PUBLIC NOTICE - - - Early Notice and Public Review of a Proposed Activity in a Regulatory Floodway or Wetland To: All interested Federal, State, and Local Agencies, Groups and Individuals This is to give notice that the City of West Monroe (COWM) has determined that the following proposed action under Louisiana Watershed Initiative Community Development Block Grant Mitigation program B-18-DP-22-0001 is located in the Regulatory Floodway and/or within jurisdictional wetland areas, and COWM will be identifying and evaluating practicable alternatives to locating the action within the floodplain or wetland areas and the potential impacts on the floodplain or wetland areas from the proposed action, as required Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The total project area will be approximately 0.69 acres and is located within the West Monroe city limits. The extent of the FFRMS floodplain was determined using the 0.2 percent flood approach. The proposed project will add one additional 4’x5’ RCB to complement the two existing RCBs at the Cypress Street crossing, thereby increasing flow capacity and lowering 100-year flood elevations. To accommodate the increased flows resulting from the Cypress Street crossing improvements, drainage improvements will also be installed at the next downstream road crossing, Slack Street. The Slack Street improvements will add one 36” to 48” diameter reinforced concrete pipe to the existing system of two 9’ diameter and 7’ diameter metal pipes. The Slack Street crossing improvements will result in no upstream increase in surface water elevation and will increase the downstream flow at Slack Street to an acceptable level for the increased flows realized from the upstream improvements at the Cypress Street crossing. Given these design considerations, the proposed improvements are not expected to adversely impact the floodway or floodplain. The approximate locations of the project are as follows: 1. Cypress Street Crossing – Latitude 32.5180258°, Longitude -92.14216226° 2. Slack Street Crossing – Latitude 32.51177766°, Longitude -92.14226956° There are three primary purposes for this notice. First, people who may be affected by activities in floodplains or wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain or potential wetland area, alternative methods to serve the same project purpose, and methods to minimize and mitigate project impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains and wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains or wetlands, it must inform those who may be put at greater or continued risk.
