PUBLIC NOTICE - - - RE: Final Notice of Proposed Activity in a Floodplain or Wetland: Livingston Parish Drainage Improvement Project Phase 2 To: All interested Federal, State, and Local Agencies, Groups, and Individuals This is to give notice that the Livingston Parish Government (LPG) under 24 CFR Part 58 has conducted an evaluation of this proposed action located in the 100-year floodplain/Federal Flood Risk Management Standard (FFRMS) floodplain/wetland as required by Executive Orders 11988 and 11990, as amended by Executive Order 13690 in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management. Extent of FFRMS floodplain was determined using the freeboard value approach. The project would improve drainage across Livingston Parish, including the removal of storm- and construction-related debris from twenty-four (24) waterways that will be hand-cleared and seventeen (17) additional waterways that will be machine-cleared throughout the parish. Hand-clearing would take place within the cities of Livingston, Albany, Holden, Walker, Springfield, Springville, Colyell, Killian, Port Vincent, Maurepas, and Whitehall: Poley Bayou Related 1,Poley Bayou Related 2, Camp and Roderick Creeks Related, Bread Branch Related, Simeon Branch Extension, Onemile Bayou, Poley Bayou Extension, George Watts Road, Colyell Creek Adjacent, Blood River Related (2.04 Ac), Blood River Related (1.27 Ac), Verdun, Bayou Barbary North, Bayou Bell, Maurepas East, Tickfaw River Related 5, Tickfaw River Related 6, Tickfaw River Related 7, Big Bayou Extension, Taylor Road Ira Taylor Road, Taylor Road Milton Ditch, Blood River Pea Ridge Road, Parker Branch Pea Ridge Road, and Hutchinson CC Road Lateral Ditch. Machine-clearing would take place within the cities of Satsuma, Colyell, Port Vincent, Killian, Springfield, and Maurepas: Clio Landing, Black Lake, Bayou Chene Blanc Related, Chinquapin Canal, Shelly O’Neal Estates, Bayou Barbary South, Blood River, South Frost Road 1, Tickfaw River Related 3, Tickfaw River Related 4, Tickfaw River Related 8, Warsaw Landing, Whitehall Drainage, Maurepas Drainage, Maurepas School, Hornsby Creek, and Poley Bayou. Approximately 172,000 acres of floodplains will be temporarily impacted during construction of the proposed project. LPG rejected the no action alternative as it would not improve drainage throughout the waterways. LPG rejected the proposed action alternative because cleaning out only the partial waterways located in Zone X would not address the vast majority of waterways in need of cleanout and would not address project purpose and need. After coordination with agencies, reviewing alternatives following early public notice period in which no responses were received, and the fact that the proposed work is restoration of infrastructure already located in the floodplains, LPG determined that it has no practicable alternative to temporary floodplain development. There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given the opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the temporary impacts to the special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at a greater or continued risk.
