PUBLIC NOTICE - - - - 1 - BAYOU SAN MIGUEL FIELD 25-341 thru 25-343 LEGAL NOTICE STATE OF LOUISIANA, OFFICE OF CONSERVATION, BATON ROUGE, LOUISIANA. In accordance with the laws of the State of Louisiana, and with particular reference to the provisions of Title 30 of Louisiana Revised Statutes of 1950, a public hearing will be held in the Hearing Room, 1st Floor, LaSalle Building, 617 North 3rd Street, Baton Rouge, Louisiana, at 9:00 a.m. on TUESDAY, OCTOBER 14, 2025, upon the application of EXPAND OPERATING LLC. At such hearing the Commissioner of Conservation will consider evidence relative to the issuance of Orders pertaining to the following matters relating to the Haynesville Zone, Reservoir A, in the Bayou San Miguel Field, Sabine Parish, Louisiana. 1. To authorize Expand to drill, designate and utilize one cross unit horizontal well to serve as an alternate unit well for HA RA SUG, HA RA SUH, and HA RA SUA, at the location and in the general manner shown on the plat submitted with the application and in lieu of one of the cross unit horizontal wells authorized by Office of Conservation Order No. 1513-B-52, effective November 14, 2023, and to approve an exception to the spacing provisions of Order No. 1513-B, provided that said cross unit horizontal well will be perforated no closer than 330’ from any unit boundary other than the common boundary between the affected units, except as requested in paragraph 2 below. 2. Expand requests a waiver and/or exception to the well spacing provisions in Order No. 1513-B to allow the last perforation point in the proposed well to be located no closer than 100’ from the south unit line of HA RA SUA and no closer than 200’ to any well on a competitive unit completed in, drilling to, or for which a permit has been granted to drill to the Haynesville Zone, Reservoir A. 3. To find that the proposed horizontal well is necessary to efficiently and economically drain a portion of the Haynesville Zone, Reservoir A, underlying the unit or units on which it is proposed to be drilled which cannot be efficiently and economically drained by any existing well on such unit(s), will prevent waste, avoid the drilling of unnecessary wells, protect correlative rights and promote the full and efficient development of the natural resources of this state. 4. To provide that if the horizontal portion of a well is cased and cemented back above the top of the Haynesville Zone, Reservoir A, the distance to any unit boundary and offset well(s) will be calculated based on the distance to the nearest perforation in the well and not on the penetration point or terminus of the well. 5. To provide that production from the cross unit well shall be separated and metered individually and that this information shall be reported in the manner prescribed by the Office of Conservation. 6. To provide that the unit allowables for the affected units may be produced from the unit well, from any alternate unit well, or from any combination of such wells serving the unit, at the discretion of the operator. 7. To provide that production from a cross unit horizontal well shall be allocated to each unit penetrated by the well in the same proportion as the perforated length of the lateral in each such unit bears to the total length of the perforated lateral as determined by an “as drilled” survey performed after the well has been drilled and completed. 8. Except insofar as set forth above, to confirm and continue in full force and effect the provisions of Order No. 1513-B, effective October 28, 2008, as amended and supplemented by the 1513-B Series of Orders; and of all applicable Statewide Orders. 9. To consider such other matters as may be pertinent. The Haynesville Zone, Reservoir A is defined in Order No. 1513-B, effective October 28, 2008.
