PUBLIC NOTICE - - - EARLY NOTICE AND PUBLIC REVIEW FOR LOWER BAYOU CONWAY DRAINAGE IMPROVEMENTS To: All interested Federal, State, and Local Agencies, Groups, and Individuals This notice is to inform the public that the Ascension Parish Government, acting under HUD 24 CFR Part 58, has conducted an evaluation as required by Executive Orders 11988 (Floodplain Management) and 11990 (Protection of Wetlands) and in accordance with 24 CFR 55.20, Subpart C. This evaluation is intended to determine the potential effect that the proposed activities within floodplains and wetlands may have on the human environment for the Lower Bayou Conway Drainage Improvements project. Ascension Parish Government proposes to implement flood hazard mitigation measures within the Lower Bayou Conway Watershed. The project is located at 30° 10’ 31.22” N, 90° 52’ 20.04” W in Sorrento, LA. The proposed project includes culvert replacements and the installation of a detention pond and pump station. These improvements are essential to protecting surrounding communities from hazardous flooding, safeguarding infrastructure, and supporting uninterrupted local commerce. Existing undersized culverts will be replaced with wider culverts to allow for increased drainage capacity. A new pump station will increase the system’s hydrologic capacity and allow higher volumes of stormwater to be conveyed more efficiently. The detention pond will provide critical additional stormwater storage. The proposed project will require excavation of canals segments where existing widths are insufficient to convey stormwater or to accommodate the construction of the detention pond. Disturbances along canal banks will be minimized, and impacts to wetlands will be avoided to the maximum extent practicable. Excavated material will be transported to an upland disposal site off LA Highway 22. There are three primary purposes for this notice. First, individuals and groups who may be affected by activities in floodplains and wetlands—or who have an interest in protecting these natural resources—must be given the opportunity to express their concerns and provide relevant information. Second, an effective public notice program helps educate the public about floodplains and wetlands and enhances Federal efforts to reduce risks associated with temporary impacts to these areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at a greater or continued risk.
