PUBLIC NOTICE - - - STATE ACCCEPTING PUBLIC COMMENTS ON SUBSTANTIAL ACTION PLAN AMMENDMENT 7 FOR THE UTILIZATION OF COMMUNITY DEVELOPMENT BLOCK GRAND FUNDS IN RESPONSE TO 2020 AND 2021 FEDERAL DECLARATIONS IN LOUISIANA The Louisiana Office of Community Development is accepting public comments on Action Plan Substantial Amendment No. 7 to the Master Action Plan for Hurricanes Laura, Delta and Ida and the May 2021 Severe Storms. This amendment modifies program budgets and narratives as well as utilizes the interchangeability of funds provision authorized by Congress, which allows states to use previously received CDBG-DR funding (2016 Floods) in areas affected by newer disasters (2020-2021 Disasters and the 2024 Disaster). The 30-day public comment period starts today and ends at 5 p.m. Friday, Dec. 19. This amendment is considered substantial as it comprises a change in program benefit or eligibility criteria and the greater of a reallocation of more than $5 million dollars or a reallocation which constitutes a change of 15 percent or greater of a program budget.
