tracts, mineral leases and other property interests within the units so created, with each tract sharing in unit production on a surface acreage basis of participation. 3. To designate a unit operator and a unit well for the units so created, as may be appropriate. 4. To designate one unit well and one alternate well for the H’VILLE A SUF one unit well and one alternate unit well for the H’VILLE A SUG and one unit well and one alternate well for the H’VILLE A SUH in exception to the spacing provisions adopted in Order No. 9-T, effective May 1, 1970. 5. To permit the operator to produce the unit allowable from the existing unit well, the alternate unit wells, the proposed additional alternate unit wells or from the combination of the wells at its option. 6. To reclassify the Haynesville A Sand, from a gas and condensate bearing interval to an oil, gas and condensate bearing interval INSOFAR AND ONLY INSOFAR as to the H’VILLE A SUF, H’VILLE A SUG and H’VILLE A SUH are concerned. 7. To continue in full force and effect rules and regulations established by Order No. 9-T, effective May 1, 1970, and the 9-T Series of Orders for the Haynesville A Sand. 8. To consider such other matters as may be pertinent. The Haynesville A Sand was previously defined in Order No. 9-T, effective May 1, 1970, was further defined in Order No. 9-T-2, effective August 5, 2025 and is hereby further defined INSOFAR AND ONLY INSOFAR AS TO H’VILLE A SUF, H’VILLE A SUG and H’VILLE A SUH are concerned as that oil, gas and condensate bearing zone encountered between the depths of 10,058' and 10,104' (ELM) in the Rosestone Operating Company, LLC-Dixon No. 1 Well, located in Section 34, Township 22 North, Range 4 West. UPPER HAYNESVILLE ZONE, RESERVOIR A, HAYNESVILLE A SAND, AND HAYNESVILLE B LIME, RESERVOIR A 1. To grant permission to Rosestone Operating Company, LC to commingle downhole and to produce oil, gas and condensate from the proposed H’VILLE A SUF and U HA RA SUF with the adopted HA B RA SUF, from the proposed H’VILLE A SUG with the adopted U HA RA SUC and HA B RA SUB and from the proposed H’VILLE A SUH and U HA RA SUG with the adopted HA B RA SUC. The working interest ownership in all the units proposed for commingling is the same. Furthermore, the size and configuration of the units proposed for commingling is identical. The Haynesville B Lime, Reservoir A was previously defined in Order No. 9-Q, effective February 1, 1969 and further defined in Order No. 9-Q-4, effective August 5, 2025.
