PUBIC NOTICE - - - MINUTES OF REGULAR MEETING HELD AT SCOTT CITY HALL THURSDAY, JANUARY 8, 2026, AT 6:00 PM The Mayor and City Council Members met in Regular Session, Thursday, January 8, 2026. Mayor Richard and all council members were present. Councilman Domingue led the Prayer and Pledge. Councilman Boudreaux motioned to accept the minutes from the December 4, 2025, meeting as written. Seconded by Councilman Domingue, motion approved unanimously. Councilman Domingue motioned to accept the November 2025, Financial Statement. Seconded by Councilman Boudreaux. Motion carried unanimously. Mr. Mark Savoy with Groom’s Engineering and Mr. Dustin Guidry, Fenstermaker & Assoc. gave a brief update on on-going projects. Mayor Richard announced several community events scheduled in the upcoming month such as Scott Mardi Gras Parade, Boudin Festival, and Public Meeting regarding new sewer plant on January 14, 2026, at 6pm in the Council Chambers. Councilmember Boudreaux motioned to adopt Resolution 2026-1, A Resolution authorizing the mayor to execute a memorandum of understanding between the City of Scott, the City of Carencro, and the Lafayette Parish Registrar of Voters. Mayor Richard explained that this would allow the West Regional Library to be an early voting site for elections. Seconded by Councilmember Roy, motion carried unanimously. Councilmember Roy motioned to adopt Resolution 2026-2, A Resolution authorizing the mayor to negotiate and execute a cash sale with Jason Paul Boudreaux and Michelle Foret Boudreaux for the sale of property for the Apollo Road Utilities Phase 2. Mayor Richard stated that this property would be the site of the lift station on the east side of Apollo Road. No discussion or questions. Seconded by Councilman Domingue, motion carried unanimously. Councilman Boudreaux motioned to appoint Dawn Benoit to the Lafayette Parish Waterworks District North Board of Commissioners for a five-year term starting December 1, 2025, to November 30, 2030. Seconded by Councilman Montoucet, motion carried unanimously. Councilman Boudreaux motioned to amend the budget $32,000 to host the Mardi Gras Parade for security cost. No discussion or public comment. Seconded by Councilman Montoucet, motion carried unanimously. After a lengthy discussion, Councilman Boudreaux motioned to deny variance for fencing and to grant thirty days starting from January 9, 2026, to move traps offsite that are currently stored outside on property. Mr. Charlie Genin, spoke on behalf of the Wang family. Mr. Jake Jiacoletti and Mr. Tom Matthews, neighboring residents, spoke against allowing outside storage and fencing. Councilman Roy and Councilman Boudreaux did voice their support of a second building being built on the property for additional storage if needed, a timeline was discussed but no action was taken. The motion to deny proposed variance was denied, motion carried unanimously. Councilman Domingue motioned to amend budget in the amount of $30,000 to set up for a voting site at the West Regional Library. Mayor Richard stated that this cost would cover equipment, setup, and workforce for two years and after the parish would cover the costs. No discussion or questions.
